Minimum fixture counts, accessibility, and special fixtures/specialties

This hub summarizes CPC Chapter 4 rules on minimum fixture counts (Table 422.1 and §422.1), accessibility (§403.0 and CBC cross‑references), and special fixtures (§406.0).

Overview

This area of the California Plumbing Code (CPC) sets the minimum number, type, quality, and installation criteria for plumbing fixtures based on occupancy and use. Chapter 4 establishes applicability and general requirements (see §401.1 on applicability and fixture quality) and requires water‑conserving fixtures where applicable . The core compliance tool is Table 422.1, which prescribes minimum plumbing facilities by occupancy and occupant load and is implemented through §422.0–§422.1 and related notes .

Fixture counts are computed from the total occupant load (standard 50/50 male/female basis unless otherwise documented), rounded to whole numbers, and may include all‑gender or single‑use family/assisted‑use fixtures as specified in §422.1 and its subsections . Separate provisions cover accessible plumbing facilities (requirements for persons with disabilities are addressed in §403.0 and cross‑referenced to CBC Chapter 11A/11B where applicable) and the special materials, sinks, and other nonstandard fixtures grouped under §406.0 for specialties and special use fixtures .

Practical compliance therefore requires checking: (1) the occupancy and occupant load, (2) Table 422.1 and the rounding/aggregation rules in §422.1, (3) accessibility mandates in §403.0 and CBC Chapter 11A/11B, and (4) any special‑fixture material or approval requirements in §406.0 before installation or permitting .

The white-shaded cells accept input from the designer. For instance, fixture counts from the given information are entered in Column [B]; the corresponding recommended fixture flow rates are already provided in Column [D]. The flow rates in Column [D] may be reduced only if the manufacturer specifies a lower flow rate for the fixture. Column [E] establishes the upper limits for the flow rates entered into Column

[D]. Clicking the Run Water Demand Calculator button gives 8.5 gpm (0.54 L/s) as the estimated indoor water demand for the whole building. This result appears in the dark gray box FIGURE 1 of the WDC in Figure 2. RESIDENTIAL BUILDING WITH SIX INDOOR FIXTURES

422.1.1 Fixture Calculations. The minimum number of fixtures shall be calculated at 50 percent male and 50 percent female based on the total occupant load. Where information submitted indicates a difference in the distribution

of the sexes such information shall be used to determine the number of fixtures for each sex. Once the occupancy load and occupancy are determined, Table 422.1 shall be applied to determine the minimum number of plumbing fixtures required. Where applying the fixture ratios in Table 422.1 results in fractional numbers, such numbers shall be rounded to the next whole number. For multiple occupancies, fractional numbers shall be first summed and then rounded to the next whole number. Solution: Step 1 of 2 – Find Demand Load for the Build- ing Supply.

The Water Demand Calculator [WDC] in Figure 2 is used to determine the demand load expected from indoor water use. The WDC has white-shaded cells and light gray-shaded cells. The values in the light gray cells are derived from a national survey of indoor water use at homes with efficient fixtures and cannot be changed.

Frequently asked questions

How are minimum fixture counts determined for a building?

Minimum counts are determined from the total occupant load and occupancy classification using Table 422.1; fractional results are rounded up and the default split is 50% male / 50% female unless other distribution is documented (see §422.1 and §422.1.1) .

Where do I find accessibility requirements for fixtures?

Accessible plumbing facility requirements are in §403.0 of the CPC and the CPC directs users to California Building Code Chapter 11A or 11B for detailed accessibility scoping and technical specifications where those chapters apply .

What counts as a “special fixture” or specialty?

Special fixtures and specialties (baptisteries, ornamental fountains, restaurant special‑use sinks, chemical or corrosion‑resistant fixtures, etc.) are regulated under §406.0; many of these require AHJ approval and must meet specified material standards listed in that section .
