CPC · California Plumbing Code

Which referenced standards apply to different fixture materials and fittings?

Summary: The CPC requires fixtures and fittings to conform to the specific standards listed in Table 1701.1 (made part of the code by **§ 1701.1**). To pick the correct standard, find the fixture material or fitting type in Table 1701.1 (e.g., ceramic = ASME A112.19.2, stainless steel = ASME A112.19.3, supply fittings = ASME A112.18.1, waste fittings = ASME A112.18.2), and install only products that are third‑party listed and properly marked as required by **§ 301.2 / § 301.2.1**. If a product or material is not listed in the table you must get AHJ approval under § 301.2.2.

What the code requires — plain English

The California Plumbing Code makes the standards listed in Table 1701.1 part of the code and requires that fixtures, fixture fittings and materials conform to the applicable referenced standard(s) shown there; the application of those standards is governed by § 1701.1 (Table 1701.1) and the general standards rules in § 301.2 / § 301.2.2. § 407.1, § 408.1, and § 409.1 are the chapter sections that reference fixture material standards for many plumbing fixtures (see Table 1701.1 entries).

The most important rule: use the standard listed in Table 1701.1 for the fixture material or fitting you are installing, and install only third‑party listed products that are marked as required by the applicable standard and listing agency (see § 1701.1 and § 301.2).

Requirements in detail

Short version: consult Table 1701.1 to map a fixture material or fitting type to the specific national/consensus standard the CPC requires. The Table lists the standard number, its title, the application category (Fixtures or Fittings), and the CPC section(s) that reference that standard (for example § 407.1, § 408.1, § 409.1).

How to read the rule (where to look)

  • § 1701.1 tells you Table 1701.1 contains the referenced standards and that those standards are part of the code. Always start with Table 1701.1 for the mapping.
  • § 301.2 requires materials, fixtures and devices to be third‑party listed to the referenced standards. Markings and listing are required as specified in § 301.2.1.
  • For specific fixture installations check the chapter/section that applies to that fixture (many fixture material standards are listed against § 407.1, § 408.1, § 409.1 in Table 1701.1).

Quick reference table — common fixture materials and the standards the CPC points you to

Fixture material / fitting Common standard (example) Application (decision factor) Code Reference

Stainless‑steel fixtures ASME A112.19.3 / CSA B45.4 Use for stainless steel sinks, tubs, lavs § 407.1, § 408.1, § 409.1 (Table 1701.1)
Plastic fixtures (toilet bowls, lavs, shower pans) CSA B45.5 / IAPMO Z124 Use for molded plastic plumbing fixtures § 407.1, § 408.1, § 409.1 (Table 1701.1)
Glass plumbing fixtures CSA B45.11 / IAPMO Z401 Use for glass fixture products § 407.1 (Table 1701.1)
Aluminum and copper plumbing fixtures CSA B45.12 / IAPMO Z402 Use for aluminum or copper‑made fixtures § 407.1, § 408.1, § 409.1 (Table 1701.1)
Terrazzo / concrete / natural stone fixtures CSA B45.8 / IAPMO Z403 Use for cast terrazzo / stone fixtures § 407.1, § 420.1 (Table 1701.1)
Supply fittings (faucets, integral backflow fittings) ASME A112.18.1 / CSA B125.1 Use for faucet performance, backflow‑integrated fittings § 408.4, § 417.x, § 603.5.20 (Table 1701.1)
Waste fittings (strainers, tailpieces) ASME A112.18.2 / CSA B125.2 or ASTM F409 Use for performance of waste fittings and above‑ground DWV § 404.1, § 408.5 (Table 1701.1; § 404.1)
Notes: Table 1701.1 is authoritative for which standard applies to each material/fitting; the examples above are the common mappings listed in that Table.

Important cross‑references that change the application

  • Standards listed in Table 1701.1 are “part of the requirements” and are applied as the referenced CPC sections specify — see § 1701.1.
  • The general rules about standards and marked/listed products are in § 301.2 / § 301.2.1 / § 301.2.2 — these control third‑party listing, markings, and which portion of a multi‑grade standard applies.

Exceptions & special cases

  • The code allows the Authority Having Jurisdiction (AHJ) to approve materials or designs not specifically listed when evidence of adequacy is provided — see § 301.2.2. If a standard covers multiple grades or options, only the applicable portion is required unless the AHJ approves otherwise.
  • Some adoption matrices (state agencies) do not adopt all Uniform Plumbing Code sections; check local adoption notes and the Table 1701.2 adoption flags in the code volume. The state agency adoption notes appear with Table 1701.1.
  • For repairs in existing buildings, the California Existing Building Code cross‑references CPC requirements for materials; for example, Existing Building Code § 408.1 states that plumbing materials used in repairs must not be prohibited by the CPC and that repaired systems comply with CPC and CALGreen where applicable. (This is a bridge between repair work requirements and the CPC standards.)

If you need the literal text of § 407.1, § 408.1 or § 409.1 as printed in the CPC body (not only referenced in Table 1701.1), that specific section text was not located in the retrieved excerpt set; Table 1701.1, however, explicitly links the fixture standards to those sections and § 1701.1 explains Table 1701.1’s legal effect.

