How do state-agency adoption notes / matrix affect referenced standards?

In plain terms: the CRC prints many external standards and helpful “matrix” tables, but those lists don’t make a standard law everywhere. A referenced standard only becomes enforceable for your project when the state agency with authority for your occupancy actually adopts the CRC section (or appendix) that cites it — check the Matrix Adoption Table and the agency’s adopted text; also note the enforcing agency’s inspection duties listed in § R109.1.

What the code requires

The California Residential Code (CRC) uses Matrix Adoption Tables to show which state agencies have adopted or amended model-code chapters, sections or appendices. The matrices are expressly described as a non‑regulatory aid — they indicate adoption scope but do not by themselves make a standard mandatory; a state agency must adopt the chapter/section for those provisions (and any referenced standards) to apply for that agency’s regulated projects. See the CRC explanation of matrix tables and their non‑regulatory purpose.

The CRC’s inspections rules list the inspection subsections the enforcing agency must provide, including § R109.1.5 and § R109.1.6 among others; these are inspection obligations of the enforcing agency. The CRC text showing § R109.1 and the list of subsections is in the code.

The single most important rule: the matrix tells you what a state agency chose to adopt — only those adopted CRC sections (and the referenced standards inside them) become mandatory for that agency’s regulated work.

Note: the full text of § R109.1.5 and § R109.1.6 was not included in the retrieved files; the code pages we have show that those subsections are listed under R109.1 but the specific subsection language was not retrieved. Where I rely on a policy statement (matrix/appendix applicability, inspection list) I cite the retrieved CRC pages.


Requirements in detail

What “matrix adoption” is (and what it is not)

  • Matrix Adoption Tables are a non‑regulatory aid that indicate which state agencies have adopted the model code chapters/sections and whether they adopted them as-is, as amended, or not at all. Use the tables to determine whether a particular agency has adopted a chapter, or only specific sections.
  • An appendix or a listed referenced standard in the CRC is not automatically mandatory statewide just because it appears in the code book; it becomes mandatory only where the agency that regulates that occupancy or building application adopts it. The CRC appendices repeat this: appendix provisions “are not mandatory unless specifically adopted by a state agency or referenced in the adopting ordinance.”

How referenced standards become applicable

  • Referenced standards listed in CRC tables (Part IX / the referenced-standards tables) apply only to those CRC sections that are adopted by an agency. The CRC explicitly notes that referenced standards are applicable only to the CRC sections that are adopted.
  • The enforcing agency enforces CRC provisions only “to the extent of authority granted to such agency by the state legislature.” That affects whether an adopted standard can be enforced by that agency.

Practical steps for a code user

  1. Identify the applicable state agency for your occupancy or project (Chapter 1 / the authorities table).
  2. Consult the Matrix Adoption Table for the relevant chapter/appendix to see if that agency adopted the material (X, X as amended, or only listed sections).
  3. If the agency adopted the CRC section that references an external standard, treat that external standard as mandatory for projects under that agency — otherwise treat the standard as informational only unless adopted by ordinance.
  4. For inspection requirements, see § R109.1 and follow the subsections the enforcing agency must inspect; note the enforcing agency’s authority limits.

Exceptions & special cases

  • State agencies sometimes adopt an entire chapter “as amended” and list amended sections. The matrix will show an adopt‑as‑amended indicator; you must read the agency’s amended text to see changes to referenced standards or enforcement.
  • Some agencies (Office of Statewide Health Planning & Development, Division of the State Architect, State Fire Marshal) have distinct statutory authority and may adopt selected sections differently; the CRC and other Titles call out that agency authority and special adoption notes. Always check the agency column in the matrix and Chapter 1 agency authority notes.
  • Appendices: many appendices explicitly state “not mandatory unless adopted” — an appendix can list standards (e.g., ASTM or UL references) that apply only when the appendix or its sections are adopted for that agency’s projects. Example: Appendix BH (automatic vehicular gates) references ASTM F2200 but appendix adoption is required to make that reference mandatory.

