Overview
This part of the California Residential Code explains how external standards (ASTM, ANSI, NFPA, ICC, etc.) are incorporated into the CRC and where to find them. The code’s scope for one- and two‑family dwellings is set out in §R101 (Scope) and standards are applied only to the extent they are referenced in the CRC and its adopted sections .
Section §R102.4 (Referenced codes and standards) makes referenced standards “part of the requirements of this code to the prescribed extent of each such reference” and includes rules for conflicts and overlapping subject matter (see §R102.4.1 and §R102.4.2) . Chapter 44 (Part IX) is the CRC’s comprehensive catalog of the specific standards cited by section and title; that chapter—and the tables within it—shows which standard applies to which CRC section .

DIVISION II SCOPE AND ADMINISTRATION

About this chapter: Chapter 1 Division II establishes the limits of applicability of this code and describes how the code is to be applied and enforced. Chapter 1 Division II is in two parts: Part 1—Scope and Application (Sections R101–R102) and Part 2—Administration and Enforcement (Sections R103–R114). Section R101 identifies which buildings and structures come under its purview and references other I-Codes as applicable. Standards and codes are scoped to the extent referenced (see Section R102.4).
The one- and two-family dwelling code is intended to be adopted as a legally enforceable document, and it cannot be effective without adequate provisions for its administration and enforcement. The provisions of Chapter 1 establish the authority and duties of the building official appointed by the authority having jurisdiction and also establish the rights and privileges of the design professional, contractor and property owner.
Division II is not adopted by the Department of Housing and Community Development except where specifically indicated. Note: Specific sections of Chapter 1, Division II adopted by the State Fire Marshal will be indicated in the Matrix Adoption Table.
PART 1—SCOPE AND APPLICATION
SECTION R101—SCOPE AND GENERAL REQUIREMENTS
R101.1 Title. These provisions shall be known as the Residential Code for One- and Two-family Dwellings of [ NAME OF JURISDICTION ], and shall be cited as such and will be referred to herein as “this code.”
R101.2 Scope. The provisions of this code shall apply to the construction, alteration, movement, enlargement, replacement, repair, equipment, use and occupancy, location, removal and demolition of detached one- and two-family dwellings and townhouses not more than three stories above grade plane in height with a separate means of egress and their accessory structures not more than three stories above grade plane in height.
Exception: The following shall be permitted to be constructed in accordance with this code where provided with an automatic sprinkler system complying with Section R309 :
Live/work units located in townhouses and complying with the requirements of Section 508.5 of the California Building Code.
Owner-occupied lodging houses with five or fewer guestrooms.
A care facility with five or fewer persons receiving custodial care within a dwelling unit.
A care facility with five or fewer persons receiving medical care within a dwelling unit.
A day care facility for five or fewer persons of any age receiving care within a dwelling unit.
R101.2.1 Appendices. Provisions in the appendices shall not apply unless specifically adopted.
R101.3 Purpose. The purpose of this code is to establish minimum requirements to provide a reasonable level of safety, health and general welfare through affordability, structural strength, means of egress, stability, sanitation, light and ventilation, energy conservation and safety to life and property from fire and other hazards and to provide a reasonable level of safety to firefighters and emergency responders during emergency operations.
SECTION R102—APPLICABILITY
R102.1 General. Where there is a conflict between a general requirement and a specific requirement, the specific requirement shall be applicable. Where, in any specific case, different sections of this code specify different materials, methods of construction or other requirements, the most restrictive shall govern.

CRC § 4.1 Medium relevance — show source text
R102.4 Referenced codes and standards. The codes and standards referenced in this code shall be considered part of the requirements of this code to the prescribed extent of each such reference and as further regulated in Sections R102.4.1 and R102.4.2.
Exception: Where enforcement of a code provision would violate the conditions of the listing of the equipment or appliance, the conditions of the listing and manufacturer’s instructions shall apply.
R102.4.1 Conflicts. Where conflicts occur between provisions of this code and referenced codes and standards, the provisions of this code shall apply.
R102.4.2 Provisions in referenced codes and standards. Where the extent of the reference to a referenced code or standard includes subject matter that is within the scope of this code, the provisions of this code, as applicable, shall take precedence over the provisions in the referenced code or standard.
R102.5 Partial invalidity. In the event any part or provision of this code is held to be illegal or void, this shall not have the effect of making void or illegal any of the other parts or provisions.

