10.24.010 - Use of barricaded street or pavement prohibited.

No person shall ride or drive any animal, or ride, drive or propel any vehicle over or across any new pavement in any public street, across or around which pavement there is a barrier, or at, or near which, there is a person or a sign warning persons not to drive over or across such pavement, or a sign stating that the street is closed.

10.24.020 - Driving or parking on sidewalk.

Except as hereinafter provided in this section, no operator of a motor vehicle shall drive, on, over, along or upon, or park upon, any sidewalk, parkway or curb other than on or over a regularly established driveway or roadway.

10.24.030 - One-way streets.

The parking and traffic engineer is authorized to determine those streets or alleys on which traffic is hazardous or dangerous, or by reason of the volume of traffic in such streets or alleys, the public safety or convenience, in his estimation, would be best served by allowing traffic on such streets or alleys to proceed in one direction only.

10.24.040 - Traffic signs to be posted.

When the parking and traffic engineer has determined that a street or alley is hazardous or dangerous, or by reason of volume of traffic on such streets or alleys, the public convenience would best be served by allowing traffic to proceed in one direction only on such street or alley, he is authorized and empowered to place and maintain an appropriate sign at or near the entrance of and along such streets or alleys as he may designate, and thereafter, no person shall drive a vehicle on such streets or alleys in violation of such posted one-way sign.

10.24.050 - State speed laws applicable.

The State traffic laws regulating the speed of vehicles as stipulated in the California Vehicle Code shall be applicable upon the basis of an engineering and traffic investigation that certain speed regulations shall be applicable upon specified streets or in certain areas, in which event it shall be prima facie unlawful for any person to drive a vehicle at a speed in excess of any speed so declared in this title when signs are in place giving notice thereof.

10.24.060 - Increasing State speed limits in certain zones.

If, in the future, it is determined upon the basis of an engineering and traffic survey that the speed permitted by State law upon certain streets, or portions thereof, is less than is necessary for safe operation of vehicles thereon by reason of the prevailing speeds as determined by traffic engineering measurements thereupon, accident records, and highway traffic and roadside conditions, and it is thereby declared that the prima facie speed limit, as indicated by and pursuant to said engineering and traffic survey pursuant to Section 627 of the California Vehicle Code, shall be as hereinafter set forth on those streets or portions of streets herein designated at the times specified when signs are erected giving notice thereof.

10.24.070 - Emerging from alley or private driveway.

The driver of a vehicle emerging from an alley, driveway or building shall stop such vehicle immediately prior to driving on the sidewalk or into the sidewalk area extending across any alleyway, driveway or building.

10.24.080 - Crossing fire hose.

No vehicle shall be driven over any unprotected hose of the fire department when laid down on any street or private driveway to be used at any fire or alarm of fire, without the consent of the fire chief or officer in command, nor shall any person park any vehicle within the block where fire apparatus has stopped in answer to a fire alarm.

10.24.090 - Funeral procession.

No operator of any vehicle shall drive between the vehicle comprising a funeral procession, provided that such vehicles are conspicuously so designated.

10.24.100 - Clinging to moving vehicles.

No person traveling upon any bicycle, coaster, roller skates, motorcycle or any toy vehicle shall cling to or attach himself or his vehicle to any other moving vehicle.

10.24.110 - Scattering load.

It shall be unlawful to operate any vehicle so loaded that any part of its load is dropped upon the roadway.

10.24.120 - Driving on rims.

No person shall tow, propel or operate any motor vehicle, designed for operation on rubber tired wheels, upon or along any surfaced public street so as to permit or cause the metal rim of any wheel thereof to be in contact with the surface of the street, except in cases when, as a direct result of accident or tire failure, it becomes necessary to remove the vehicle to a place of repair or to the residence, or to clear the vehicle from the public way, in which such vehicle shall not be driven to exceed six (6) miles per hour.

10.24.130 - Washing vehicles in streets.

No person shall dust, wipe, wash or otherwise clean, use or employ any method of dusting, wiping, washing or otherwise cleaning any vehicle or portion thereof while on any street, alley or public place unless such vehicle is owned by the person doing any of the acts herein enumerated or is under the direct control or supervision of the person doing any of the acts herein enumerated.

10.24.140 - Street repairs prohibited.

No person shall park or leave standing on any street, alley or public place, any vehicle for the purpose of storing, servicing, dismantling, rebuilding or otherwise working upon any such vehicle other than a vehicle which temporarily is disabled in such a manner and to such an extent that it is impossible to avoid stopping such vehicle on such street, alley or public place, and any such temporarily disabled vehicle shall not be parked or left standing in any place more than four (4) hours.

10.24.150 - Driver's license required for authorization of off-road vehicle.

Except as hereinafter provided, it is unlawful for any person to drive any motor vehicle in or upon any property open to and intended for use by the public or the patrons of an adjacent business, commercial, industrial, entertainment or recreational establishment or public facility of any kind without having in his possession a valid operator's license issued in accordance with the California Vehicle Code or in wilful or wanton disregard for the safety of persons or property. This section shall not apply to any property or portion thereof being used for a special event with the express permission of the owner or his representative and from which the public has been temporarily excluded, nor shall it apply to a public highway or to any act prohibited by the Vehicle Code or other law of the State.

10.24.160 - Off highway use of motorcycles and motor bikes.

It is unlawful for any person to ride or operate any motorcycle or motor bike of any kind on any private property or unoccupied public property within one-quarter (¼) of a mile of any school, hospital, convalescent home or residential area as herein defined except upon a regularly established private road, driveway or parking lot appurtenant to a structure on that property. A residential area within the meaning of this section means any area one-quarter (¼) mile in depth abutting a public or private road and one-quarter (¼) mile in length measured along such road and which contains any apartment house, condominium, multiple unit dwelling structure or four (4) or more residences of any kind or combination. This section shall not apply to lands or to property specifically devoted to a raceway, hill climb, motorcycle trail or similar use pursuant to a permit therefor issued by a governmental agency.
