What are the quality and listing requirements for plumbing fixtures?
The California Plumbing Code requires fixtures to be made of dense, durable, non‑absorbent materials with smooth, impervious surfaces and to be third‑party **listed** to the applicable standard; each product must bear manufacturer markings and meet specific standards for material types (e.g., NSF/ANSI 14 for many plastics). What the code requires — 2-4 sentences
Plumbing fixtures must be made of dense, durable, non‑absorbent materials with smooth, impervious surfaces and no unnecessary concealed fouling surfaces — in short, built to resist contamination and wear (§ 401.2) . Materials, fixtures and devices used in a plumbing system must be listed (third‑party certified) to the applicable recognized standards and be free from defects; unlisted products require prior approval by the Authority Having Jurisdiction (AHJ) (§ 301.2) . Products must also be marked so the manufacturer and applicable standard can be identified on the product itself (§ 301.2.1) .
The single most important rule: fixtures must be both physically suitable (dense, durable, non‑absorbent, smooth) and third‑party listed to an applicable standard — or approved by the AHJ — before installation. (§ 401.2; § 301.2)
Requirements in detail
1) Basic material and manufacturing quality
- Defined requirement: fixtures shall be constructed of dense, durable, non‑absorbent materials with smooth, impervious surfaces, and be free from unnecessary concealed fouling surfaces — i.e., surfaces or cavities that trap dirt and microbes (§ 401.2) .
- Practical effect: ceramic, vitreous china, listed plastics, stainless and approved composite materials are typical compliant choices; porous or flaky materials are not.
2) Listing (third‑party certification) and approval
- Listed (third‑party certified) to applicable recognized standards is required for pipe, fittings, traps, fixtures, materials and devices used in a plumbing system (§ 301.2) .
- If a material or product is not expressly provided for in the code it must be submitted to the AHJ for approval before installation (§ 301.2) .
3) Marking and identification
- Each piece — pipe, fitting, trap, fixture, material or device — must have the markings required by the referenced standard and the manufacturer’s mark or name so the manufacturer is identifiable to the end user (§ 301.2.1) .
- Field markings (marking after installation) are not acceptable; marking must be applied by the manufacturer. Exception: nipples cut and threaded from approved pipe need not be marked (§ 301.2.1) .

Exceptions & special cases
- Marking exception: nipples cut and threaded from approved pipe need not be individually marked (§ 301.2.1) .
- Existing buildings: the AHJ may permit deviations from the code for repairs, alterations or renovations in existing buildings where appropriate, provided health and safety are preserved — this is discretionary, not automatic (§ 301.2.5) .
- Standards scope: where a referenced standard covers many grades/configurations, only the applicable portion applies; for novel materials the AHJ can approve after being satisfied of adequacy (§ 301.2.2) .

Common mistakes
- Installing a fixture or piping product that is not listed/third‑party certified and failing to obtain AHJ approval first (violates § 301.2) .
- Accepting products with only partial or illegible markings, or relying on field labels instead of manufacturer markings (§ 301.2.1) .
- Assuming all plastic pipe meets code — only plastic pipe conforming to NSF/ANSI 14 (unless otherwise listed) is acceptable for non‑gas applications (§ 301.2.3) .
- Choosing materials that appear non‑porous but have concealed cavities or rough surfaces that trap contaminants — these violate § 401.2 .

Scenario: You are specifying a new wall‑mounted lavatory for a commercial restroom.
- Material/quality check:
- Confirm the lavatory material is dense, durable, non‑absorbent, and has smooth, impervious surfaces (meets § 401.2) .
- Listing check:
- The product data sheet states the lavatory is third‑party listed to CSA B45.5 / IAPMO Z124 (a plastic fixture standard referenced in Table 1701.1). That satisfies the listed requirement of § 301.2 (product must be listed to an applicable standard) file.
- Marking check:
- Verify the physical lavatory bears the manufacturer’s name/mark and the standard designation (e.g., “IAPMO Z124”) stamped or molded on the unit per § 301.2.1. If the marking is missing, the AHJ may not accept the product without further proof or approval .
- Pipe/fittings compatibility:
- If using plastic drain/fixture connections, ensure the plastic pipe and fittings used comply with NSF/ANSI 14 as required by § 301.2.3 — otherwise specify an approved alternative or get AHJ approval .
- If the product were unlisted:

402.0 Installation.
402.1 Cleaning. Plumbing fixtures shall be installed in a manner to afford easy access for repairs and cleaning. Pipes from fixtures shall be run to the nearest wall.
402.2 Joints. Where a fixture comes in contact with the wall or floor, the joint between the fixture and the wall or floor shall be made watertight.
402.3 Securing Fixtures. Floor-outlet or floor-mounted fixtures shall be rigidly secured to the drainage connection and to the floor, where so designed, by screws or bolts of copper, copper alloy, or other equally corrosion-resistant material.

