§ 10.04.010. Definitions in State Vehicle Code.

Whenever any words or phrases used in this title are not defined herein, but are now defined in the Vehicle Code of the state, such definitions are incorporated herein and shall be deemed to apply to such words and phrases used herein as though set forth herein in full.

§ 10.04.020. Other definitions.

The following words and phrases, when used in this title, shall, for the purpose of this title, have the meanings respectively ascribed to them in this section:

"Bus"

means any motor bus, motor coach, trackless trolley coach, or passenger stage used as a common carrier of passengers.

"Chief of police"

means the chief of the Hawthorne police department.

"Commercial vehicle"

means: (1) a vehicle having a manufacturer's gross vehicle weight rating of ten thousand pounds or more; and (2) is a vehicle of a type required to be registered pursuant to California Vehicle Code Section 260(a) or maintained for the transportation of persons for hire, compensation, or profit or designed, used or maintained primarily for the transportation of property.

"Curb"

means the physical lateral boundary of the roadway whether such curb be marked by curbing construction or not so marked; the word "curb" as herein used shall not include the line dividing the roadway of a street from parking strips in the center of a street, nor from the tracks or from rights-of-way of public utility companies.

"Divisional island"

means a raised island located in the roadway and separating opposing conflicting directions of traffic.

"Loading zone"

means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

Official Time Standard. Whenever certain hours are named herein, they mean standard time or daylight saving time as may be in current use in the city.

"Official traffic control devices"

means all signs, signals, markings and devices not inconsistent with this chapter placed or erected by authority of a public body or official having jurisdiction for the purpose of regulating, warning or guiding traffic.

"Official traffic signals"

means any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and proceed and which is erected by authority of a public body or official having jurisdiction.

"Park"

means to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials.

"Parking meter"

means a mechanical device installed within or upon a parkway or sidewalk, immediately adjacent to a parking space, for the purpose of controlling the period of time occupancy of such parking meter space by any vehicle.

"Parkway"

means that portion of a street other than a roadway or a sidewalk.

"Passenger loading zone"

means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

"Pedestrian"

means any person afoot.

"Police department"

means the Hawthorne police department.

"Police officer"

means every officer of the police department of this city or peace officer deputized by the chief of police.

"Stop,"

when required, means complete cessation of movement.

"Stop or stand,"

when prohibited, means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.

"Traffic"

means pedestrians, vehicles or other conveyances, and ridden or herded animals either singly or together while using any street for purposes of travel.

"Vehicle Code"

means the Vehicle Code of the state of California.
