3.48.040 - Fee.¶
Every person conducting, managing or carrying on a business in second-hand goods shall pay license fees therefor to the sheriff in the amount established by resolution of the board of supervisors upon recommendation of the sheriff.

3.48.050 - Application for license.¶
The application for such license shall be submitted to the sheriff and shall set forth:
A.
The exact nature of the business to be carried on;
B.
The fact that the applicant has been actively engaged in business in, or has been a resident of, Alameda County for more than two years previous to the time of the application;
C.
Such application shall be accompanied by the signatures of three resident freeholders, certifying to the good moral character and reputation of the person or persons making such application;
D.
The time of filing of such application, the applicant and all persons to be directly or indirectly interested in the license, if granted, including all members of any fire or partnership, may be fingerprinted by the sheriff's department. If any such person shall be found to have a prior criminal record of committing any felony, theft, obtaining money or property by false pretenses, embezzlement, or violating any provisions of this chapter or any other than relating to second-hand dealers, etc., the application for such license shall be denied;
E.
A photograph of applicant taken sixty (60) days immediately prior to the date of the filing of the applicant, which picture shall be two inches by two inches showing the head and shoulders of the applicant in a clear and distinguishing manner.

3.48.060 - No license to alien or minor.¶
No license shall be issued for any business enumerated in this chapter if the applicant is under twenty-one (21) years of age or an alien, nor if the applicant is a firm, partnership or corporation, if any member of such firm or partnership is under twenty-one (21) years of age or an alien or any officer or director of such corporation is an alien.

3.48.070 - Revocation of license.¶
In addition to the grounds set forth in the section concerning application requisites, any license may be revoked upon the recommendation of the sheriff establishing the fact that such permittee has in his possession any stolen article without there having been made a record of such article as provided by law.

3.48.080 - Appeal to board of supervisors.¶
Whenever the sheriff of Alameda County shall disapprove the application or refuse to grant a license when applied for, or when the license is revoked or suspended by said sheriff, or when the provisions of this chapter are claimed to be inapplicable, misconstrued or wrongly interpreted, the applicant may appeal from the decision of the sheriff by filing an appeal with the board of supervisors, within thirty (30) days from the date of the decision of the sheriff.