Common mistakes

  • Mistaking the matrix itself for a code adoption: the matrix is an aid, not the regulatory adoption instrument. Always confirm the agency’s actual adoption language.
  • Assuming a listed referenced standard in Part IX applies everywhere: Part IX is a directory; applicability follows adoption of the CRC section that cites the standard.
  • Failing to check the “adopted as amended” notes: an agency may adopt a section but in amended form that changes which standards or limits are enforceable.
  • Overlooking enforcement limits: an agency enforces only to the extent of authority granted by statute (Chapter 1 and agency authority notes).

Worked example — applying the rule with numbers

Scenario: You are designing an automatic vehicular gate at a state‑regulated hospital campus. Appendix BH (Automatic Vehicular Gates) includes the requirement that vehicular gates intended for automation comply with ASTM F2200—20 (see BH103.1 / BH104.1). The Appendix text (BH103.1 / BH104.1) and referenced‑standard entry are in the CRC.

Step 1 — Check the matrix for your agency: suppose OSHPD column shows X for CHAPTER BH (meaning OSHPD adopted the entire appendix). The matrix therefore makes the appendix provisions (including the ASTM F2200 requirement) mandatory for OSHPD projects. (Matrix example entries are explained in the code; the table shows X means “Adopt entire chapter.”)

Step 2 — Result: Because OSHPD adopted BH entirely, your gate design must comply with ASTM F2200—20. If OSHPD had not adopted BH (no X) or had only adopted BH103.2 (gate openers) but not BH103.1, then the ASTM F2200 requirement would not be mandatory for OSHPD projects (it might still be a recommended standard but not an enforceable requirement). The appendix language that appendices are “not mandatory unless adopted” supports this.

Numeric illustration (simple):

  • If matrix shows X for BH under OSHPD → ASTM F2200 is mandatory for 100% of OSHPD‑regulated vehicular gate installations on OSHPD sites.
  • If matrix shows no X (not adopted) → ASTM F2200 is not mandatory for OSHPD projects (0% mandatory) though it remains listed in the appendix’s referenced-standards table.

    1.11.2.3 More restrictive fire and panic safety building standards.

    1.11.2.3.1 Any fire protection district organized pursuant to Health and Safety Code Part 2.7 (commencing with Section 13800) of Division 12 may adopt building standards relating to fire and panic safety that are more stringent than those building standards adopted by the State Fire Marshal and contained in the California Building Standards Code. For these purposes, the district board shall be deemed a legislative body and the district shall be deemed a local agency. Any changes or modifications that are more stringent than the requirements published in the California Building Standards Code relating to fire and panic safety shall be subject to Section 1.1.8.1.

    1.11.2.3.2 Any fire protection district that proposes to adopt an ordinance pursuant to this section shall, not less than 30 days prior to noticing a proposed ordinance for public hearing, provide a copy of that ordinance, together with the adopted findings made pursuant to Section 1.11.2.3.1, to the city, county, or city and county where the ordinance will apply. The city, county, or city and county may provide the district with written comments, which shall become part of the fire protection district’s public hearing record.

    1.11.2.3.3 The fire protection district shall transmit the adopted ordinance to the city, county, or city and county where the ordi- nance will apply. The legislative body of the city, county, or city and county may ratify, modify or deny an adopted ordinance and transmit its determination to the district within 15 days of the determination. Any modification or denial of an adopted ordinance shall include a written statement describing the reasons for any modifications or denial. No ordinance adopted by the district shall be effective until ratification by the city, county, or city and county where the ordinance will apply. Upon ratification of an adopted ordinance, the city, county or city and county shall file a copy of the findings of the district, and any findings of the city, county, or city and county, together with the adopted ordinance expressly marked and identified to which each finding refers, in accordance with Section 1.1.8.1(3).