PLUMBING FIXTURES AND FIXTURE FITTINGS

Unless otherwise provided for in this code, materials, fixtures, or devices used or entering into the construction of plumbing systems, or parts thereof shall be submitted to the Authority Having Jurisdiction for approval prior to being installed. 301.2.1 Marking. Each length of pipe and each pipe fitting, trap, fixture, material, and device used in a plumbing system shall have cast, stamped, or indelibly marked on it any markings required by the applicable referenced standards and listing agency, and the manufacturer’s mark or name, which shall readily identify the manufacturer to the end user of the product. Where required by the approved standard that applies, the product shall be marked with the weight and the quality of the product. Materials and devices used or entering into the construction of plumbing and drainage systems, or parts thereof shall be marked and identified in a manner satisfactory to the Authority Having Jurisdiction. Such marking shall be done by the manufacturer. Field markings shall not be acceptable.
Exception: Markings shall not be required on nipples created from cutting and threading of approved pipe.
301.2.2 Standards. Standards listed or referred to in this chapter or other chapters cover materials that will conform to the requirements of this code, where used in accordance with the limitations imposed in this or other chapters thereof and their listing. Where a standard covers materials of various grades, weights, quality, or configurations, the portion of the listed standard that is applicable shall be used. Design and materials for special conditions or materials not provided for herein shall be permitted to be used by special permission of the Authority Having Jurisdiction after the Authority Having Jurisdiction has been satisfied as to their adequacy. A list of plumbing standards that appear in specific sections of this code is referenced in Table 1701.1. Standards referenced in Table 1701.1 shall be applied as indicated in the applicable referenced section. A list of additional approved standards, publications, practices, and guides that are not referenced in specific sections of this code appear in Table 1701.2. An IAPMO Installation Standard is referenced in Appendix I for the convenience of the users of this code. It is not considered as a part of this code unless formally adopted as such by the Authority Having Jurisdiction.
301.2.3 Plastic Pipe, Plastic Pipe Fittings, and Components. Plastic pipe, plastic pipe fittings, and components other than those for gas shall comply with NSF/ANSI 14.
301.2.4 Cast-Iron Soil Pipe, Fittings, and Hubless Couplings. Cast-iron soil pipe, fittings, and hubless couplings shall be third party certified in accordance with ASTM C1277 and CISPI 310 for couplings and ASTM A888, ASTM A74, and CISPI 301 for pipes and fittings. 301.2.5 Existing Buildings. In existing buildings or premises in which plumbing installations are to be altered, repaired, or renovated, the Authority Having Jurisdiction has discretionary powers to permit deviation from the provisions of this code, provided that such proposal to deviate is first submitted for proper determination in order that health and safety requirements, as they pertain to plumbing, shall be observed.

301.2.2 Standards. Standards listed or referred to in this chapter or other chapters cover materials that will conform to the requirements of this code, where used in accordance with the limitations imposed in this or other chapters thereof and their listing. Where a standard covers materials of various grades, weights, quality, or configurations, the portion of the listed standard that is applicable shall be used.

