§ 10.85.010. Definitions.¶
"On-street parking"
means vehicle parking on public ways.
"Off-street parking facility"
means any publicly owned parking lot or structure located off the public way for the express purpose of providing vehicular parking.
"Physically handicapped persons"
means any person who has lost, or has lost the use of, one or more limbs or both hands, who is so severely disabled as to be unable to move without the aid of a mechanical device, or who suffers from lung disease to such an extent that his or her forced (respiratory) expiratory volume one second when measured by spirometry is less than one liter or his or her arterial oxygen tension (Po2) is less than 60 mm/hg on room air at rest.

§ 10.85.020. Establishment of on-street parking spaces.¶
When so directed by the city council by ordinance or resolution, the chief of general services and public works is authorized and directed to designate parking spaces for the exclusive use of physically handicapped persons whose vehicles display a distinguishing license plate or placard issued to disabled persons pursuant to Section 22511.5 of the California Vehicle Code, or to disabled veterans, as specified in Section 9105 of the California Vehicle Code. Such parking space shall be indicated by blue paint on the curb or on the edge of the paved portion of the street adjacent to the space. In addition to blue paint, this space may also be indicated by standard approved signs consisting of a profile view of a wheelchair with occupant in white on a blue background posted immediately adjacent to, or visible from, each parking space.

§ 10.85.030. Establishment of off-street parking spaces.¶
A. The chief of general services and public works, when so directed by the city council's ordinance or resolution, is authorized and directed to designate spaces in publicly owned, leased or controlled off-street parking facilities for the exclusive use of physically handicapped persons whose vehicles display a distinguishing license plate or placard issued to disabled persons pursuant to Section 22511.5 of the California Vehicle Code, or to disabled veterans as specified in Section 9105 of the California Vehicle Code. Such designation shall be made by posting a sign immediately adjacent to and visible from each stall or space, consisting of a profile view of a wheelchair with occupant in white on a blue background. In addition to the signs, such spaces may also be identified by a painted message and/or symbol on the pavement within each space.
B. There shall also be posted immediately adjacent to and visible from such space, a sign which clearly and conspicuously states the following:
"Unauthorized vehicles not displaying distinguishing placards or license plates issued for physically handicapped persons will be towed away at owner's expense. Towed vehicles may be reclaimed at: _____________ or by telephoning ___________."
When such a sign is posted, the chief of general services and public works shall cause the specific sign information to be completed and maintained to set forth the following:
The complete name, address and telephone number of the place where the vehicle may be reclaimed;
The name and telephone number of the Hawthorne police department.
