15.40.010 - Purpose.

This chapter is adopted by the city council for the purpose of prescribing regulations governing the operations of certain roofing practices, and to prevent conditions hazardous to life and property from fire or explosion.

15.40.020 - Firebox.

The firebox of every roofing kettle of at least two-barrel capacity shall be constructed of not less than ten-gauge steel, and if of less than two-barrel capacity, of not less than twelve-gauge steel. All supports, corners, top and bottom of every firebox shall be bound with angle iron or other reinforcement approved by the chief of the fire department. All doors shall be hinged, closely fitted, and adequately ventilated. Fireboxes of portable-type roofing kettles shall be secured to the chassis in a workmanlike manner.

15.40.030 - Kettles.

Kettles of two-barrel capacity or over shall be constructed of three-sixteenths-inch steel, and if less than two-barrel capacity of not less than ten-gauge steel. The lid of all kettles shall be constructed of not less than fourteen-gauge steel, and, unless constructed of not less than ten-gauge steel, shall be flanged on all sides, clamped on and returned to the main body of the kettle, and all lids, except on ground kettles, shall be secured to the kettle proper in a manner approved by the chief of the fire department. The kettle opening shall be equipped with an approved slop trough. All kettle doors shall be constructed of not less than ten-gauge steel, bound with angle iron on the bottom side which shall fit down in the slop trough when the kettle door is closed. All kettle doors shall be closed and latched when in transit, and the kettle shall be slop-proof when the door is closed.

15.40.040 - Thermometers.

Fixed thermometers shall be installed in all kettles, except ground kettles having no hinged lids, showing the temperature of the contents; and the same shall be kept in good repair and operating at all times.

15.40.050 - Tongues.

The tongue of every roofing kettle shall be constructed in a workmanlike manner and shall be capable of withstanding all road jars and to carry the load imposed upon it.

15.40.060 - Service cock.

The service cock on all roofing kettles shall be so substantially constructed that breakage will be reduced to a minimum. All service cocks shall be of the quick acting type requiring no more than a quarter turn to shut off.

15.40.070 - Chassis.

The chassis of all portable roofing kettles shall be substantially constructed and equipped with springs and steel wheels.

15.40.080 - Ground kettles.

Every ground kettle shall be equipped with a stand forming the bottom of the firebox, constructed of not less than ten-gauge steel, and supported on legs not less than six inches high, and shall be equipped with portable lids which shall be maintained in good repair and be kept in close proximity to such kettles when the same are in use.

15.40.090 - Hose.

All hose equipment attached to any roofing kettle shall be constructed of metal or shall be of a metal-protected type designated for conveying petroleum products.

15.40.100 - Liquefied petroleum gas fuel containers.

Fuel containers of roofing kettles in which liquefied petroleum gas is used shall bear the label of the Interstate Commerce Commission.

15.40.110 - Air pressure fuel containers.

Fuel containers which operate under air pressure shall bear the label of an approved testing laboratory, and shall not exceed a capacity of twenty gallons for each burner.

15.40.120 - Gravity fuel containers.

Gravity fuel containers shall be constructed of not less than ten-gauge steel, shall be adequately vented and shall not exceed a capacity of twenty gallons.

15.40.130 - Distance of fuel containers.

All noninsulated fuel containers shall be maintained at least ten feet from the burner flame, or at least two feet therefrom when properly insulated.

15.40.140 - Application temperatures.

All roofing materials shall be applied at a temperature of at least fifty degrees Fahrenheit less than its flashpoint.
