§ 10.44.010. Authority to establish.

The chief of police, with the approval of the city manager, is authorized to determine loading zones and passenger loading zones other than bus zones as follows:

A. At any place in the business district;

B. Elsewhere in front of the entrance to any place of business or in front of any hall or place used for the purpose of public assembly;

C. Provided, however, that in no event shall more than one-half of the total curb length in any block be reserved for loading purposes.

§ 10.44.020. Marking.

Loading zones authorized under Section 10.44.010 shall be indicated by the proper curb marking and shall have stenciled thereupon in black letters placed on top of the curb the words, "LOADING ONLY" or "PASSENGER LOADING ONLY," as the case may be.

§ 10.44.030. Authority to establish bus zones.

The chief of police, with the approval of the city manager, is authorized to establish bus zones opposite curb space for the loading and unloading of buses of common carriers of passengers and to determine the location thereof subject to the directives and limitations set forth herein.

§ 10.44.040. Limitation on size of bus zones.

No bus zone shall exceed eighty feet in length, except that when satisfactory evidence has been presented showing the necessity therefor, the chief of police, with the approval of the city manager, may extend bus zones not to exceed a total length of one hundred twenty-five feet.

§ 10.44.050. Marking of bus zones.

The chief of police shall paint a red line stencil with white letters "NO STANDING" together with the words "BUS ZONE" upon the top or side of all curbs and places specified as a bus zone.

§ 10.44.060. Chief of police to mark zones.

The chief of police shall mark, paint or place all curb markings authorized in this chapter.

§ 10.44.070. Allocating cost of marking zones.

The cost of painting curbs prohibiting or restricting stopping, standing or parking of vehicles under this chapter shall be paid by the person requesting it, and the cost thereof as estimated by the city manager shall first be deposited with the city treasurer before the work is done; provided, however, this section shall not apply to curb painting required by the chief of police for the public welfare or safety.

§ 10.44.080. Effect of permission to load or unload.

A. Permission herein granted to stop or stand a vehicle for purposes of loading or unloading of materials shall apply only to commercial vehicles and shall not extend beyond the time necessary therefor, and in no event for more than the posted time limit, or 20 minutes where a time limit is not posted, except as otherwise limited herein.

B. The loading or unloading of materials shall apply only to commercial deliveries, also the delivery or pickup of express and parcel post packages and United States mail.

C. Permission herein granted to stop or park for purposes of loading or unloading passengers shall include the loading or unloading of personal baggage, but shall not extend beyond the time necessary therefor and in no event for more than three minutes.

D. Within the total time limits above-specified, the provisions of this section shall be enforced so as to accommodate necessary and reasonable loading or unloading but without permitting abuse of the privileges hereby granted.

§ 10.44.090. Obedience to yellow zone.

No person shall stop, stand or park a vehicle in any yellow loading zone for the purpose other than loading or unloading passengers or material for such time as is permitted in Section 10.44.080 of this code.

No person shall stop, stand or park a vehicle in any passenger loading zone for any purpose other than the loading or unloading of passengers for such time as is specified in Section 10.44.080 of this code.

No person shall stop, stand or park any vehicle except a bus in a bus zone.

§ 10.44.120. Standing in any alley.

No person shall stop, stand or park a vehicle in any alley for any purpose other than the loading or unloading of persons or materials; provided, that the loading or unloading of passengers shall not consume more than three minutes nor the loading or unloading of materials more than five minutes.
