El Centro Municipal Code Div. 3 Drivers

It shall be unlawful for any person to drive or operate a bus or motor coach in the city without first having obtained a written permit to do so from the chief of police. Such permits shall be obtained following the procedures set forth in section 27-98 through 27-108, excepting that section 27-100(b) shall read as follows: "(b) If the applicant or permittee does not possess a valid driver's license as may be required by the State of California for the operation of the type of vehicle or vehicles being used."

Whenever the driver of a bus or motor coach operated under the provisions of this article violates any provision of section 27-48, the chief of police shall report such violation to the council, after due notice to the driver in question and to the owner of the vehicle in question, may determine whether the driver's permit, issued as provided in section 27-28, of such driver shall be revoked. Any person whose permit is thus revoked shall not be eligible to apply for another for a period of one year from the date of such revocation.

It shall be unlawful for the driver of a bus or motor coach operated under the provisions of this article to refuse, when the vehicle is in service, and not otherwise filled to the legal capacity of such vehicle, to transport any passenger who may present himself for carriage in a sober and orderly manner and for a lawful purpose.
