Minimum fixture counts, accessibility, and special fixtures/specialties
This hub summarizes CPC Chapter 4 rules on minimum fixture counts (Table 422.1 and §422.1), accessibility (§403.0 and CBC cross‑references), and special fixtures (§406.0).

Overview
This area of the California Plumbing Code (CPC) sets the minimum number, type, quality, and installation criteria for plumbing fixtures based on occupancy and use. Chapter 4 establishes applicability and general requirements (see §401.1 on applicability and fixture quality) and requires water‑conserving fixtures where applicable . The core compliance tool is Table 422.1, which prescribes minimum plumbing facilities by occupancy and occupant load and is implemented through §422.0–§422.1 and related notes .
Fixture counts are computed from the total occupant load (standard 50/50 male/female basis unless otherwise documented), rounded to whole numbers, and may include all‑gender or single‑use family/assisted‑use fixtures as specified in §422.1 and its subsections . Separate provisions cover accessible plumbing facilities (requirements for persons with disabilities are addressed in §403.0 and cross‑referenced to CBC Chapter 11A/11B where applicable) and the special materials, sinks, and other nonstandard fixtures grouped under §406.0 for specialties and special use fixtures .
Practical compliance therefore requires checking: (1) the occupancy and occupant load, (2) Table 422.1 and the rounding/aggregation rules in §422.1, (3) accessibility mandates in §403.0 and CBC Chapter 11A/11B, and (4) any special‑fixture material or approval requirements in §406.0 before installation or permitting .

422.1.1 Fixture Calculations. The minimum number of fixtures shall be calculated at 50 percent male and 50 percent female based on the total occupant load. Where information submitted indicates a difference in the distribution
of the sexes such information shall be used to determine the number of fixtures for each sex. Once the occupancy load and occupancy are determined, Table 422.1 shall be applied to determine the minimum number of plumbing fixtures required. Where applying the fixture ratios in Table 422.1 results in fractional numbers, such numbers shall be rounded to the next whole number. For multiple occupancies, fractional numbers shall be first summed and then rounded to the next whole number. For toilet facilities designed for use by all genders, the minimum number of fixtures shall be the aggregate calculated at 50 percent female and 50 percent male in accordance with Table 422.1. Where all-gender fixtures are provided in addition to separate men’s and women’s facilities, those fixtures shall be included in determining the number of fixtures provided in an occupancy. [BSC & DSA-SS] The substitution of a water closet for each urinal shall be permitted provided the total number of fixtures installed complies with Table 422.1. 422.1.2 Single Use, Family or Assisted-Use Toilet, and Bathing Facilities. Where single use, family or assisted-use toilet, and bathing rooms are required, in applicable building regulations, the facilities shall be installed in accordance with those regulations. Fixtures located in single use, family or assisted-use, and bathing room facilities shall contribute to the total number of required fixtures in accordance with Section 422.1.
422.1.3 [DSA-AC] Effective January 1, 1990, in new construction and those existing facilities which occu- pancy type are listed in Tables 422.1 and 4-4 for public use, which apply for permit to undertake construction, structural alterations, repairs or improvement which exceed 50 percent of the square footage of the entire facility, shall install water closets, urinals, lavatories and drinking fountains as stipulated in Tables 422.1 and 4-4 for public use. Community and/or municipal parks with a bleacher capacity not exceeding 500 seats shall be exempt from the requirements of this section and Tables 422.1 and 4-4. Each bathroom shall comply with Part 2, Chapter 11A and 11B of the California Building Code.
422.1.4 [OSHPD 1, 2, 3, 4 & 5] OSHPD facilities shall also comply with requirements of the California Building Code, Sections 1224, 1225, 1226, 1227 and 1228.
422.2 Separate Facilities. Separate toilet facilities shall be provided for each sex.

Protectors, insulators, or both shall comply with ASME A112.18.9 or ASTM C1822. [HCD 1-AC] Specific requirements regard- ing accommodations for persons with disabilities are contained in Chapter 11A of the California Building Code.
404.0 Waste Fittings and Overflows. 404.1 Waste Fittings. Waste fittings shall comply with ASME A112.18.2/CSA B125.2, ASTM F409 or Table 701.2 for aboveground drainage piping and fittings. 404.2 Overflows. Where a fixture is provided with an overflow, the overflow shall comply with Section 404.2.1 or Section 404.2.2.
404.2.1 Sinks, Lavatories, and Bathtubs. The waste shall be so arranged that the standing water in the fixture shall not rise in the overflow where the stopper is closed or remain in the overflow where the fixture is empty. The overflow pipe from a fixture shall be connected to the house or inlet side of the fixture trap.
404.2.2 Water Closets and Urinals. Overflows on flush tanks shall be permitted to discharge into the water closets or urinals served by them.
405.0 Prohibited Fixtures.
405.1 Prohibited Water Closets. Water closets having an invisible seal or an unventilated space or having walls which are not thoroughly washed at each discharge shall be prohibited. A water closet that might permit siphonage of the contents of the bowl back into the tank shall be prohibited. 405.2 Prohibited Urinals. Trough urinals and urinals with an invisible seal shall be prohibited.
405.3 Miscellaneous Fixtures. Fixed wooden, or tile wash sinks for domestic use shall not be installed in a building designed or used for human habitation. No sheet metal-lined wooden bathtub shall be installed or reconnected. No dry or chemical closet (toilet) shall be installed in a building used for human habitation unless first approved by the Health Officer.

