What construction documents are required for plan review?

What the code requires — plain English
The building official requires construction documents to be submitted with every permit application — in two or more sets or digitally where allowed, and those documents must be clear enough to show the location, nature and extent of the proposed work. Where a registered design professional must prepare documents (by statute) the documents must be prepared by that professional; the building official can also require additional engineered submittals when special conditions exist. How the documents are examined and used
- Examination for compliance: The building official will examine (or cause examination of) the construction documents for code compliance. § R106.3.
- Approval stamp and retention: When a permit is issued the construction documents will be approved in writing or stamped “REVIEWED FOR CODE COMPLIANCE.” One set is retained by the building official; the other is returned to the applicant and must be kept on site and available for inspection. § R106.3.1.
- Phased approvals / partial permits: The official may issue a permit for foundations or parts of the work before documents for the entire structure are submitted, provided adequate information for the permitted part is filed. § R106.3.3.
- Amendments during construction: Changes made in the field that differ from the approved documents must be resubmitted as amended construction documents. § R106.4.
- Retention period: One set of approved construction documents must be retained by the building official for not less than 180 days from date of completion (or as required by state/local law). § R106.5.

Exceptions & special cases
- The building official may waive submission of construction documents (or other data) that are not required to be prepared by a registered design professional, if the official finds review is unnecessary to obtain compliance. § R106.1 Exception.
- The official can waive or modify the site plan requirement for permits that are for alteration or repair or other justified situations. § R106.2.
- Phased approval (partial permits) is expressly authorized — you may get a foundation or portion permit before the entire set is submitted, but you proceed at your own risk. § R106.3.3.
If you need to rely on any of these waivers or phased submissions, get written confirmation from the building official — the code gives the official discretion to approve or deny. § R106.1 / § R106.2 / § R106.3.3.
Common mistakes
- Submitting only one paper set when the jurisdiction requires two or more sets (or not confirming digital submission is accepted). See § R106.1.
- Turning in drawings that are not sufficiently clear to show the extent of work — leads to delays or requests for additional information. See § R106.1.1.
- Forgetting to include manufacturer’s installation instructions on site at inspection (or failing to reference them on the plans). See § R106.1.2.
- Omitting braced wall lines or bracing details when the project uses braced wall design — triggers rejection or additional submittal requests. See § R106.1.3.

Worked example — residential addition with braced‑wall design in a flood area
Scenario: Owner applies for a permit to add a 400 ft² second‑story room to an existing single‑family dwelling. The structure uses braced‑wall design and the lot is in a mapped flood zone.
What to submit (applies the code):
- Submit two sets of construction documents (or digital if the building official accepts). § R106.1.
- On the drawings show braced wall lines, the method of bracing, location and length of braced wall panels, and foundation anchorage at top/bottom per braced‑wall requirements. § R106.1.3.
- Include a site plan showing existing house, the new addition footprint, and distances from lot lines. § R106.2.
- Because the property is in a flood zone, include the design flood elevation, and the elevation of the proposed lowest floor (or the elevation of the bottom of the lowest horizontal structural member where applicable). § R106.1.4.
- Provide manufacturer installation instructions for any products (e.g., windows or through‑wall flashing) called out, and ensure those instructions will be available on site at inspection. § R106.1.2.
- After review, expect one set to be stamped “REVIEWED FOR CODE COMPLIANCE” and returned; keep that approved set on site and one set will be retained by the building official. § R106.3.1.