Common mistakes

  • Installing a fixture because it “looks like” the right material without verifying the product is third‑party listed to the applicable standard (violates § 301.2 and § 1701.1 expectations).
  • Confusing a fitting standard with a fixture material standard (e.g., using a supply‑fitting standard when a fixture material standard is required). Always check Table 1701.1 for the correct standard mapping.
  • Failing to check marking/labeling — the code requires manufacturer marking and listing information per § 301.2.1. Field marking by installers is not a substitute.
  • Overlooking the AHJ authority: some specialty materials or alternate designs need AHJ approval under § 301.2.2.

Worked example — concrete scenario

Scenario: You are replacing a wall‑mounted lavatory in a commercial restroom and want to select the correct product and fittings.

  1. Identify the fixture material: the lavatory is vitreous china (ceramic). Table 1701.1 shows ASME A112.19.2 / CSA B45.1 is the standard for ceramic plumbing fixtures and that standard is referenced by § 407.1, § 408.1, § 409.1 (see Table 1701.1). Confirm the lavatory is third‑party listed to ASME A112.19.2 / CSA B45.1.

  2. Select waste fitting: Table 1701.1 and § 404.1 indicate waste fittings must comply with ASME A112.18.2 / CSA B125.2 or ASTM F409 for aboveground drainage. Choose a drain/waste assembly listed to ASME A112.18.2.

  3. Verify markings and listing: The product must carry the required listing/mark and the manufacturer name per § 301.2.1. If it lacks the required marking or third‑party listing, do not accept it.

  4. If the lavatory has an integral special material (e.g., a decorative stone rim), check whether CSA B45.8 (stone fixtures) or another standard applies — Table 1701.1 lists terrazzo/stone standards where applicable. If in doubt, get AHJ approval per § 301.2.2.

Numeric check example: before install, verify the waste fitting size matches the lavatory outlet and is listed per ASME A112.18.2. If the lavatory outlet is 1‑1/4" NPT tailpiece, use a listed 1‑1/4" waste fitting per the standard. (Standards and nominal sizes in Table 1701.1 and the referenced fixture sections govern acceptable configurations.)

    CHAPTER 3

    GENERAL REGULATIONS

    301.0 General.

301.1 Applicability. This chapter shall govern the general requirements, not specific to other chapters, for the installation of plumbing systems. 301.2 Minimum Standards. Pipe, pipe fittings, traps, fixtures, material, and devices used in a plumbing system shall be listed (third-party certified) by a listing agency (accredited conformity assessment body) as complying with the approved applicable recognized standards referenced in this code, and shall be free from defects. Unless otherwise provided for in this code, materials, fixtures, or devices used or entering into the construction of plumbing systems, or parts thereof shall be submitted to the Authority Having Jurisdiction for approval prior to being installed. 301.2.1 Marking. Each length of pipe and each pipe fitting, trap, fixture, material, and device used in a plumbing system shall have cast, stamped, or indelibly marked on it any markings required by the applicable referenced standards and listing agency, and the manufacturer’s mark or name, which shall readily identify the manufacturer to the end user of the product. Where required by the approved standard that applies, the product shall be marked with the weight and the quality of the product. Materials and devices used or entering into the construction of plumbing and drainage systems, or parts thereof shall be marked and identified in a manner satisfactory to the Authority Having Jurisdiction. Such marking shall be done by the manufacturer. Field markings shall not be acceptable.

Exception: Markings shall not be required on nipples created from cutting and threading of approved pipe.

301.2.2 Standards. Standards listed or referred to in this chapter or other chapters cover materials that will conform to the requirements of this code, where used in accordance with the limitations imposed in this or other chapters thereof and their listing. Where a standard covers materials of various grades, weights, quality, or configurations, the portion of the listed standard that is applicable shall be used.

Frequently asked questions

Which single place in the CPC tells me what standard applies to a given fixture material?

Table 1701.1 is the master mapping; § 1701.1 says the standards in Table 1701.1 are part of the code and list what standard applies to each fixture material/fitting.

Can I install a fixture that meets a different but similar standard?

Only with the AHJ’s approval. The CPC requires products be listed to the applicable referenced standard or otherwise authorized by the AHJ under § 301.2.2.

Do fittings (like faucets and drains) reference different standards than fixture bodies?

Yes. Fixture bodies (ceramic, stainless, etc.) are covered by fixture standards (ASME/CSA B45.x entries in Table 1701.1). Supply fittings and waste fittings are covered by separate ASME A112.18.x / CSA B125.x or other standards; check Table 1701.1 and the specific fixture section (e.g., § 404.1 for waste fittings).

What if a product is not marked with a listing or manufacturer name?

Per § 301.2.1 the product must be marked as required by the referenced standard and listing agency; unmarked products are not acceptable unless the AHJ allows otherwise.

Where do I find the exact text of a referenced standard?

Table 1701.1 lists the standard number and title; obtain the full standard text from the standards organization (ASME, CSA, ASTM, IAPMO, etc.). Table 1701.1 and § 1701.1 tell you which standard to obtain and require compliance.
