2.21.010 - Law Enforcement Agency creation and establishment.¶
The Law Enforcement Agency for the City shall be the Los Angeles County Sheriff's Department. Unless the provisions of the context otherwise require, whenever any provision of this Code makes reference to the Law Enforcement Agency of the City, such shall be construed to mean, and deemed to constitute, that person holding the office of Chief of Police for the City and his/her authorized deputies, as well as all County officers and employees performing law enforcement functions for the City pursuant to contract with the City.

2.21.020 - Appointment of the County Sheriff as the Chief of Police.¶
The City Council designates the Sheriff of the County as the Chief of Police for the City. This designation shall remain in effect as long as the City and the County have an effective contract in full force for said law enforcement services.

2.21.030 - Designation of officers.¶
Whenever a power is granted to, or a duty is imposed upon any officer or employee of the City, the power may be exercised and the duties shall be performed by a deputy of such officer or employee, or by any other person otherwise duly authorized. Where pursuant to law, ordinance, contract or resolution of the City, any County officer or employee is conferred with all of the powers and duties conferred upon a City officer, said County officer or employee, or his/her deputy or that person otherwise duly authorized, shall exercise within the City all of the powers and duties conferred upon the City officer or employee named in the contract, ordinance or resolution.

2.21.040 - Authority to arrest.¶
Each and every sworn deputy member of the Law Enforcement Agency is authorized to arrest and detain prisoners in all cases where a peace officer is so authorized under the laws of the State.

2.21.050 - Duty to enforce laws.¶
It shall be the duty of each and every sworn peace officer member of the Law Enforcement Agency to enforce impartially all the laws and statutes of the United States, the State of California, and all of the ordinances of the City, within the limits of the City, and to perform such other and further duties as by statute, ordinance or resolution now existing or hereafter enacted, may be imposed upon them in their capacity as peace officers.