    1.11.2.4 Request for alternate means of protection. Requests for approval to use an alternative material, assembly or materials, equipment, method of construction, method of installation of equipment or means of protection shall be made in writing to the enforcing agency by the owner or the owner’s authorized representative and shall be accompanied by a full statement of the condi- tions. Sufficient evidence or proof shall be submitted to substantiate any claim that may be made regarding its conformance. The enforcing agency may require tests and the submission of a test report from an approved testing organization as set forth in Title 19, California Code of Regulation, to substantiate the equivalency of the proposed alternative means of protection.

    When a request for alternate means of protection involves hazardous materials, the authority having jurisdiction may consider implementation of the findings and recommendations identified in a Risk Management Plan (RMP) developed in accordance with Title 19, Division 5, Chapter 2, Article 3.

    Approval of a request for use of an alternative material, assembly of materials, equipment, method of construction, method of installation of equipment or means of protection made pursuant to these provisions shall be limited to the particular case covered by request and shall not be construed as establishing any precedent for any future request.

    Format of the California Matrix Adoption Tables

    The matrix adoption tables, examples of which follow, are non-regulatory aids intended to show the user which state agencies have adopted and/or amended given sections of the model code. An agency's statutory authority for certain occupancies or building applications determines which chapter or section may be adopted, repealed, amended or added. See Chapter 1, Division I, Sections 1.2 through 1.14 for agency authority, building applications and enforcement responsibilities.

    The side headings identify the scope of state agencies’ adoption as follows:

    Adopt the entire IRC chapter without state amendments.

    If there is an “X” under a particular state agency’s acronym on this row; this means that particular state agency has adopted the entire model code chapter without any state amendments.

    BH101.1 General. The provisions of this appendix shall control the design and construction of automatic vehicular gates installed on the lot of a one- or two-family dwelling.

    SECTION BH102—DEFINITION

    BH102.1 General. The following term shall, for the purposes of this appendix, have the meaning shown herein.

    VEHICULAR GATE. A gate that is intended for use at a vehicular entrance or exit to the lot of a one- or two-family dwelling, and that is not intended for use by pedestrian traffic.

    SECTION BH103—AUTOMATIC VEHICULAR GATES

    BH103.1 Vehicular gates intended for automation. Vehicular gates intended for automation shall be designed, constructed and installed to comply with the requirements of ASTM F2200.

    6 WALL CONSTRUCTION

    About this chapter: Chapter 6 contains prescriptive provisions for the design and construction of walls. The wall construction covered in Chapter 6 consists of five different types: wood framed, cold-formed steel framed, masonry, concrete and structural insulated panel (SIP). The primary concern of this chapter is the structural integrity of wall construction and transfer of all imposed loads to the supporting structure.

    SECTION R601—GENERAL

    R601.1 Application. The provisions of this chapter shall control the design and construction of walls and partitions for buildings.

    1. The city, county, or city and county shall obtain California Energy Commission approval for any energy- related ordinances consistent with Public Resources Code Section 25402.1(h)(2) and Title 24, Part 1, Section 10-106. Local governmental agencies may adopt and enforce energy standards for newly constructed buildings, additions, alterations and repairs, provided the California Energy Commission finds that the standards will require buildings to be designed to consume no more energy than permitted by Part 6. Such local standards include, but are not limited to, adopting the requirements of Part 6 before their effective date, requiring additional energy conservation measures, or setting more stringent energy budgets.

    101.8 Alternate materials, designs and methods of construction. The provisions of this code are not intended to prevent the use of any alternate material, appliance, installation, device, arrangement, method, design or method of construction not specifically prescribed by this code, provided that any such alternative has been approved. An alternate shall be approved on a case-by-case basis where the enforcing agency finds that the proposed alternate is satisfactory and complies with the intent of the provisions of this code and is at least the equivalent of that prescribed in this code in planning and design, energy, water, material conservation and resource efficiency, environmental air quality, performance, safety and the protection of life and health. Consideration and compliance provisions for occupancies regulated by adopting state agencies are found in the sections listed below.

    1. Section 1.2.3 in the California Building Code (CBC) for the California Building Standards Commission.
    2. Section 104.2.3 in the California Building Code (CBC) for the Division of the State Architect.