SECTION R106—CONSTRUCTION DOCUMENTS
R106.1 Submittal documents. Submittal documents consisting of construction documents, and other data shall be submitted in two or more sets, or in a digital format where allowed by the building official, with each application for a permit. The construction documents shall be prepared by a registered design professional where required by the statutes of the jurisdiction in which the project is to be constructed. Where special conditions exist, the building official is authorized to require additional construction documents to be prepared by a registered design professional.
Exception: The building official is authorized to waive the submission of construction documents and other data not required to be prepared by a registered design professional if it is found that the nature of the work applied for is such that reviewing of construction documents is not necessary to obtain compliance with this code.
R106.1.1 Information on construction documents. Construction documents shall be drawn upon suitable material. Electronic media documents are permitted to be submitted where approved by the building official. Construction documents shall be of sufficient clarity to indicate the location, nature and extent of the work proposed and show in detail that it will conform to the provisions of this code and relevant laws, ordinances, rules and regulations, as determined by the building official.
R106.1.2 Manufacturer’s installation instructions. Manufacturer’s installation instructions, as required by this code, shall be available on the job site at the time of inspection.
R106.1.3 Information on braced wall design. For buildings and structures utilizing braced wall design, and where required by the building official, braced wall lines shall be identified on the construction documents. Pertinent information including, but not limited to, bracing methods, location and length of braced wall panels and foundation requirements of braced wall panels at top and bottom shall be provided.
R106.1.4 Information for construction in flood hazard areas. For buildings and structures located in whole or in part in flood hazard areas as established by Table R301.2, construction documents shall include:
- Delineation of flood hazard areas, floodway boundaries and flood zones and the design flood elevation, as appropriate.
- The elevation of the proposed lowest floor, including basement; in areas of shallow flooding (AO Zones), the height of the proposed lowest floor, including basement, above the highest adjacent grade.
- The elevation of the bottom of the lowest horizontal structural member in coastal high-hazard areas (V Zone) and in Coastal A Zones where such zones are delineated on flood hazard maps identified in Table R301.2 or otherwise delineated by the jurisdiction.
- If design flood elevations are not included on the community’s Flood Insurance Rate Map (FIRM), the building official and the applicant shall obtain and reasonably utilize any design flood elevation and floodway data available from other
sources.
R106.1.5 Information on storm shelters. Construction documents for storm shelters shall include the information required in ICC 500.
R106.1.6 Exterior balconies and elevated walking surfaces. Where balconies or other elevated walking surfaces are exposed to water from direct or blowing rain, snow or irrigation, and the structural framing is protected by an impervious moisture barrier, the construction documents shall include details for all elements of the impervious moisture barrier system. The construction documents shall include manufacturer’s installation instructions.

[A] 106.3 Site plan. In addition to the requirements for plans in the California Building Code, site plans shall include topography, width and percent of grade of access roads, landscape and vegetation details, locations of structures or building envelopes, existing or proposed overhead utilities, occupancy classification of buildings, types of ignition-resistant construction of buildings, structures and their appendages, roof classification of buildings and site water supply systems. The code official is authorized to waive or modify the requirement for a site plan where the application for permit is for alteration or repair or where otherwise warranted.
[A] 106.4 Vegetation management compliance . Prior to the building permit final approval, the property shall be in compliance with the vegetation management requirements prescribed in Section 603, including California Public Resources Code 4291 or California Government Code Section 51182. Acceptable methods of compliance inspection and documentation shall be determined by the enforc- ing agency and shall be permitted to include any of the following: 1. Local, state or federal fire authority or designee authorized to enforce vegetation management requirements. 2. Enforcing agency.

3. Third-party inspection and certification authorized to enforce vegetation management requirements. 4. Property owner certification authorized by the enforcing agency.
[A] 106.5 Fire protection plan. Where required by the code official pursuant to Section 602, a fire protection plan shall be prepared and shall be submitted to the code official for review and approved as a part of the plans required for a permit.
[A] 106.6 Other data and substantiation. Where required by the code official, the plans and specifications shall include classification of fuel loading, fuel model light, medium or heavy, and substantiating data to verify classification of fire-smart vegetation.
[A] 106.7 Vicinity plan. In addition to the requirements for site plans, plans shall include details regarding the vicinity within 300 feet (91 440 mm) of lot lines, including other structures, slope, vegetation, fuel breaks, water supply systems and access roads.
[A] 106.8 Retention of plans. One set of approved plans, specifications and computations shall be retained by the code official for a period of not less than 180 days from date of completion of the permitted work or as required by state or local laws; and one set of approved plans and specifications shall be returned to the applicant, and said set shall be kept on the site of the building, use or work at all times during which the work authorized thereby is in progress. Refer to Building Standards Law, Health and Safety Code Sections 19850 and 19851 for permanent retention of plans.
[A] 106.9 Examination of documents. The code official shall examine or cause to be examined the accompanying construction documents and shall ascertain by such examinations whether the construction indicated and described is in accordance with the requirements of this code and other pertinent laws or ordinances.
[A] 106.10 Amended construction documents. Work shall be installed in accordance with the approved construction documents, and changes made during construction that are not in compliance with the approved documents shall be resubmitted for approval as an amended set of construction documents.

