§ 10.77.010. Legislative declaration.¶
The parking of bicycles on the sidewalk in front of places of public assembly is declared to be detrimental to the health, safety and welfare of the inhabitants of the city in that such parking constitutes a hazard to pedestrians and endangers the life and limb of persons inside the place of assembly in case of fire or other disaster necessitating emergency exit therefrom. It is further declared that bicycles are used primarily by minors and that the parking of bicycles on the sidewalks so as to constitute a hazard and danger to the public occurs particularly in front of theaters and like places of public assembly to which large numbers of minors are attracted, where no facilities are available or provided for bicycle parking. It is further declared that unless such places of public assembly are provided with space in the street for the parking of bicycles and are compelled to install and maintain bicycle racks therein for the orderly parking of bicycles by their patrons, the hazard to the public from this source of danger will continue to exist in spite of any regulatory provisions that may be enacted other than those adopted in this chapter. Therefore, it is declared as a matter of legislative determination that the creation of bicycle parking zones in the street is essential to the solution of this problem and that places of public assembly for which such parking zones are created shall be required to install bicycle racks in such zones in order that hazard to life and limb may be eliminated.

§ 10.77.020. Parking on sidewalks prohibited.¶
No person shall park or stand any bicycle upon the sidewalk in front of any place of public assembly, nor shall any person in charge of or operating any place of public assembly allow such parking or standing, or fail, neglect or refuse to remove such bicycles from the sidewalk.

§ 10.77.030. Parking zones.¶
When the chief of police services determines that the establishment of a bicycle parking zone is reasonably necessary or desirable to provide facilities for the temporary parking of bicycles in front of or near any place of public assembly as a health, welfare and safety measure, where no other facilities exist for the parking of bicycles free of charge, he is authorized to set aside a space on the street, not more than one hundred feet in length, for the parking of bicycles during such hours of such days as are best suited for the purposes set forth in this chapter.

§ 10.77.040. Installation and maintenance of bicycle racks.¶
Any persons in charge of or operating a place of public assembly for which a bicycle parking zone has been established as provided in this chapter shall install and maintain in such zone, on the days and during the hours found by the chief of police services to be necessary, bicycle racks in such numbers as may be necessary to accommodate the parking of bicycles by the patrons of such place of assembly, unless other facilities are provided by such person for such parking.

§ 10.77.050. Bicycle parking racks—Permit.¶
No person shall install or maintain a bicycle parking rack within a bicycle parking zone without a permit to do so from the chief of police services. Application for such permit shall be upon a form provided by the chief of police services and must be accompanied by a sketch of the proposed bicycle rack showing detailed plans and specifications therefor. Bicycle racks authorized by the permit must conform in all respects to the sketch, as approved by the chief of police services, and must be painted a glossy white.

§ 10.77.060. Use of bicycle parking rack required.¶
When a bicycle parking zone has been established as provided in this chapter, no person shall park or allow any bicycle to stand in such zone except in a bicycle parking rack.

§ 10.77.070. Other vehicles prohibited from parking in bicycle parking zone.¶
When a bicycle parking zone has been established as provided in this chapter, any person required thereby to install bicycle racks in such zone shall cause appropriate signs to be posted thereat on the days when authorized by the chief of police services to do so, giving notice that the parking of other vehicles is prohibited during the hours found by the chief of police services to be best suited for the accomplishment of the purposes set forth in this chapter, and it is unlawful for any person to stop, stand or park any vehicle other than a bicycle in such zone during such prohibited hours.

§ 10.77.080. Removal of racks when not in use.¶
Each bicycle rack authorized by a permit must be removed from its bicycle parking zone during those hours not covered by such permit.