Chapter 1 Administration.
Chapter 1 regulates the application, enforcement, and administration of subsequent requirements of the code. As well as establishing the scope of the code, this chapter is concerned with enforcing the requirements contained in the body of the code. A plumbing code, as with any other code, is intended to be adopted as a legally enforceable document to safeguard health, safety, property, and public welfare. The code cannot be effective without satisfactory provisions for its administration and enforcement. The Authority Having Jurisdiction is to review the proposed and completed work and to decide whether a plumbing system conforms to the code requirements. As a public servant, the Authority Having Jurisdiction enforces the code in an unbiased, proper manner. The design professional is responsible for the design of a safe plumbing system. The contractor is responsible for installing the system in accordance with the plans.
Chapter 2 Definitions.
To maintain consistency and encourage the use of common terminology, Chapter 2 establishes definitions to provide clarity of terms and promote the use of a common language throughout the code. Understanding definitions within the context of their application enables greater collaboration, efficiency, standardization, and interpretation in applying and enforcing terms used throughout the code. Codes are technical documents, and every term can impact the meaning of the code text. Terms not defined have a normally accepted meaning.
Chapter 3 General Regulations.
Chapter 3 regulates the general requirements, not specific to other chapters, for installing plumbing systems. Many regulations are not specific plumbing requirements but relate to the overall plumbing system. This chapter contains safety requirements for installing plumbing and also contains nonplumbing requirements for identifying pipes, pipe fittings, traps, fixtures, materials, and devices used in plumbing systems. Listing method of approval, based on applicable nationally recognized standards, for the safe and proper installation of plumbing systems, is essential to ensure the protection of public health, safety, and welfare. The safety requirements provide protection for piping, material, and structures, with provisions for installation practices, removing stress and strain of the pipe, sleeving, and hanger support. The building’s structural stability is protected by the regulations for cutting and notching of structural members.

Ventilation air provides cooling for the appliance casing and internal controls. Inadequate ventilation of the space in which an appliance is installed can result in increased surrounding temperatures that stress the appliance itself or other appliances in the vicinity.

FORMAT OF THE UNIFORM PLUMBING CODE
Chapter 6 Water Supply and Distribution.
Chapter 6 regulates the design, material, and installation of water supply and distribution systems, including residential fire sprinklers. The water supply and distribution system is designed to achieve the correct water pressure and flow rates and avoid cross-connections. For fixtures to perform properly, an acceptable supply of potable water is essential to their operation and use. Cross-connections and backflow are ranked as the highest priority because of the long history of recognized health risks posed by cross-connections, outbreaks, or cases of waterborne disease. Piping materials and components are evaluated for their possible effect on the potable water with which they are in contact. The intent is to control the potential adverse health effects produced by indirect additives, products, and materials that come in contact with potable water. When selecting materials for water supply and distribution systems, consider water pressure, water temperature, compatibility with the water supply, durability, support, and sustainability.
CPC § 101.3.2 High relevance — show source text
** No permit for a rainwater catchment system requiring a permit shall be issued until complete plumbing plans, with data satisfactory to the Authority Having Jurisdiction, have been submitted and approved. No changes or connections shall be made to either the rainfall catchment or the potable water system within a site containing a rainwater catchment water system without approval by the Authority Having Jurisdiction. K 101.3.2 System Changes. No changes or connections shall be made to either the rainwater catchment system or the potable water system within a site containing a rainwater catchment system requiring a permit without approval by the Authority Having Jurisdiction. K 101.4 Product and Material Approval. System components shall be properly identified as to the manufacturer. K 101.4.1 Plumbing Materials and Systems. Pipe, pipe fittings, traps, fixtures, material, and devices used in a potable rainwater system shall be listed or labeled (thirdparty certified) by a listing agency (accredited conformity assessment body) and shall be in accordance with approved applicable recognized standards referenced within this code, and shall be free from defects. Unless otherwise provided for in this appendix, materials, fixtures, or devices used or entering into the construction of plumbing systems, or parts thereof shall be submitted to the Authority Having Jurisdiction for approval.
K 101.5 Maintenance and Inspection. Potable rainwater catchment systems and components shall be inspected and maintained in accordance with Section K 101.5.1 through Section K 101.5.3.
K 101.5.1 Frequency. Potable rainwater catchment systems and components shall be inspected and maintained in accordance with Table K 101.5.1 unless more
frequent inspection and maintenance are required by the manufacturer.
K 101.5.2 Maintenance Log. A maintenance log for potable rainwater catchment systems shall be maintained by the property owner and be available for inspection. The property owner or designated appointee shall ensure that a record of testing, inspection, and maintenance in accordance with Table K 101.5.1 is maintained in the log. The log will indicate the frequency of inspection, and maintenance of each system. A record of the required water quality tests shall be retained for not less than 2 years.
K 101.5.3 Maintenance Responsibility. The required maintenance and inspection of potable rainwater catchment systems shall be the responsibility of the property owner unless otherwise required by the Authority Having Jurisdiction.
K 101.6 Operation and Maintenance Manual. An operation and maintenance manual for potable rainwater catchment systems shall be supplied to the building owner by the system designer. The operating and maintenance manual shall include the following:
(1) Detailed diagram of the entire system and the location of system components.
(2) Instructions for operating and maintaining the system.
(3) Details on maintaining the required water quality as determined by the Authority Having Jurisdiction.
(4) Details on deactivating the system for maintenance, repair, or other purposes.
(5) Applicable testing, inspection, and maintenance frequencies in accordance with Table K 101.5.1.
(6) A method of contacting the manufacturer(s).