R105.5 Expiration. Every permit issued shall become invalid unless the work authorized by such permit is commenced within 180 days after its issuance or after commencement of work if more than 180 days pass between inspections. The building official is authorized to grant, in writing, one or more extensions of time, for periods not more than 180 days each. The extension shall be requested in writing and justifiable cause demonstrated.
R105.5.1 Expiration . On or after January 1, 2019, every permit issued shall become invalid unless the work on the site authorized by such permit is commenced within 12 months after its issuance or if the work authorized on the site by such permit is suspended or abandoned for a period of 12 months after the time the work is commenced. The building official is authorized to grant, in writing, one or more extensions of time, for periods not more than 180 days each. The extension shall be requested in writing and justifiable cause demonstrated . (See Health and Safety Code Section 18938.5 and 18938.6.)
R105.6 Suspension or revocation. The building official is authorized to suspend or revoke a permit issued under the provisions of this code wherever the permit is issued in error or on the basis of incorrect, inaccurate or incomplete information, or in violation of any ordinance or regulation or any of the provisions of this code.
R105.7 Placement of permit. The building permit or a copy shall be kept on the site of the work until the completion of the project.
R105.8 Responsibility. It shall be the duty of every person who performs work for the installation or repair of building, structure, electrical, gas, mechanical or plumbing systems, for which this code is applicable, to comply with this code.

DIVISION II SCOPE AND ADMINISTRATION
(2) Describe the land upon which the proposed work is to be done by legal description, street address, or similar description that will readily identify and definitely locate the proposed building or work.
(3) Indicate the use or occupancy for which the proposed work is intended.
(4) Be accompanied by construction documents and other data in accordance with Section 104.3.1.
(5) Be signed by the permittee or the permittee’s authorized agent. The Authority Having Jurisdiction shall be permitted to require evidence to indicate such authority.
(6) Give such other data and information in accordance with the Authority Having Jurisdiction.
104.3.1 Construction Documents. Construction documents, engineering calculations, diagrams, and other data shall be submitted in two or more sets, or in a digital format where permitted by the Authority Having Jurisdiction, with each application for a permit. The construction documents, computations, and specifications shall be prepared by, and the mechanical system designed by, a registered design professional. Construction documents shall be drawn to scale with clarity to identify that the intended work to be performed is in accordance with the code.
Exception: The Authority Having Jurisdiction shall be permitted to waive the submission of construction documents, calculations, or other data where the Authority Having Jurisdiction finds that the nature of the work applied for is such that reviewing of construction documents is not necessary to obtain compliance with the code.
104.3.2 Plan Review Fees. Where a plan or other data is required to be submitted in accordance with Section 104.3.1, a plan review fee shall be paid at the time of submitting construction documents for review.
The plan review fees for mechanical system work shall be determined and adopted by this jurisdiction.
The plan review fees specified in this subsection are separate fees from the permit fees specified in Section 104.5.
Where plans are incomplete or changed so as to require additional review, a fee shall be charged at the rate shown in Table 104.5.
104.3.3 Time Limitation of Application. Applications for which no permit is issued within 180 days following the date of application shall expire by limitation, plans and other data submitted for review thereafter, shall be returned to the applicant or destroyed by the Authority Having Jurisdiction. The Authority Having Jurisdiction shall be permitted to extend the time for action by the applicant for a period not to exceed 180 days upon request by the applicant showing that circumstances beyond the control of the applicant have prevented action from being taken. No application shall be extended more than once. In order to renew action on an application
after expiration, the applicant shall resubmit plans and pay a new plan review fee.
104.4 Permit Issuance. The application, construction documents, and other data filed by an applicant for a permit shall be reviewed by the Authority Having Jurisdiction. Such plans shall be permitted to be reviewed by other departments of this jurisdiction to verify compliance with applicable laws under their jurisdiction. Where the Authority Having Jurisdiction finds that the work described in an application for permit and the plans, specifications, and other data filed therewith are in accordance with the requirements of the code and other pertinent laws and ordinances and that the fees specified in Section 104.5 have been paid, the Authority Having Jurisdiction shall issue a permit therefore to the applicant.

