Referenced Standards
Chapter 44 of the CRC lists the external standards referenced throughout the code and Section R102.4 explains how those standards apply and become enforceable.

Overview
Chapter 44 (Part IX) of the California Residential Code (CRC) compiles every external standard the code references — by promulgator, standard number, effective date, title and the CRC sections that cite it — so users can find the specific technical documents that apply to materials, products and methods used in one‑ and two‑family dwellings . These referenced standards function as part of the CRC only to the extent they are specifically cited in the code text .
Understanding referenced standards matters because, where a CRC section points to an outside standard, that standard’s test methods, installation instructions or performance criteria become enforceable for that subject. The application and scope of those references are controlled by Section R102.4, and the CRC explicitly treats referenced standards as part of the code “to the extent of the reference” (i.e., as if printed in the body of the code) . Examples of CRC sections that rely on referenced standards include §R202 (definitions), §R303.8 (exterior wall covering references) and many material‑specific calls elsewhere in the code .

It is important to understand that the IRC contains coverage for what is conventional and common in residential construction practice. While the IRC will provide all of the needed coverage for most residential construction, it might not address construction practices and systems that are atypical or rarely encountered in the industry. Therefore, the IRC contains several references to other codes either as an alternative to the provisions of the IRC or where the IRC lacks coverage for a particular type of structure, design, system, appliance or method of construction. In other words, the IRC is meant to be all inclusive for typical residential construction and it relies on other codes only where alternatives are desired or where the code lacks coverage for the uncommon aspect of residential construction. Of course, the IRC constantly evolves to address new technologies and construction practices that were once uncommon, but are now common.
The IRC is unique in that much of it, including Chapters 3 through 9 and Chapters 34 through 43, is presented in an ordered format that is consistent with the normal progression of construction, starting with the design phase and continuing through the final trimout phase. This is consistent with the “cookbook” philosophy of the IRC.

Arrangement and Format of the 2025 CRC
The CRC is divided into nine main parts, specifically: Part I—Administrative, Part II—Definitions, Part III—Building Planning and Construction, Part IV—Energy Conservation, Part V—Mechanical, Part VI—Fuel Gas, Part VII—Plumbing, Part VIII—Electrical and Part IX—Referenced Standards. Parts IV through VIII of IRC are not adopted in California and replaced with references to appropriate parts of Title 24. The following provides a brief description of the content of each chapter and appendix of the CRC:
Chapter 1 Scope and Administration.
Chapter 1 establishes the limits of applicability of the code and describes how the code is to be applied and enforced. The provisions of Chapter 1 establish the authority and duties of the code official appointed by the authority having jurisdiction and also establish the rights and privileges of the design professional, contractor and property owner.
Chapter 2 Definitions.
Chapter 2 is the repository of the definitions of terms used in the body of the code. The user of the code should be familiar with and consult this chapter because the definitions are essential to the correct interpretation of the code and because the user may not be aware that a term is defined.
Chapter 3 Building Planning.
Chapter 3 provides guidelines for a minimum level of structural integrity, life safety, fire safety and livability for inhabitants of dwelling units regulated by this code. Chapter 3 is a compilation of the code requirements specific to the building planning sector of the design and construction process. This chapter sets forth code requirements dealing with light, ventilation, sanitation, minimum room size, ceiling height and environmental comfort. Chapter 3 establishes life-safety provisions including limitations on glazing used in hazardous areas, specifications on stairways, use of guards at elevated surfaces, window and fall protection, and rules for means of egress. Snow, wind and seismic design live and dead loads and flood-resistant construction, as well as solar energy systems are addressed in this chapter.

SECTION BJ108—THERMAL INSULATION
BJ108.1 R-value. The unit R-value of a strawbale wall with bales laid flat is R-1.55 for each inch of bale thickness. The unit R-value of a strawbale wall with bales on-edge is R-1.85 for each inch of bale thickness.
BJ108.2 Compliance with Section R302.10.1. Straw bales meet the requirements for insulation materials in Section R302.10.1 for flame spread index and smoke-developed index as tested in accordance with ASTM E84.

Ventilators having plastic covers shall not exceed 100 square feet (9.3 m [2] ) in area.
(k) Fail-safe design. The ventilator cover, lid, sidelight or shutter shall be designed to fail safe in the event of fire and shall not fall back over the opening. It shall require a manual operation to reclose the cover, lid, sidelight or shutter.
(l) Opening counterforce.
- Gravity-type ventilators shall have securely attached weights to provide a continuous excess counterweight of not less than 30 pounds throughout the opening arc of the lid or sidelight.
- Devices used to open ventilators shall be designed to exert a continuous opening force, at all times normal to the lid of not less than 30 pounds. When springs are used they shall not be stressed to more than 50 percent of their capacity when the lid is in a closed position.
- Louvered-type shutters intended for installation in gables shall be of the gravity type. The excess counter-weight shall be not less than 2 pounds per square foot of gross shutter area.
(m) Automatic heat or smoke detectors shall be placed in the underside of the ventilator at or above the roof line.

