15.04.010 - Adopted.

A certain document in three volumes, one copy of which is on file in the office of the city clerk, being marked and designated as Uniform Building Code, 1997 Edition, Volumes l, 2 and 3, the state of California amendments, all appendices found in those Volumes 1, 2 and 3, and all tables found in Chapters 1, 2, 3, 3A, 4, 5, 6, 7, 8, 9, 10, 11, 11A, 11B, 11C, 12, 13, 14, 15, 16, 17, 18, 19, 21, 22, 23, 24, 25, 25A, 26, 27, 28, 29, 30, 31, 31A, 31B, 1C, 31D, 31E, 32, 33, 34, and 35 is referred to, adopted and made a part hereof as though fully set out in this chapter.

15.04.020 - Effect of amendments on existing provisions.

The Uniform Building Code as adopted by Section 15.04.010 is amended as provided in this chapter, and where said amendments conflict in any way with the provisions of said Uniform Building Code, the amendments shall prevail.

15.04.030 - Section 106.2(2) and (11) repealed.

Section 106.2, items 2 and 11 of the "Uniform Building Code, 1997 Edition" pertaining to exempted work from permit requirements is repealed.

15.04.090 - Section 3205.3 repealed.

Section 3205.3 of the "Uniform Building Code, 1997 Edition," by the International Conference of Building Officials, is repealed.

15.04.100 - Section 3205.8 added.

There is added to section 3205 of the Uniform Building Code, 1997 Edition, a new section which shall be designated as section 3205.8 and which shall read as follows:

"Section 3205.8: All buildings abutting a public walk shall be designated to provide an arcade or marquee over such walk.

"The clearance between the curbing and any beams or structural members of an arcade or marquee shall be not less than (12) feet nor more than sixteen (16) feet.

"All arcade columns shall be set back 24 inches from the curb line.

"The face and parapet wall of an arcade on buildings shall be not less than one (1) hour fire resistive construction as specified in Section 703. The parapet wall shall be laterally braced in accordance with the Uniform Building Code and Standard Engineering Design methods. The parapet wall may be of steel and plaster construction.

"The structural framework of an arcade, except arcade columns which are provided for elsewhere shall be of steel, iron, reinforced concrete, masonry or wood and shall be designed and erected as specified in Chapter 19 for reinforced concrete, Chapter 22 for steel and iron, Chapters 23 and 23A for wood, and Chapter 21 and 21A for masonry.

"Roof construction and covering for arcades shall be as specified in Chapter 15. "Arcade columns may be of reinforced concrete or masonry as specified in Chapter 19. "Arcade columns may be constructed of steel pipe or other steel members, provided such pipe or members conform to the minimum requirements for said uses.

"Arcades hereafter constructed shall conform to the requirements set forth in Section 3205.3 excepted.

15.04.110 - New provisions added.

There shall be added to the Uniform Building Code, new provisions which shall read as follows:

"A.- REINFORCED HOLLOW UNIT MASONRY CONSTRUCTION,

"1.- All cells shall be grouted solid.

"2.- Grout shall consist of a mixture of Portland Cement, sand, 'Pea gravel' and water reducing add mixture, with sufficient water to cause the grout mixture to flow into all joints of the masonry without separation or segregation. The grout mixture shall develop a compressive strength of not less than 2,000 pounds per square inch at 28 days, and shall have a slump of not more than 9½ inches at time of placement.

"3.- Water reducing add mixture for use in masonry grout shall be of a type that reduces early water loss and produces an expansive action in plastic grout sufficient to offset initial shrinkage and promote bonding of the grout to adjacent surfaces. Water reducing add mixture shall be approved by the Building Department.

"4.- Masonry cells to be grouted to full wall height, in one operation, using a suitable grout pump and thoroughly consolidated with a high frequency vibrator. When practicable, all interconnected masonry walls of a building or structure shall be grouted in one operation.

"5.- Clean-out holes will not be required, however, the first course of masonry shall consist of inverted bond beam units, and shall be without horizontal reinforcement.

"6.- The minimal nominal thickness of exterior and structural reinforced masonry wall shall be 8 inches.

"7.- The area of horizontal reinforcement for reinforced masonry walls shall not be less than 0.0015 times the area of the gross wall section, and reinforcement bar spacing not to exceed 48 inches. The total area of vertical reinforcement shall be not less than 0.0010 times the area of the gross wall section.

"Horizontal reinforcement bars shall be not less than No. 4. Vertical reinforcement bars shall be not less than No. 5.

"8.- Bond beam masonry units shall be used for all courses containing horizontal steel.

"B.- FOUNDATIONS.

"1.- The bottom of all exterior and bearing wall foundations shall rest upon undisturbed earth or on controlled earth fill, at a depth of not less than 24 inches below natural grade or 24 inches below finished grade if constructed in controlled earth fill.

"2.- Controlled earth fill for the purposes of this amendment, shall be defined as clean earth, compacted under the direct supervision of a qualified testing laboratory to a uniform density of not less than 90% of maximum. Said compaction shall extend through the full fill section and to a depth of not less than 12 inches below natural grade and not less than 5 feet outside of exterior building walls.

"3.- Exterior foundation shall be not less than 30 inches in total depth of concrete or masonry section."

15.04.120 - Building permit fee waiver.

Building permit fees on the first two thousand five hundred dollars valuation for senior citizens shall be waived on all building permit applications, if all of the following conditions are met upon the filing of an application for a building permit:

A. The applicant is sixty years or older;

B. The applicant is the owner and resides at the location where the construction or work is to be done;

C. The applicant meets the income levels and guidelines established by the Department of Housing and Urban Development for low income persons.