(b) Owner’s or Owner Representative’s Project Requirements (OPR). The energy-related expectations and requirements of the building shall be documented before the design phase of the project begins. This documentation shall include the following:
- Energy efficiency goals;
- Ventilation requirements;
- Project documentation requirements, including facility functions, hours of operation, and need for after-hours operation;
- Equipment and systems expectations; and
- Building envelope performance expectations.
(c) Basis of design (BOD). A written explanation of how the design of the building systems and components meets the OPR shall be completed at the design phase of the building project, and updated as necessary during the design and construction phases. The basis of design document shall cover the following systems and components:
- Heating, ventilation, air conditioning (HVAC) systems and controls;
- Indoor lighting system and controls;
- Water heating systems and controls;
- Any other building equipment or system listed in the OPR; and
- Any building envelope component considered in the OPR.
(d) Design phase design review.
- Design reviewer requirements. The design reviewer shall be the signer of the Design Review Kickoff Certificate(s) of Compliance and Construction Document Design Review Checklist Certificate(s) of Compliance as specified in Part 1 Section 10-103(a)1.
- Design review kickoff. During the schematic design phase of the building project, the owner or owner’s representative, design team and design reviewer must meet to discuss the project scope, schedule and how the design reviewer will coordinate with the project team. The building owner or owner’s representative shall include the Design Review Kickoff Certificate of Compliance form in the certificate of compliance documentation (as specified in Part 1 Section 10-103).
- Construction documents design review. The construction documents design review Checklist Certificate of Compliance shall list the items checked by the design reviewer during the construction document review. The completed form shall be returned to the owner and design team for review and sign-off. The building owner or owner’s representative shall include this form in the certificate of compliance documentation (as specified in Part 1 Section 10-103).
(e) Commissioning measures shown in the construction documents. Complete descriptions of all measures or requirements necessary for commissioning shall be included in the construction documents (plans and specifications). Commissioning measures or requirements shall be clear, detailed and complete to clarify the commissioning process.
(f) Commissioning plan. Prior to permit issuance a commissioning plan shall be completed to document how the project will be commissioned and shall be started during the design phase of the building project. The commissioning plan shall include the following:
- General project information;
- Commissioning goals;
- Systems to be commissioned; and
- Plans to test systems and components, which shall include: A. An explanation of the original design intent; B. Equipment and systems to be tested, including the extent of tests; C. Functions to be tested;
D. Conditions under which the test shall be performed; E. Measurable criteria for acceptable performance; F. Commissioning team information; and G. Commissioning process activities, schedules and responsibilities. Plans for the completion of commissioning requirements listed in Sections 120.8(g) through 120.8(i) shall be included.

CK109.2 Appeals. When a request for an alternate means of protection has been denied by the building official, the applicant may file a written appeal with the board of appeals. In considering such appeal, the board of appeals may provide additional information to, and request additional written statements from the Central Valley Flood Protection Board, the California Department of Water Resources and the California Emergency Management Agency. If such additional written statements are provided, the board of appeals shall consider those statements.