STAGE AND PLATFORMS
(n) Test procedure.
Ventilators and shutters shall be mounted for the tests in a manner simulating their intended use. The lid, cover or sidelight shall be held in a closed position by a fusible link, or an automatic heat or smoke actuated detector or combination thereof, and the fusible link or detector controls.
The opening counterforce shall be measured at the geometric center of the lid, cover or sidelight. The automatic detector shall be released and measurements of the counterforce taken at various points throughout the opening arc but at not less than at 30 inches (762 mm) and at 60 inches (1524 mm) from the plane of the lid when in a closed position, and at a point past 90 inches (2286 mm) from the horizontal.
The opening force of gable-type shutter ventilators shall be measured from the top of the operating bar.
(o) Test report. The test report shall include but is not limited to the following:
A detailed description of the unit and its intended operation.
Engineering data and shop drawings. Shop drawings shall bear the seal or stamp of a registered or licensed engineer or architect attesting to the structural integrity of the ventilator as it relates to the provisions of Section 12-4-100 (f).
Photographs [4 inches by 5 inches (101 mm by 127 mm) or larger] of the unit with markings identifying component parts of the unit.
Description and results of the tests performed.

About this appendix: Appendix BH provides requirements for automatic vehicular gates, including a definition of and references to standards that regulate such gates.
SECTION BH101—GENERAL
BH101.1 General. The provisions of this appendix shall control the design and construction of automatic vehicular gates installed on the lot of a one- or two-family dwelling.
SECTION BH102—DEFINITION
BH102.1 General. The following term shall, for the purposes of this appendix, have the meaning shown herein.
VEHICULAR GATE. A gate that is intended for use at a vehicular entrance or exit to the lot of a one- or two-family dwelling, and that is not intended for use by pedestrian traffic.
SECTION BH103—AUTOMATIC VEHICULAR GATES
BH103.1 Vehicular gates intended for automation. Vehicular gates intended for automation shall be designed, constructed and installed to comply with the requirements of ASTM F2200.
BH103.2 Vehicular gate openers. Vehicular gate openers, where provided, shall be listed in accordance with UL 325.

CRC § 3401 Medium relevance — show source text
Exception: Where approved by the building official, inspections of the production equipment, including 3D printer, and the fabrication process used in a single housing tract shall be conducted on the first building to be constructed, and on a selected number of subsequent buildings, where the same equipment, equipment operators and fabrication process are used on all buildings. The number of inspections to be performed shall be determined by the building official.

3.1. Buildings or structures used or intended for use as a/an: 1. Home for the elderly, children’s nursery, children’s home or institution, school or any similar occupancy of any capacity 2. Small family day-care homes, large family day-care homes, residential facilities and residential facilities for the elderly, residential care facilities 3. State institutions or other state-owned or state-occupied buildings

1.1.4 Appendices. Provisions contained in the appendices of this code shall not apply unless specifically adopted by a state agency or adopted by a local enforcing agency in compliance with Health and Safety Code Section 18901 et seq. for Building Standards Law, Health and Safety Code Section 17950 for State Housing Law and Health and Safety Code Section 13869.7 for Fire Protection Districts. See Section 1.1.8 of this code.
1.1.5 Referenced codes. The codes, standards and publications adopted and set forth in this code, including other codes, standards and publications referred to therein are, by title and date of publication, hereby adopted as standard reference documents of this code. When this code does not specifically cover any subject related to building design and construction, recognized architectural or engineer- ing practices shall be employed. The National Fire Codes, standards and the Fire Protection Handbook of the National Fire Protection Association are permitted to be used as authoritative guides in determining recognized fire prevention engineering practices.
1.1.6 Nonbuilding standards, orders and regulations. Requirements contained in the International Residential Code, or in any other referenced standard, code or document, which are not building standards as defined in Health and Safety Code Section 18909, shall not be construed as part of the provisions of this code. For nonbuilding standards, orders and regulations, see other titles of the California Code of Regulations.
1.1.7 Order of precedence and use.
1.1.7.1 Differences. In the event of any differences between these building standards and the standard reference documents, the text of these building standards shall govern.
1.1.7.2 Specific provisions. Where a specific provision varies from a general provision, the specific provision shall apply.
1.1.7.3 Conflicts. When the requirements of this code conflict with the requirements of any other part of the California Building Stan- dards Code, Title 24, the most restrictive requirements shall prevail.
1.1.7.3.1 Detached one- and two-family dwellings. Detached one- and two-family dwellings, lodging houses, live/work units, townhouses not more than three stories above grade plane in height with a separate means of egress, and their accessory struc- tures may be designed and constructed in accordance with this code or the California Building Code, but not both, unless the proposed structure(s) or element(s) exceed the design limitations established in this code, and the code user is specifically directed by this code to use the California Building Code.