    ADMINISTRATION

    101.9 Effective date of this code. Only those standards approved by the California Building Standards Commission that are effective at the time an application for a building permit is submitted shall apply to the plans and specifications for, and to the construction performed under, that permit. For the effective dates of the provisions contained in this code, see the appropriate application checklist and the History Note page of this code.

    101.10 Mandatory requirements. This code contains both mandatory and voluntary green building measures. Mandatory and voluntary measures are identified in the appropriate application checklist contained in this code.

    101.11 Effective use of this code. The following steps shall be used to establish which provisions of this code are applicable to a specific occupancy:

    1. Establish the type of occupancy.
    2. Verify which state agency has authority for the established occupancy by reviewing the authorities list in Sections 103 through 106.
    3. Once the appropriate agency has been identified, find the chapter which covers the established occupancy.
    4. The Matrix Adoption Tables at the beginning of Chapters 4 and 5 identify the mandatory green building measures necessary to meet the minimum requirements of this code for the established occupancy.
    5. Voluntary tier measures are contained in Appendix Chapters A4 and A5. A checklist containing each green building measure, both required and voluntary, is provided at the end of each appendix chapter.

    Structures with multiple occupancies or uses shall comply with Section 508 of the California Building Code. Where a struc-_ ture is proposed for a purpose that is not specifically provided for in this code, such structure shall be classified in the group that the occupancy most nearly resembles, according to the fire safety and relative hazard involved in accordance with this code or the Cali- fornia Building Code.

    Note: Live/work units complying with the requirements of Section 508.5 of the California Building Code are classified as a Group R-2 occupancy and are permitted to be constructed as one- and two-family dwellings or townhouses in accordance with this code.

    1.1.3.1.1 Utility and Miscellaneous Group U. Buildings and structures of an accessory character and miscellaneous structures not classified in any specific occupancy shall be constructed, equipped and maintained to conform to the requirements of this code commensurate with the fire and life hazard incidental to their occupancy.     1.1.3.2 Regulated buildings, structures and applications. The model code, state amendments to the model code and/or state amendments where there are no relevant model code provisions shall apply to detached one- and two-family dwellings, lodging houses, live/work units, townhouses and structures accessory thereto.     R109.1.1 Foundation inspection. Inspection of the foundation and footings shall be made after poles or piers are set or trenches or basement areas are excavated and any required forms erected and any required reinforcing steel is in place and supported prior to the placing of concrete. The foundation or footings inspection shall include excavations for thickened slabs intended for the support of bearing walls, partitions, structural supports, or equipment and special requirements for wood foundations. Mate- rials for the foundation shall be on the job site except where concrete is ready-mixed in accordance with ASTM C94. Under this circumstance, concrete is not required to be at the job site.

    R109.1.1.1 Concrete slab and under-floor inspection. Concrete slab and under-floor inspections shall be made after in-slab or under-floor reinforcing steel and building service equipment, conduits, piping or other ancillary building trade products or equip- ment are installed, but before any concrete is placed or floor sheathing is installed, including the subfloor.

    R109.1.2 Plumbing, mechanical, gas and electrical systems inspection. Rough inspection of plumbing, mechanical, gas and electrical systems shall be made prior to covering or concealment, before fixtures or appliances are set or installed, and prior to framing inspection.

    Exception: Backfilling of ground-source heat pump loop systems tested in accordance with the California Mechanical Code prior to inspection shall be permitted.

    R109.1.3 Floodplain inspections. For construction in flood hazard areas as established by Table R301.2, upon placement of the lowest floor, including basement, and prior to further vertical construction, the building official shall require submission of documentation, prepared and sealed by a registered design professional, of the elevation of the lowest floor, including basement, required in Section R306.

    It is important to understand that the IRC contains coverage for what is conventional and common in residential construction practice. While the IRC will provide all of the needed coverage for most residential construction, it might not address construction practices and systems that are atypical or rarely encountered in the industry. Therefore, the IRC contains several references to other codes either as an alternative to the provisions of the IRC or where the IRC lacks coverage for a particular type of structure, design, system, appliance or method of construction. In other words, the IRC is meant to be all inclusive for typical residential construction and it relies on other codes only where alternatives are desired or where the code lacks coverage for the uncommon aspect of residential construction. Of course, the IRC constantly evolves to address new technologies and construction practices that were once uncommon, but are now common.