The construction documents submitted with the application for permit shall be accompanied by a site plan showing the size and location of new construction and existing structures on the site and distances from lot lines. In the case of demolition, the site plan shall show construction to be demolished and the location and size of existing structures and construction that are to remain on the site or plot. The building official is authorized to waive or modify the requirement for a site plan where the application for permit is for alteration or repair or where otherwise warranted.
R106.3 Examination of documents. The building official shall examine or cause to be examined construction documents for code compliance.
R106.3.1 Approval of construction documents. Where the building official issues a permit, the construction documents shall be approved in writing or by a stamp that states “REVIEWED FOR CODE COMPLIANCE.” One set of construction documents so reviewed shall be retained by the building official. The other set shall be returned to the applicant, shall be kept at the site of work and shall be open to inspection by the building official or a duly authorized representative.
R106.3.2 Previous approvals. This code shall not require changes in the construction documents, construction or designated occupancy of a structure for which a lawful permit has been heretofore issued or otherwise lawfully authorized, and the construction of which has been pursued in good faith within 180 days after the effective date of this code and has not been abandoned.
R106.3.3 Phased approval. The building official is authorized to issue a permit for the construction of foundations or any other part of a building or structure before the construction documents for the whole building or structure have been submitted, provided that adequate information and detailed statements have been filed complying with pertinent requirements of this code. The holder of such permit for the foundation or other parts of a building or structure shall proceed at the holder’s own risk with the building operation and without assurance that a permit for the entire structure will be granted.
R106.4 Amended construction documents. Work shall be installed in accordance with the approved construction documents, and any changes made during construction that are not in compliance with the approved construction documents shall be resubmitted for approval as an amended set of construction documents.
R106.5 Retention of construction documents. One set of approved construction documents shall be retained by the building official for a period of not less than 180 days from date of completion of the permitted work, or as required by state or local laws.
SECTION R107—TEMPORARY STRUCTURES AND USES
R107.1 General. The building official is authorized to issue a permit for temporary structures and temporary uses. Such permits shall be limited as to time of service, but shall not be permitted for more than 180 days. The building official is authorized to grant extensions for demonstrated cause.
R107.2 Conformance. Temporary structures and uses shall conform to the structural strength, fire safety, means of egress, light, ventilation and sanitary requirements of this code as necessary to ensure the public health, safety and general welfare.

R106.1.4 Information for construction in flood hazard areas. For buildings and structures located in whole or in part in flood hazard areas as established by Table R301.2, construction documents shall include:
- Delineation of flood hazard areas, floodway boundaries and flood zones and the design flood elevation, as appropriate.
- The elevation of the proposed lowest floor, including basement; in areas of shallow flooding (AO Zones), the height of the proposed lowest floor, including basement, above the highest adjacent grade.
- The elevation of the bottom of the lowest horizontal structural member in coastal high-hazard areas (V Zone) and in Coastal A Zones where such zones are delineated on flood hazard maps identified in Table R301.2 or otherwise delineated by the jurisdiction.
- If design flood elevations are not included on the community’s Flood Insurance Rate Map (FIRM), the building official and the applicant shall obtain and reasonably utilize any design flood elevation and floodway data available from other
sources.
R106.1.5 Information on storm shelters. Construction documents for storm shelters shall include the information required in ICC 500.
R106.1.6 Exterior balconies and elevated walking surfaces. Where balconies or other elevated walking surfaces are exposed to water from direct or blowing rain, snow or irrigation, and the structural framing is protected by an impervious moisture barrier, the construction documents shall include details for all elements of the impervious moisture barrier system. The construction documents shall include manufacturer’s installation instructions.