R102.6 Existing structures. The legal occupancy of any structure existing on the date of adoption of this code shall be permitted to continue without change, except as is specifically covered in this code, the International Property Maintenance Code or the California Fire Code, or as is deemed necessary by the building official for the general safety and welfare of the occupants and the public.
R102.6.1 Additions, alterations, change of use or repairs. Additions, alterations or repairs to any structure shall conform to the requirements for a new structure without requiring the existing structure to comply with the requirements of this code, unless otherwise stated. Additions, alterations, repairs and relocations shall not cause an existing structure to become less compliant with the provisions of this code than the existing building or structure was prior to the addition, alteration or repair. Where additions, alterations or changes of use to an existing structure result in a use, occupancy, height or means of egress outside the scope of this code, the building shall comply with the California Existing Building Code .
R102.7 Wildland-Urban Interface. The provisions of Part 7, California Wildland-Urban Interface Code shall apply to buildings and struc- tures built in the wildland-urban interface (WUI).
PART 2—ADMINISTRATION AND ENFORCEMENT
SECTION R103—CODE COMPLIANCE AGENCY
R103.1 Creation of agency. The [ INSERT NAME OF DEPARTMENT ] is hereby created and the official in charge thereof shall be known as the building official. The function of the agency shall be the implementation, administration and enforcement of the provisions of this code.
R103.2 Appointment. The building official shall be appointed by the chief appointing authority of the jurisdiction.
R103.3 Deputies. In accordance with the prescribed procedures of this jurisdiction and with the concurrence of the appointing authority, the building official shall have the authority to appoint a deputy building official, other related technical officers, inspectors and other employees. Such employees shall have powers as delegated by the building official.
SECTION R104—DUTIES AND POWERS OF THE BUILDING OFFICIAL

(c) Conformation, (d) Sound-on-cane acoustic quality, (e) Resilience, and (f) Attachment will not degrade significantly for at least five years.
SIGNIFICANT DEGRADATION
Sections 12-11A.210 and 12-11B.210. Significant degradation means that the product maintains at least 90 percent of its approved design characteristics.
SELECTION OF INDEPENDENT ENTITY
Sections 12-11A.211 and 12-11B.211. The independent entity selected by the Division of the State Architect-Access Compliance shall be recognized as having appropriate expertise in determining whether products comply with the California Code of Regulations, Title 24.

12-13 STANDARDS FOR INSULATING MATERIAL

ARTICLE 3. STANDARDS FOR INSULATING MATERIAL
APPLICATION AND SCOPE
Sec. 12-13-1551.
(a) This article establishes standards governing the quality of insulation sold within the state after September 22, 1981, including those properties which affect the safety and thermal performance of insulation during application and in the use intended.
(b) The provisions of this article shall apply only to the following types of insulating material:
Aluminum foil (reflective foil);
Cellular glass (board form);
Cellulose fiber (loose fill and spray applied);
Mineral aggregate (board form);
Mineral fiber (blankets, board form, loose fill);
Perlite (loose fill);
Polystyrene (board form, molded and extruded);
Polyurethane (board form and field applied);
Polyisocyanurate (board form and field applied);
Urea formaldehyde foam (field applied);
Vermiculite (loose fill).
(c) The provisions of this article shall apply to the sale of insulating material within the state. The provisions of this article shall not apply to insulating material manufactured in California, but sold outside the state, nor to insulating material manufactured outside California and sold wholesale in California for final retail sale outside the state. For the purpose of this article, the sale of a building or an appliance which contains installed insulating material is not considered the sale of the insulating material.
(d) Any type of insulating material not listed in subsection (b) may be sold within California notwithstanding any other provision of this article.

(c) Coating materials intended for application to particular combustible surfaces, but not wood, are to be applied to the specific surface for which they are intended. The coating material and combustible material are to be attached to the substrate board as specified in Section 12-8-1B.1 (d).
(d) Coating materials intended only for field applications to nonflammable surfaces are to be applied to 0.5 in calcium silicate board.
WALL COVERING MATERIAL
Sec. 12-8-1B.6. Wall coverings such as vinyl coatings, wallpaper, etc., of various types are to be mounted on 0.625-inch (16 mm) gypsum wallboard or on the actual substrate to which they are to be applied, using the adhesive and application technique specified by the manufacturer.

CRC § 1.11.5 Medium relevance — show source text
1.11.5 Inspections. Work performed subject to the provisions of this code shall comply with the inspection requirements of Sections R109.1 through R109.1.6.
1.11.5.1 Existing Group I -1 or R occupancies. Licensed 24-hour care in a Group I-1 or R occupancy in existence and originally classi- fied under previously adopted state codes shall be reinspected under the appropriate previous code, provided there is no change in the use or character which would place the facility in a different occupancy group.
1.11.6 Certificate of occupancy. A certificate of occupancy shall be issued as specified in Section R110.
1.11.7 Temporary structures and uses. See Section R107.
1.11.8 Service utilities. See Section R111.
1.11.9 Stop work order. See Section R114.
1.11.10 Unsafe buildings, structures and equipment. See Title 24, Part 2, California Building Code, Section 115.