    The IRC is unique in that much of it, including Chapters 3 through 9 and Chapters 34 through 43, is presented in an ordered format that is consistent with the normal progression of construction, starting with the design phase and continuing through the final trimout phase. This is consistent with the “cookbook” philosophy of the IRC.

    Arrangement and Format of the 2025 CRC

    The CRC is divided into nine main parts, specifically: Part I—Administrative, Part II—Definitions, Part III—Building Planning and Construction, Part IV—Energy Conservation, Part V—Mechanical, Part VI—Fuel Gas, Part VII—Plumbing, Part VIII—Electrical and Part IX—Referenced Standards. Parts IV through VIII of IRC are not adopted in California and replaced with references to appropriate parts of Title 24. The following provides a brief description of the content of each chapter and appendix of the CRC:

    Chapter 1 Scope and Administration.

    Chapter 1 establishes the limits of applicability of the code and describes how the code is to be applied and enforced. The provisions of Chapter 1 establish the authority and duties of the code official appointed by the authority having jurisdiction and also establish the rights and privileges of the design professional, contractor and property owner.

    Chapter 2 Definitions.

    Chapter 2 is the repository of the definitions of terms used in the body of the code. The user of the code should be familiar with and consult this chapter because the definitions are essential to the correct interpretation of the code and because the user may not be aware that a term is defined.

    Chapter 3 Building Planning.

    Chapter 3 provides guidelines for a minimum level of structural integrity, life safety, fire safety and livability for inhabitants of dwelling units regulated by this code. Chapter 3 is a compilation of the code requirements specific to the building planning sector of the design and construction process. This chapter sets forth code requirements dealing with light, ventilation, sanitation, minimum room size, ceiling height and environmental comfort. Chapter 3 establishes life-safety provisions including limitations on glazing used in hazardous areas, specifications on stairways, use of guards at elevated surfaces, window and fall protection, and rules for means of egress. Snow, wind and seismic design live and dead loads and flood-resistant construction, as well as solar energy systems are addressed in this chapter.

    R107.4 Termination of approval. The building official is authorized to terminate such permit for a temporary structure or use and to order the temporary structure or use to be discontinued.

    SECTION R108—FEES

    R108.1 Payment of fees. A permit shall not be valid until the fees prescribed by law have been paid, nor shall an amendment to a permit be released until the additional fee, if any, has been paid.

    R108.2 Schedule of permit fees. On buildings, structures, electrical, gas, mechanical and plumbing systems or alterations requiring a permit, a fee for each permit shall be paid as required, in accordance with the schedule as established by the applicable governing authority.

    R108.3 Building permit valuations. Building permit valuation shall include total value of the work for which a permit is being issued, such as electrical, gas, mechanical, plumbing equipment and other permanent systems, including materials and labor.

    R108.5 Refunds. The building official is authorized to establish a refund policy.

Frequently asked questions

Who decides whether a referenced standard in the CRC is mandatory for my project?

The state agency that has statutory authority for your occupancy decides by adoption. Use the Matrix Adoption Table to see whether that agency adopted the CRC chapter/section or appendix that cites the standard; only adopted sections make the referenced standard mandatory.

If a referenced standard appears in Part IX, does it automatically apply?

No. Part IX lists referenced standards; those standards apply only to CRC sections that are actually adopted for your project. Confirm adoption via the matrix and the agency’s adoption text.

Are appendices mandatory?

No — many appendices state they are “not mandatory unless specifically adopted by a state agency or referenced in the adopting ordinance.” Check the matrix to see if your agency adopted the appendix.

The matrix shows “adopt as amended” — what now?

If an agency adopted a chapter “as amended,” you must read that agency’s amendments (the code will list which sections are state‑amended). The amended text controls for that agency’s regulated work.