[A] 106.2.1 Construction documents. Construction documents shall be dimensioned and drawn on suitable material. Electronic media documents are permitted to be submitted where approved by the code official. Construction documents shall be of sufficient clarity to indicate the location, nature and extent of the work proposed and show in detail that it will conform to the provisions of this code and relevant laws, ordinances, rules and regulations, as determined by the code official. The work areas shall be shown.
[A] 106.2.2 Fire protection system(s) shop drawings. Shop drawings for the fire protection system(s) shall be submitted to indicate compliance with this code and the construction documents and shall be approved prior to the start of system installation. Shop drawings shall contain information as required by the referenced installation standards in Chapter 9 of the California Build- ing Code .
[A] 106.2.3 Means of egress. The construction documents for Alterations—Level 2, Alterations—Level 3, additions and changes of occupancy shall show in sufficient detail the location, construction, size and character of all portions of the means of egress in compliance with the provisions of this code. The construction documents shall designate the number of occupants to be accommodated in every work area of every floor and in all affected rooms and spaces.
[A] 106.2.4 Exterior wall envelope. Construction documents for work affecting the exterior wall envelope shall describe the exterior wall envelope in sufficient detail to determine compliance with this code. The construction documents shall provide details of the exterior wall envelope as required, including windows, doors, flashing, intersections with dissimilar materials, corners, end details, control joints, intersections at roof, eaves or parapets, means of drainage, water-resistive barriers and details around openings.

In other than occupancies in Groups R-2, R-2.1 and R-3, the construction documents shall designate the number of occupants to be accommodated on every floor, and in all rooms and spaces.
[A] 107.2.4 Exterior wall envelope. Construction documents for all buildings shall describe the exterior wall envelope in sufficient detail to determine compliance with this code. The construction documents shall provide details of the exterior wall envelope as required, including flashing, intersections with dissimilar materials, corners, end details, control joints, intersections at roof, eaves or parapets, means of drainage, water-resistive barrier and details around openings.
The construction documents shall include manufacturer’s installation instructions that provide supporting documentation that the proposed penetration and opening details described in the construction documents maintain the weather resistance of the exterior wall envelope. The supporting documentation shall fully describe the exterior wall system that was tested, where applicable, as well as the test procedure used.
[A] 107.2.5 Exterior balconies and elevated walking surfaces. Where balconies or other elevated walking surfaces have weather-exposed surfaces, and the structural framing is protected by an impervious moisture barrier, the construction documents shall include details for all elements of the impervious moisture barrier system. The construction documents shall include manufacturer’s installation instructions.
[A] 107.2.6 Site plan. The construction documents submitted with the application for permit shall be accompanied by a site plan showing to scale the size and location of new construction and existing structures on the site, distances from lot lines, the established street grades and the proposed finished grades and, as applicable, flood hazard areas, floodways, and design flood elevations; and it shall be drawn in accordance with an accurate boundary line survey. In the case of demolition, the site plan shall show construction to be demolished and the location and size of existing structures and construction that are to remain on the site or plot. The building official is authorized to waive or modify the requirement for a site plan where the application for permit is for alteration or repair or where otherwise warranted.
[A] 107.2.6.1 Design flood elevations. Where design flood elevations are not specified, they shall be established in accordance with Section 1612.3.1.
[A] 107.2.7 Structural information. The construction documents shall provide the information specified in Section 1603.
[A] 107.2.8 Relocatable buildings. Construction documents for relocatable buildings shall comply with Section 3113.

Frequently asked questions
What counts as “construction documents” under § R106.1?
“Construction documents” include the drawings, specifications and other data that show the location, nature and extent of the work; they must be clear and drawn on suitable material (electronic media allowed if approved). § R106.1 / § R106.1.1.
Can I submit only digital plans?
Yes — but only if the building official has approved electronic media submissions. Otherwise submit two or more sets of paper plans. § R106.1.
When are manufacturer’s installation instructions required?
When the code requires them for a product or assembly; those instructions must be available on the job site at the time of inspection. § R106.1.2.
Is a site plan always required?
A site plan is required with the construction documents showing size/location of new and existing structures and distances from lot lines, but the building official may waive or modify this requirement for certain repair/alteration permits. § R106.2.
What happens if I change the work during construction?
Any change that is not in the approved documents must be resubmitted as amended construction documents for approval. § R106.4.
