2.24.010 - Adoption.¶
In order to establish an equitable and uniform procedure for dealing with personnel matters, to attract to municipal service the best and most competent persons available, to assure that appointments and promotions of employees will be based on merit and fitness, and to provide a reasonable degree of security for qualified employees, the following system is adopted.

2.24.020 - Appropriation of funds.¶
The city council shall appropriate such funds as are necessary to carry out the provisions of this chapter.

2.24.030 - City manager as personnel officer—Powers and duties.¶
The city manager shall be the personnel officer. The city manager may delegate any of the powers and duties conferred upon him as personnel officer under this chapter to any other officer or employee as qualified by education and/or experience to perform such duties. The personnel officer, or his designee, shall administer the affirmative action plan, position classification and compensation resolution, employer-employee relations resolution, personnel rules, and all other city personnel programs.

2.24.070 - Exempt services.¶
The provisions of this chapter, the position classification and compensation resolution and personnel rules shall apply to all offices, employments and positions in the city service except the following:
A. City attorney;
B. City manager;
C. Elective offices;
D. Limited service (part-time) personnel;
E. Members of appointive boards, commissions, and committees;
F. Persons engaged under contract to supply expert, professional or technical services for a definite period of time;
G. Volunteer personnel who receive no regular compensation from the city;
H. Department directors appointed after April 1, 1992;
I. Assistant city manager appointed after April 1, 1992;
J. Secretary to the city manager appointed after April 1, 1992.
K. Deputy department directors appointed after February 7, 2023.

2.24.080 - Appointing authority.¶
The appointing authority shall be the city council in the case of appointments to the positions of city manager and city attorney, and shall be the city manager or his designee in all other cases.

2.24.090 - Creation and abolishment of positions.¶
The council shall have authority to create and/or abolish positions in the city service. The incumbents of an abolished position may be laid off, transferred or demoted as provided in the personnel rules.

2.24.100 - Political activity prohibited.¶
Employees in the service of the city shall not:
A. Advocate the election or defeat of any ballot proposition or any candidate for any political office or engage in any other kind of political activity during his assigned working hours or while dressed in the uniform required in any department of the city whether or not it is during his assigned working hours;
B. Violate the provisions of the Hatch Act which apply to those employees whose principal employment duties are in connection with an activity which is financed in whole or in part by loans or grants made by the United States or federal agency.

2.24.110 - Solicitation of contributions for political purposes prohibited.¶
No officer or employee of the city, directly or indirectly, shall solicit or receive, or in any manner be concerned in soliciting or receiving from anyone on any eligibility list or employed in the service of the city any assessment, subscription, contribution, or political service, for aiding or assisting in the campaign for election or appointment to any political or official or other positions in the city, either partisan or nonpartisan.
