§ 2-3.1001. Finance Department established.

There is hereby established a Finance Department for the City for the performance of the fiscal affairs of the City.

§ 2-3.1002. Office of Director of Finance established.

There is hereby established the office of Director of Finance. In accordance with the provisions of Sections 37209 and 40805.5 of the Government Code of the State, the financial and accounting duties imposed by law upon the City Clerk are hereby transferred to the Director of Finance, who shall be in charge of the Finance Department. The Director of Finance shall be responsible for all the functions and duties of the Finance Department and shall perform all the financial and accounting duties imposed upon the City Clerk by Sections 37201 through 37208 and 40802 through 40805 of the Government Code of the State as said sections are now constituted or may hereafter be amended. The Director of Finance shall execute the bond required of the City Clerk by Section 36518 of the Government Code of the State, and the premium of such bond shall be a proper charge against the City.

§ 2-3.1003. Powers and duties of Director of Finance.

The Director of Finance shall perform all of the duties imposed upon him or her by law, as set forth in Section 2-3.1002 of this article, and the Director of Finance, subject to the direction of the Chief Administrative Officer, shall have the following powers and duties:

(a) Maintain all fiscal records and such accounting systems for the City and appropriate departments and agencies as will reflect the financial condition of the City;

(b) Prepare and maintain the employee payroll and subsidiary reports, together with related employee records; general ledger accounting, including all appropriation revenue and expenditure activities for the various funds, budgetary reports, and fixed asset records; water utility billing and collection and supportive accounting functions; collect all revenues due the City; direct the centralized Purchasing Department, together with stores inventory control; and maintain vehicle and equipment cost accounting records and reports;

(c) Audit claims and demands against the City and present them to the Council for approval. The Director of Finance, when necessary, and after obtaining the advice of the City Attorney, shall determine the regularity, legality, and correctness of such claims, demands, or charges and prepare and submit to the Council periodically a register of audited demands with his or her affidavit attached thereto, as provided in the Government Code of the State;

(d) Prepare and submit to the Council, City departments, or other agencies all financial reports required by law, ordinance, or direction of the Council or Chief Administrative Officer, including a monthly statement of all receipts, which shall be in sufficient detail to show the exact financial condition of the City. At the end of the fiscal year, the Director of Finance shall submit a complete financial statement and report;

(e) Exercise supervision and control over all personnel assigned to the Finance Department;

(f) Prepare required or necessary operational and budgetary reports for the Council and department heads;

(g) Cooperate with the City Treasurer and other officials of the City in establishing and maintaining adequate procedures and controls over municipal revenues and expenditures in all departments, divisions, and services of the City in accordance with modern municipal accounting practices;

(h) Recommend the revision and installation of such improvements in accounting practices and procedures as will insure a modernized system of municipal accounting;

(i) Assist the Chief Administrative Officer in all other financial and budgetary matters which the Council has directed the Chief Administrative Officer to perform and compile the budget income and expense estimates for the Chief Administrative Officer;

(j) Perform such other related duties as may be assigned to the Director of Finance by the Council or the Chief Administrative Officer; and

(k) Perform the duties of Business License Collector.