water pressure in the on-site treated non-potable gray water supply system within the building exceeds 80 psi (552 kPa), a pressure reducing valve reducing the pressure to 80 psi (552 kPa) or less to water outlets in the building shall be installed.
1506.6 Initial Cross-Connection Test. A cross-connection test is required in accordance with Section 1502.3. Before the building is occupied or the system is activated, the installer shall perform the initial cross-connection test in the presence of the Authority Having Jurisdiction and other authorities having jurisdiction. The test shall be ruled successful by the Authority Having Jurisdiction before final approval is granted. 1506.7 On-Site Treated Nonpotable Gray Water Sys- tem Materials. On-site treated nonpotable gray water supply, and distribution system materials shall comply with the requirements of this code for potable water supply and distribution systems unless otherwise provided for in this section.
1506.8 On-Site Treated Nonpotable Gray Water Devices and Systems. Devices or equipment used to treat on-site treated nonpotable gray water to maintain the minimum water quality requirements determined by the Authority Having Jurisdiction shall be listed and labeled (third-party certified) by a listing agency (accredited conformity assessment body) or approved for the intended application. Devices or equipment used to treat on-site treated nonpotable gray water for use in the water closet and urinal flushing, surface irrigation, and similar applications shall comply with IAPMO IGC 324, NSF/ANSI 350 or approved by the Authority Having Jurisdiction. 1506.9 On-Site Treated Nonpotable Gray Water Sys- tem Color and Marking Information. On-site treated nonpotable gray water systems shall have a colored background and marking information in accordance with Section 601.3 of this code.
1506.10 Design and Installation. The design and installation of on-site treated nonpotable gray water systems shall be in accordance with Section 1506.10.1 through Section 1506.10.6 .
1506.10.1 Listing Terms and Installation Instruc- tions. On-site treated nonpotable gray water systems shall be installed in accordance with the terms of its listing and the manufacturer’s installation instructions. 1506.10.2 Minimum Water Quality. [BSC-CG & HCD 1] On-site treated nonpotable gray water supplied to toilets or urinals or for other uses in which it is sprayed or exposed shall be disinfected. Acceptable disinfection methods shall include chlorination, ultraviolet sterilization, ozone, or other methods as approved by the Authority Having Jurisdiction. The minimum water quality for on-site treated nonpotable gray water systems shall meet the applicable water quality requirements for the intended applications as determined by the public health Authority Having Jurisdiction. In the absence of local water quality requirements for on-site treated nonpotable gray water, the requirements of IAPMO IGC 324 or NSF/ANSI 350 shall apply.

Frequently asked questions
What does “listed” mean in the CPC?
“Listed” means third‑party certified by an accredited listing agency (conformity assessment body) to the applicable recognized standard referenced in the code; the product must carry the marking required by that listing. See § 301.2 and § 301.2.1 .
Can I install an unmarked fixture if the manufacturer provides a data sheet?
No. The CPC requires manufacturer-applied markings on the product; field markings and relying solely on a data sheet are not acceptable. Unmarked or unlisted products must be submitted to the AHJ for approval prior to installation (§ 301.2.1; § 301.2) .
Are all plastic pipes acceptable?
No. Plastic pipe, pipe fittings, and components (other than gas) must comply with NSF/ANSI 14, unless another standard or listing is specifically referenced and applicable (§ 301.2.3) .
What if a repair in an older building uses a different material than the code requires?
For existing buildings the AHJ has discretionary authority to permit deviations for alterations or repairs if health and safety are maintained; you must submit the proposal for AHJ determination per § 301.2.5 .
If a fixture is water‑conserving under CALGreen but not listed in the CPC, which governs?
Listing and material quality requirements of the CPC still apply; the water‑conserving rules (flow limits) can be more restrictive and are addressed in § 401.3 and CALGreen. Always check both the CPC listing/quality rules and applicable water‑efficiency rules when selecting fixtures (§ 401.3) .