406.0 Special Fixtures and Specialties.
406.1 Water and Waste Connections. Baptisteries, ornamental and lily ponds, aquaria, ornamental fountain basins, and similar fixtures and specialties requiring water, waste connections, or both shall be submitted for approval to the Authority Having Jurisdiction prior to installation.
406.2 Special Use Sinks. Restaurant kitchen and other special use sinks shall be permitted to be made of approvedtype bonderized and galvanized sheet steel of not less than No. 16 U.S. gauge (0.0635 inches) (1.6 mm). Sheet-metal plumbing fixtures shall be adequately designed, constructed, and braced in an approved manner to accomplish their intended purpose.
406.3 Special Use Fixtures. Special use fixtures shall be made of one of the following:
(1) Soapstone
(2) Chemical stoneware
(3) Copper-based alloy
(4) Nickel-based alloy
(5) Corrosion-resistant steel
(6) Other materials suited for the intended use of the fixture
406.4 Zinc Alloy Components. Zinc alloy components shall comply with applicable nationally recognized standards and shall be used in accordance with their listing.
CPC § 420.4 Medium relevance — show source text
420.4 Waste Outlet. Kitchen and laundry sinks shall have a waste outlet and fixture tailpiece not less than 1 [1] ⁄ 2 inches (40 mm) in diameter. Service sinks shall have a waste outlet and fixture tailpiece not less than 2 inches (50 mm) in diameter. Fixture tailpieces shall be constructed from the materials specified in Section 701.2 for drainage piping. Waste outlets shall be provided with an approved strainer.
421.0 Floor Sinks.
421.1 Application. Floor sinks shall comply with ASME A112.6.7.
421.2 Strainers. The waste outlet of a floor sink shall be provided with an approved strainer or grate that is removable and accessible.
422.0 Minimum Number of Required Fixtures. 422.1 Fixture Count. Plumbing fixtures shall be provided for the type of building occupancy and in the minimum number shown in Table 422.1. The total occupant load and occu

PLUMBING FIXTURES AND FIXTURE FITTINGS
Exceptions [Not adopted for OSHPD 1, 2, 3, 4 & 5] : (1) Residential installations. (2) In occupancies with a total occupant load of 10 or less, including customers and employees, one toilet facility, designed for use by no more than one person at a time, shall be permitted for use by both sexes. (3) In business and mercantile occupancies with a total occupant load of 50 or less including customers and employees, one toilet facility, designed for use by no more than one person at a time, shall be permitted for use by both sexes. (4) Separate facilities shall not be required where rooms have fixtures designed for use by both sexes and the water closets are installed in privacy compartments. Urinals shall be located in a privacy compartment [BSC & DSA-SS] , as defined, or separate private area and be visually separated from the remainder of the room. Water closet and urinal compartments shall comply with sections 422.6 and 422.7 respectively. 422.2.1 Single Use Facilities. Single use toilet facilities, bathing facilities, and family or assisted use toilet facilities shall be identified with signage indicating use by either sex. 422.2.2 Family or Assisted-Use Toilet Facilities. Where a separate toilet facility is required for each sex, and each toilet facility is required to have only one water closet, two family or assisted-use toilet facilities shall be permitted in place of the required separate toilet facilities. 422.3 Fixture Requirements for Special Occupancies. Additional fixtures shall be permitted to be required where unusual environmental conditions or referenced activities are encountered. In food preparation areas, fixture requirements shall be permitted to be dictated by health codes. 422.3.1 [OSHPD 1, 2, 3, 4, 5 & 6] Separate toilet facil- ities shall be provided for the use of patients, staff per- sonnel and visitors.

Minimum counts are determined from the total occupant load and occupancy classification using Table 422.1; fractional results are rounded up and the default split is 50% male / 50% female unless other distribution is documented (see §422.1 and §422.1.1) .
