2.06.010 - By-district electoral system.¶
A. Pursuant to California Government Code section 34886, members of the city council of the City of Chino, except for the mayor, shall be elected by-district in four single-member districts.
B. 1.
Beginning with the general municipal election in November 2016, members of the city council shall be elected in the electoral districts established by section 2.06.020 and subsequently reapportioned as provided by state law. Elections shall take place "by-district" as that term is defined in California Government Code section 34871, meaning one member of the city council shall be elected from each district, by the voters of that district alone. Each member of the city council shall serve a four-year term until his or her successor is qualified.
Except during the transition period as provided in subdivision (4) of this section, the council member elected or appointed to represent a district must reside in that district and be a registered voter in that district, and any candidate for city council must reside in, and be a registered voter in, the district in which he or she seeks election at the time nomination papers are issued pursuant to California Government Code section 34882 and Elections Code section 10227.
Termination of residency in a district by a council member shall create a vacancy for that council district unless a substitute residence within the district is immediately declared and established within thirty days after the termination of residency. Section 2.04.050 shall not apply to a vacancy created under this section. If a substitute residence is not established within thirty days after the termination of residency, the thirty-first day after the termination of residency by the council member shall be deemed "commencement of a vacancy" for purposes of section 2.04.060. Notwithstanding the previous sentence, if the council member who terminates residency in a district submits a letter of resignation effective immediately, or the city council declares the existence of a vacancy and the commencement thereof by a resolution reciting the circumstances creating the vacancy and the date on which the vacancy commences, the commencement of the vacancy shall begin as and when set forth in the letter of the council member or the resolution of the city council.
Notwithstanding any other provision of this section, the council members in office at the time this chapter takes effect shall continue in office until the expiration of the full four year term to which he or she was elected and until his or her successor is qualified. At the end of the full four year term of each council member, that council member or that council member's successor shall be elected on a by-district basis in the districts established in section 2.06.020 and as provided in section 2.06.030. In 2016, the full four year term of two council members expire and said council members or their successors shall be elected by-district. in 2018, the full four year term of two council members expire and said council members or their successors shall be elected by-district. In the event a vacancy occurs in a city council office before the expiration of the full four year term of a city council office in 2018, a person who is appointed to fill such vacancy may reside anywhere within the corporate boundaries of the city. In the event a vacancy occurs in a city council office before the expiration of the full four year term of a city council office in 2018, a person who is elected to fill such vacancy may reside anywhere within the corporate boundaries of the city and shall be elected at-large by all the voters of the city. A person appointed or elected to fill such a vacancy shall hold the office for the remainder of the term of that office pursuant to Government Code section 36512 and subject to section 2.06.030.
Candidates for the office of mayor shall be elected citywide and may reside anywhere within the corporate boundaries of the city. Notwithstanding any other provision of this section, the mayor in office at the time the ordinance codified in this section takes effect shall continue in office until the expiration of the full term to which he or she was elected and until his or her successor is qualified.

2.06.020 - Establishment of city council electoral districts.¶
A. Four members of the city council shall be elected on a "by-district" basis from the council districts described as follows:
Council District 1 shall comprise all that portion of the city beginning at the intersection of Francis Avenue and Monte Vista Avenue; thence proceeding southerly along Monte Vista Avenue to Schaefer Avenue; thence proceeding easterly along Schaefer Avenue to Central Avenue; thence proceeding southerly along Central Avenue to Edison Avenue; thence proceeding easterly along Edison Avenue to Magnolia Avenue; thence proceeding northerly along Magnolia Avenue to Riverside Drive; thence proceeding westerly along Riverside Drive to Benson Avenue; thence proceeding northerly along Benson Avenue to State Highway 60; thence proceeding easterly along State Highway 60 to Magnolia Avenue; thence proceeding northerly along Magnolia Avenue to city limits; thence proceeding counter-clockwise along the city limits to the point of beginning.
Council District 2 shall comprise all that portion of the city beginning at the intersection of Riverside Drive and Benson Avenue; thence proceeding northerly along Benson Avenue to State Highway 60; thence proceeding easterly along State Highway 60 to Mountain Avenue; thence proceeding northerly along Mountain Avenue to the city limits; thence proceeding clockwise along the City limits to Edison Avenue; thence proceeding westerly along Edison Avenue to Magnolia Avenue; thence proceeding northerly along Magnolia Avenue to Riverside Drive; thence proceeding westerly along Riverside Drive to the point of beginning.
Council District 3 shall comprise all that portion of the city beginning at the intersection Euclid Avenue and Edison Avenue; thence proceeding westerly along Edison Avenue to Central Avenue; thence proceeding southerly along Central Avenue to city limits including roughly 480,000 square feet of land directly west at the intersection of El Prado Road and Central Avenue; thence proceeding southerly along city limits to the point of the beginning.
Council District 4 shall comprise all that portion of the city beginning at the intersection of Francis Avenue and Monte Vista Avenue; thence proceeding southerly along Monte Vista Avenue to Schaefer Avenue; thence proceeding easterly along Schaefer Avenue to Central Avenue; thence proceeding southerly along Central Avenue to city limits excluding roughly 480,000 square feet of land directly west at the intersection of El Prado Road and Central Avenue; thence proceeding northerly along the city limits to the point of beginning.
B. At the time of any annexation of territory to the city, the city council shall designate, by resolution adopted by a vote of a least a majority of the city council, the contiguous district to which the annexed territory shall be a part and shall amend the district boundaries, if necessary, in accordance with Election Code section 21603, as it may be amended.
C. The council districts specified in subdivision (A) shall continue in effect until they are amended pursuant to subdivision (B) or repealed in accordance with law.

2.06.030 - Election schedule.¶
Council members shall be elected in council districts one and four beginning at the general municipal election in November 2016, and every four years thereafter. Council members shall be elected from council districts two, and three beginning at the general municipal election in November 2018, and every four years thereafter.

2.06.040 - Implementation.¶
A map showing the districts described in the ordinance codified in this chapter is attached hereto as exhibit 1 and incorporated by this reference. To the extent there is a conflict between the descriptions contained in the ordinance codified in this chapter and the map incorporated herein, the map shall prevail.
If necessary to facilitate the implementation of this ordinance, the city clerk is authorized to make technical adjustments to the district boundaries that do not substantively affect the populations in the districts, the eligibility of candidates, or the residence of elected officials within any district. The city clerk shall consult with the city manager and city attorney concerning any technical adjustments deemed necessary and shall advise the city council of any such adjustments required in the implementation of the districts.
