11.05.010 - Authorized installations.¶
Whenever by any provision of this title the city manager or his/her designee is authorized to install and maintain any traffic control devices, and such authority is made dependent upon a determination of the need therefor, the city manager or his/her designee shall make such determination based upon traffic engineering principles and traffic investigations and in accordance with such standards, limitations and rules as are set forth by ordinance or resolution of the city council or by law.

11.05.020 - Installations—Essential to effectiveness of traffic laws.¶
Whenever any law requires for its effectiveness that traffic control devices be installed to give notice to the public of the operation or application of such law, the city manager or his/her designee may install the necessary devices, subject to any limitations or restrictions set forth in the law involved.

11.05.030 - Parking—Temporary restriction signs.¶
The city manager or his/her designee is authorized to erect or place signs implementing temporary parking restrictions on streets or portions thereof when the city manager or his/her designee determines that emergency traffic congestion is likely to result from the holding of public or private assemblages, gatherings or functions; from the movement of equipment, articles or structures of unusual size; or from street repairs or construction; from the use of such street for authorized purposes other than the normal flow of traffic; or for any other valid reason.

11.05.040 - Exclusive authority of city manager or his/her designee.¶
No officer or department of this city, other than the city manager or his/her designee, and no private agency or person, shall install, place, maintain or remove any traffic control device within the purview of this code expect as provided herein.

11.05.050 - Hours and days of operation.¶
(a) The city manager or his/her designee shall determine the hours and days during which any traffic control device shall be in operation or be in effect, except in those cases where such hours or days are specified elsewhere in this code.
(b) Subject to the requirements of Section 11.05.010, the city manager or his/her designee may install such additional traffic control devices, not expressly provided for in this title, as the city manager or his/her designee determines are necessary to regulate, warn or guide traffic, and to remove such devices when they are no longer necessary to regulate, warn or guide traffic.

11.05.060 - Relocation or discontinuance.¶
The city manager or his/her designee may remove, relocate or discontinue the operation of any traffic control device not specifically required by law whenever the city manager or his/her designee determines in any particular case that the conditions which warranted or required the installation no longer exist.

11.05.070 - Required for law enforcement.¶
No provision of the law for which signs are required shall be enforced against an alleged violator unless appropriate signs are in place and sufficiently legible to be seen by an ordinarily observant person, giving notice of such provisions of the traffic laws.

11.05.080 - Presumption of legality.¶
(a) Whenever official traffic control devices are placed in position approximately conforming to the requirements of this title, the devices shall be presumed to have been so placed by the official act or direction of lawful authority, unless the contrary shall be established by competent evidence.
(b) Any official traffic control device placed pursuant to the provisions of this title and purporting to conform to the lawful requirements pertaining to such devices shall be presumed to comply with the requirements of this title unless the contrary shall be established by competent evidence.
