11.04.010 - Code adopted by reference.¶
There is adopted by reference that certain code known and designated as "Title 15, Vehicles and Traffic" of the county of Los Angeles, as amended to January 1, 1984. Such code, hereinafter referred to as the "county traffic ordinance," shall be and become the traffic code of the city regulating matters concerning traffic within the city.

11.04.020 - Copies on file.¶
Three copies of such county traffic ordinance have been deposited in the office of the city clerk, and shall be, at all times, maintained by the city clerk for use and examination by the public.

11.04.025 - Definitions.¶
Whenever any of the following names or terms are used in the county traffic ordinance as adopted in Section 11.04.010, each such name or term shall have the meaning ascribed to it in this section, as follows:
"Board of supervisors" or "board" means the city council of the city of Duarte.
"Commissioner" or "road commissioner" means the city manager.
"County" means the city of Duarte.
"County highway" means city street or highway.
"Ordinance 1494, the zoning ordinance" means Title 19 of the Duarte Municipal Code.
"Unincorporated county area," or like references, means the incorporated area of the city of Duarte.

11.04.030 - Conflicts.¶
Whenever there is a conflict between any of the provisions of the county traffic ordinance and any other ordinances of this city heretofore or hereafter adopted relating specifically to the same subject matter, then the latter shall prevail.

The following portions of the county traffic ordinance are not adopted and shall not be a part of the Duarte Municipal Code:

11.04.050 - Streets not within city.¶
Any provisions contained in the county traffic ordinance which relate specifically to streets and highways not located within the city of Duarte shall be disregarded to that extent.

11.04.060 - Section 15.64.420 revised—Taxicab stands.¶
Section 3111 of the county traffic ordinance is revised to read as follows:
Section 15.64.420. TAXICAB STANDS. Whenever the City Council specifies any taxicab stand or stands, such location or locations shall be official taxicab stands.

11.04.063 - Exception to Section 15.64.1000—Parking of trailers or semitrailers—Temporary permits.¶
Notwithstanding the provisions of Section 15.64.1000 of the county traffic ordinance, whenever any person wishes to load or unload a trailer or semitrailer while it is parked upon a public street, such person may apply to the city manager or his authorized representative for a temporary permit to accomplish such loading or unloading. The city manager or his authorized representative shall thereupon issue to the applicant a temporary loading or unloading permit which shall expire not more than forty-eight hours from the time of issuance, if the city manager is satisfied that there are no offstreet parking facilities reasonably available upon which to accomplish such loading or unloading. There shall be no charge for the issuance of such temporary permit.

11.04.064 - Sections 15.28.020 and 15.28.030 revised—Reducing maximum speed limit.¶
Section 15.28.020 of the county traffic ordinance is revised by substituting "55 miles per hour" for "65 miles per hour." Subsection B of Section 15.28.030 of the county traffic ordinance is revised by substituting "55 miles per hour" for "65 miles per hour."

11.04.065 - Section 15.64.170B revised—Amount of fine.¶
Subsection B of Section 15.64.170 of the county traffic ordinance is revised to read as follows:
B. Each violation shall be punishable by a fine of $20 for the first offense, $40 for the second offense, and $60 for each offense in excess of two.

11.04.066 - Section 15.32.010 revised—Maximum speed limit.¶
Section 15.32.010 of the county traffic ordinance is revised in its entirety to read as follows:
15.32.010 Whenever the city council finds on the basis of an engineering and traffic investigation that a speed of 30, 35, 40, 45, 50 or 55 miles per hour facilitates the orderly movement of vehicular traffic and would be safe upon any highway otherwise subject to a prima facie limit of 25 miles per hour under the Vehicle Code, the city manager shall post appropriate signs upon such highways specifying such speed limits.

11.04.067 - Section 15.32.020 revised—Reducing maximum speed limit.¶
Section 15.32.020 of the county traffic ordinance is revised in its entirety to read as follows:
15.32.020 Whenever the city council finds and determines upon the basis of an engineering and traffic survey that the speed limit of 55 miles per hour is more than is reasonable or safe upon any portion of the highway where such speed limit of 55 miles per hour is applicable under the State Vehicle Code, and further determines that a speed of 50, 45, 40, 35, 30 or 25 miles per hour is more appropriate to facilitate the orderly movement of traffic and is reasonable and safe, the city manager shall post the appropriate signs upon such highways specifying such speed limits of 50, 45, 40, 35, 30 or 25 miles per hour as the case may be.

11.04.068 - Section 15.64.340 revised—Parking vehicles for sale or rent.¶
Section 15.64.340 of the county traffic ordinance is revised to read as follows:
15.64.340 Parking vehicles for sale or rent. A person shall not park any vehicle or cause any vehicle to be parked on any highway for the purpose of displaying such vehicle or equipment on such vehicle for either sale or rent unless such vehicle is registered to the address in front of which it is directly parked.
