§ 5-7.01. Unlawful.

It shall be unlawful for any person to use, operate, employ, or cause to be used, operated, or employed any system of electrical hookup or connection, including, but not limited to, any public address system, loudspeaker system, or soundamplifying system in the City for the purpose of crying, proclaiming, advertising, or calling attention to any goods, wares, merchandise, or place of business, or for the purpose of directing attention to advertising, publicizing, or soliciting patronage or customers to or for any show, cause, exhibition, event, or entertainment in such a manner as to permit or allow the sound emitted therefrom, or transferred thereover, or carried through such system to travel into, on, or over any public street, sidewalk, alley, or any space occupied by any such public street, sidewalk, or alley in tones or volume audible to a person of average hearing faculties or capacity.

The provisions of this section shall apply whether the source of the sound is from the human voice or from any record, recording, electrical transcription, musical tone, or other similar device.

§ 5-7.02. Unlawful: Exception.

The provisions of Section 5-7.01 of this chapter shall not apply to the use of a radio receiving set by a duly and regularly licensed radio receiving set dealer for the purpose of demonstrating a radio receiving set where the volume of sound used or employed in such demonstration is not more than is reasonably necessary for the purpose of demonstrating such radio receiving set, and all other laws of the City are complied with by such dealer.

§ 5-7.03. Use on streets unlawful.

It shall be unlawful for any person to operate, drive, move, or transport upon the streets of the City any vehicle loaded, constructed, painted, or carrying signs or any display and at the same time creating noise, music, or spoken, recorded, or transcribed speech where the principal purpose of such operation, moving, or transportation shall be the advertising of, or the solicitation of, customers, patronage, or conversation to any cause, business, calling, occupation, firm, dealer, place of business, show, exhibition, event, goods, wares, merchandise, or other business.
