15.32.010 - Permit required.¶
It is unlawful to erect or construct any fences in the city without first obtaining a permit therefor from the city clerk or the building inspector of the city.

15.32.020 - Plan of construction.¶
Before the erection or construction of any fences is undertaken, a sketch or plan thereof or material list to be used therein, as required by the building inspector, shall first be submitted to the building inspector for his approval.

15.32.030 - Height restrictions.¶
It is unlawful to erect or construct or cause to be erected or constructed any fence exceeding six feet in height, and further limited to a height of four feet to the setback line of any real property, without first obtaining the approval thereto of the planning commission of the city, except as to fences or portions thereof bordering on an alley.

15.32.040 - Fences bordering street fronts.¶
Fences bordering property lines of street fronts shall be constructed of new material, rigidly constructed and attractively finished. If, in the opinion of the building inspector, a proposed fence does not meet these requirements, the application for such construction, together with the plan of construction, shall first be submitted to the planning commission of the city for its approval before a building permit is issued.

15.32.050 - Construction on owner's property.¶
Any fences or portion thereof, including projections and overhangs must be built entirely within the property line of the person(s) constructing the fence and outside of any public right-of-way, with no exceptions.

15.32.060 - Unsymmetrical fences.¶
If any unsymmetrical fence is constructed on a property line on a street front, the smoothest and best appearing side shall face away from the owner's property.

15.32.070 - Barbed wire fences.¶
A. It is unlawful to erect, construct, maintain, or cause to be erected, constructed or maintained, any barbed wire fences, or any fence of which barbed wire is a part, in the city, except in any industrial zone (M-1).
B. This section shall not apply to any governmental entity property and temporary construction sites within the city of Calexico.
C. Any property owner of nonindustrial (M-1) zoned property who wishes to apply for permission to erect, construct or maintain a barbed wire fence or fences may apply to the Calexico building department. The building department will determine whether exigent circumstances exist in order for the property owner in nonindustrial zoned property to erect a barbed wire fence. The building department will prepare appropriate criteria and standards for nonindustrial zoned (M-1) property owners desiring to erect barbed wire fences under the exigent circumstances exception of this section; which the city council will adopt by resolution. If the permit is denied by the Calexico building department, the applicant may appeal to the Calexico planning commission. An appropriate fee may be adopted by the Calexico planning commission for said appeal to the planning commission of the city of Calexico.
D. A violation of this chapter will result in a fine of five hundred dollars and/or abatement and removal of said fence(s).

15.32.080 - Condemnation.¶
Any fences erected, constructed or maintained in the city shall be subject to condemnation proceedings.

15.32.090 - Appeals.¶
Any adverse decision of the building inspector or the planning commission may be appealed to the city council for its decision; and the decision of the city council thereon shall be final.