[A] 102.5 Application of residential code. Where structures are designed and constructed in accordance with the California Residen- tial Code, the provisions of this code shall apply as follows:
- Construction and design provisions of this code pertaining to the exterior of the structure shall apply including, but not limited to, premises identification, fire apparatus access and water supplies. Where interior or exterior systems or devices are installed, construction permits required by Section 105.6 shall apply.
- Administrative, operational and maintenance provisions of this code shall apply.
[A] 102.6 Historic buildings. The provisions of this code relating to the construction, alteration, repair, enlargement, restoration, relocation or moving of buildings or structures shall not be mandatory for existing buildings or structures identified and classified by the state or local jurisdiction as historic buildings where such buildings or structures do not constitute a distinct hazard to life or property. Fire protection in designated historic buildings shall be provided with an approved fire protection plan as required in Section 1103.1.1.
[A] 102.7 Referenced codes and standards. The codes and standards referenced in this code shall be those that are listed in Chapter 80, and such codes and standards shall be considered to be part of the requirements of this code to the prescribed extent of each such reference and as further regulated by Sections 102.7.1 and 102.7.2.
[A] 102.7.1 Conflicts. Where conflicts occur between provisions of this code and referenced codes and standards, the provisions of this code shall apply.
[A] 102.7.2 Provisions in referenced codes and standards. Where the extent of the reference to a referenced code or standard includes subject matter that is within the scope of this code, the provisions of this code, as applicable, shall take precedence over the provisions in the referenced code or standard.
[A] 102.8 Subjects not regulated by this code. Where applicable standards or requirements are not set forth in this code, or are contained within other laws, codes, regulations, ordinances or bylaws adopted by the jurisdiction, compliance with applicable standards of the National Fire Protection Association or other nationally recognized fire safety standards, as approved, shall be deemed as prima facie evidence of compliance with the intent of this code. Nothing herein shall derogate from the authority of the fire code official to determine compliance with codes or standards for those activities or installations within the fire code official’s jurisdiction or responsibility.
[A] 102.9 Matters not provided for. Requirements that are essential for the public safety of an existing or proposed activity, building or structure, or for the safety of the occupants thereof, that are not specifically provided for by this code, shall be determined by the fire code official.

Exception: The following shall be permitted to be constructed in accordance with this code where provided with an automatic sprinkler system complying with Section R309 :
Live/work units located in townhouses and complying with the requirements of Section 508.5 of the California Building Code.
Owner-occupied lodging houses with five or fewer guestrooms.
A care facility with five or fewer persons receiving custodial care within a dwelling unit.
A care facility with five or fewer persons receiving medical care within a dwelling unit.
A day care facility for five or fewer persons of any age receiving care within a dwelling unit.
R101.2.1 Appendices. Provisions in the appendices shall not apply unless specifically adopted.
R101.3 Purpose. The purpose of this code is to establish minimum requirements to provide a reasonable level of safety, health and general welfare through affordability, structural strength, means of egress, stability, sanitation, light and ventilation, energy conservation and safety to life and property from fire and other hazards and to provide a reasonable level of safety to firefighters and emergency responders during emergency operations.

R102.4.1 Conflicts. Where conflicts occur between provisions of this code and referenced codes and standards, the provisions of this code shall apply.
R102.4.2 Provisions in referenced codes and standards. Where the extent of the reference to a referenced code or standard includes subject matter that is within the scope of this code, the provisions of this code, as applicable, shall take precedence over the provisions in the referenced code or standard.
R102.5 Partial invalidity. In the event any part or provision of this code is held to be illegal or void, this shall not have the effect of making void or illegal any of the other parts or provisions.

The legal occupancy of any structure existing on the date of adoption of this code shall be permitted to continue without change, except as is specifically covered in this code, the International Property Maintenance Code or the California Fire Code, or as is deemed necessary by the building official for the general safety and welfare of the occupants and the public.

About this chapter: Chapter 1 establishes the limits of applicability of the code and describes how the code is to be applied and enforced. Chapter 1 is in two parts: Part 1—Scope and Application (Sections 101–102) and Part 2—Administration and Enforcement (Sections 103–116). Section 101 identifies which buildings and structures come under its purview and references other ICodes as applicable. Standards and codes are scoped to the extent referenced (see Section 102.4).
This code is intended to be adopted as a legally enforceable document and it cannot be effective without adequate provisions for its administration and enforcement. The provisions of Chapter 1 establish the authority and duties of the code official appointed by the authority having jurisdiction and also establish the rights and privileges of the design professional, contractor and property owner. Chapter 1 is largely concerned with maintaining “due process of law” in enforcing the building performance criteria contained in the body of the code.

SECTION 101—SCOPE AND GENERAL REQUIREMENTS
[A] 101.1 Title. These regulations shall be known as the Building Code of [ NAME OF JURISDICTION ], hereinafter referred to as “this code.”
[A] 101.2 Scope. The provisions of this code shall apply to the construction, alteration, relocation, enlargement, replacement, repair, equipment, use and occupancy, location, maintenance, removal and demolition of every building or structure or any appurtenances connected or attached to such buildings or structures.
Exception: Detached one- and two-family dwellings and townhouses not more than three stories above grade plane in height with a separate means of egress, and their accessory structures not more than three stories above grade plane in height, shall comply with this code or the California Residential Code .

Frequently asked questions
Do referenced standards become law when the CRC cites them?
Yes. When the CRC references a standard, that standard is treated as part of the code to the extent of the reference. However, where the CRC directly addresses the same subject, the CRC provisions control; see §R102.4 and §R102.4.2 for precedence rules .
What if a referenced standard conflicts with a manufacturer’s listing or instructions?
There’s an exception: if enforcing a code provision would violate the conditions of an equipment or appliance listing, the listing and the manufacturer’s instructions apply in that instance, per §R102.4 .
