§ 10.72.010. Establishment of crosswalks.¶
A. Limitation on Number of Crosswalks. Other than crosswalks at intersections, no crosswalk shall be established in any block which is less than four hundred feet in length. Elsewhere, not more than one additional crosswalk shall be established in any one block, and such crosswalk shall be located as nearly as practicable at mid-block.
B. Authority of Chief of Police. Except as hereinbefore limited, the chief of police shall establish, designate and maintain crosswalks at intersections and other places by appropriate devices, marks or lines upon the surface of the roadway as follows: Crosswalks shall be established and maintained at all intersections within the central business district, and at such intersections outside such district and at other places within or outside said district where the chief of police determines that there is a particular hazard to pedestrians crossing the roadway.

§ 10.72.020. When pedestrians must use crosswalks.¶
No pedestrian shall cross a roadway other than by a crosswalk in any business district.

§ 10.72.030. Crossing at right angles.¶
No pedestrian shall cross a roadway at any place other than by a route at right angles to the curb or by the shortest route to the opposite curb except in a marked crosswalk.

§ 10.72.040. Standing in roadways.¶
No person shall stand in any roadway other than in a crosswalk if such action interferes with the lawful movement of traffic. This provision shall not apply to any public officer or employee, or employee of a public utility when necessarily upon a street in line of duty.

§ 10.72.050. Sitting, lying or sleeping on streets and sidewalks.¶
No pedestrian shall sit, lie or sleep in or upon any street, sidewalk or public way or any portion thereof, except that sitting is permitted within an area approved as an encroachment for outdoor dining.

§ 10.72.060. Obstructing entrances.¶
It is unlawful for any person to loiter or stand in or upon any street or sidewalk or other public way open for pedestrian travel or otherwise occupy any portion thereof in such a manner as to unreasonably obstruct or block the entrance to any business establishment, public or other facility which is open to the public.

§ 10.72.070. Obstructing pedestrian passage.¶
No pedestrian loiter or stand in or upon any street, sidewalk or public way or any portion thereof in such a manner as to unreasonably annoy or molest any other pedestrian thereon or so as to unreasonably obstruct or interfere with the free passage of pedestrians.

§ 10.72.080. Exceptions.¶
The provisions of Sections 10.72.060 and 10.72.070 shall not apply to any person standing in line or otherwise standing in or upon a sidewalk waiting to conduct business in a business establishment or public facility, nor shall they apply to any person who is selling or giving political or religious literature to other persons, nor shall they apply to any person who is walking in a picket line, nor shall they apply to any other person who is conducting a lawful business or who has a lawful reason for standing in or upon the street or sidewalk; provided, that such person is complying with all other laws, rules and regulations applicable to waiting to conduct business, disturbing political and religious literature, engaging in a strike or conducting other lawful business and the obstruction of pedestrian passage is limited to the minimum necessary to accomplish the lawful purpose.

§ 10.72.090. Loitering in business establishment.¶
No person shall loiter, stop, stand or sit in or about any business establishment after having been asked to leave by the owner, manager or any employee of that establishment.

§ 10.72.100. Loitering in parking areas.¶
No person shall stand or sit on the fenders or roofs of not registered to them, owned by them or permissibly used by them in the parking area in the center strip of Hawthorne Boulevard or on any public street in the city after eight p.m. This section is not intended to prevent any person from parking in the above-described areas for the purpose of visiting a business establishment in the immediate vicinity of the parked vehicle or for any other lawful purpose.

§ 10.72.110. Obedience to lawful order.¶
The chief of police or any officer of the Hawthorne police department is authorized to direct and order any person to leave any parking area referred to in Section 10.72.100 when it appears to the officer that such person is engaged in the acts prohibited within the meaning of Section 10.72.100. It is unlawful for any person to disobey an order of an officer to leave such a parking area.
