CPC · California Plumbing Code
Which definitions in Chapter 2 apply to my project?
If a word important to your plumbing project appears in Chapter 2 of the California Plumbing Code, you must use that Chapter 2 definition; ordinary words not listed keep their common meanings. Check Chapter 2 (alphabetical list) first and watch for bracketed agency notes that may change applicability.

What the code requires — 2–4 sentences
For any project regulated by the California Plumbing Code, the words and terms that appear in Chapter 2 have the meanings given in that chapter — those meanings govern how the rest of the Code is applied. The Code explicitly says the Chapter 2 definitions apply “for the purpose of this code” and will be used instead of ordinary dictionary meanings where the chapter defines a term (§ 201.1).
If a word or phrase is listed in Chapter 2, use that Chapter 2 meaning for your plumbing project; ordinary words not defined there keep their common meaning unless the code says otherwise. § 201.1 is the controlling rule.
Requirements in detail
Which terms are binding on my project
- If a term appears in Chapter 2, that Chapter 2 definition is the governing meaning for the CPC — use it when interpreting provisions, design requirements, or permit conditions. § 201.1.
- The Code intentionally does not attempt to redefine ordinary words that are used in their normal sense; only terms that the code specifically defines in Chapter 2 get special, code-specific meanings. § 201.1.
How the definitions are organized (for lookup)
- Definitions in Chapter 2 are arranged alphabetically by the first word of the defined term, which makes lookup predictable. § 202.1.
Quick decision table (decision-relevant dimensions)
| Decision question | What to check / possible values | Code reference |
|---|---|---|
| Does Chapter 2 define the term? | Yes → use Chapter 2 definition. No → ordinary meaning applies unless another referenced document defines it. | § 201.1 |
| Are ordinary (dictionary) words redefined? | Generally no; the Code will not redefine ordinary words unless necessary. | § 201.1 |
| Where are definitions listed? | Alphabetically in Chapter 2 (look under the first word of the term). | § 202.1 |
| If a term is defined by another referenced standard or state agency, which definition controls? | Use the definition identified by the Code or the referenced document indicated in the text or bracketed adoption notes. (Where the CPC delegates, check the bracketed agency note next to the definition.) | See Chapter 2 entries (example: agency tags in definitions). |
Practical rules of application
- Always search Chapter 2 first for any term that materially affects compliance (e.g., Accessory Dwelling Unit, Air Gap, Indirect Waste). If found, the Chapter 2 wording controls interpretation and technical application.
- If a definition includes a bracketed agency or footnote (for example, state agency tags in the definition list), that signals limited adoption or special applicability — verify whether your project falls under that adopting agency’s jurisdiction.
Exceptions & special cases
- Ordinary words used in their normal sense are not redefined by the Code; do not assume every technical-sounding word is a defined term (§ 201.1).
- Some definitions include bracketed agency tags or cross-references to other California codes or referenced standards. Where the Code points to another document (or shows an adopting agency), that other source’s definition or the agency’s adoption note may control for projects under that agency’s jurisdiction. The Chapter 2 entries themselves will indicate those cases.
- If a term is not in Chapter 2 but is defined in a referenced code (for example, California Building Code, a referenced standard, or a state agency supplement), you must use the definition in the referenced document where the CPC points you there. The CPC text in Chapter 2 and its entries will indicate when this applies.
Common mistakes
- Assuming every technical word in the CPC is defined — many are ordinary words and keep their normal meanings (§ 201.1).
- Ignoring bracketed agency notes and adopting-agency tables that limit or modify which definitions are adopted for certain state-regulated facilities (e.g., OSHPD, HCD). Those notes matter for projects under those agencies.
- Applying a dictionary or trade definition when the Chapter 2 definition exists — that can lead to incorrect sizing, permitting, or inspections. Always check Chapter 2 first. § 201.1.
Worked example — concrete scenario
Scenario: You are converting an attached garage into an accessory dwelling unit (ADU) and want to know whether the term Accessory Dwelling Unit (ADU) in Chapter 2 applies to code requirements for plumbing fixtures and water service.
Step 1 — Look up the term in Chapter 2: the Chapter 2 entry for Accessory Dwelling Unit appears in the CPC definitions (Chapter 2). Because it is listed there, the Chapter 2 definition applies to your plumbing project. Use that definition when determining required fixtures, sanitation, and which state agency rules apply. § 201.1.
Step 2 — Check for bracketed agency notes: the ADU entry in Chapter 2 shows bracketed tags ([HCD 1 & HCD 2]) indicating state housing agency references — confirm whether HCD rules also apply to your project type and jurisdiction. If your project falls under HCD jurisdiction, apply any additional HCD-specific requirements referenced in the Chapter 2 entry.
Step 3 — Result (practical): Because Accessory Dwelling Unit is defined in Chapter 2, use that definition for permit submittals, fixture counts, and any code interpretations tied to the ADU term; do not substitute a non‑code definition. § 201.1.

DEFINITIONS
201.0 General.
201.1 Applicability. For the purpose of this code, the following terms have the meanings indicated in this chapter.

Frequently asked questions
How do I know if a specific word (e.g., “trap”) is defined in Chapter 2?
Search Chapter 2 for the term. If a Chapter 2 entry exists, that is the controlling definition for the CPC; use it in permit documents and design calculations. § 201.1.
My project is regulated by another state agency — do Chapter 2 definitions still apply?
Yes — Chapter 2 definitions apply “for the purpose of this code,” but some entries show bracketed agency notes or references. If your facility is regulated by that agency, follow the Chapter 2 entry plus any agency-specific requirements it cites. § 201.1.
What if the term I need isn’t in Chapter 2?
If Chapter 2 doesn’t define it, use the ordinary (dictionary) meaning unless the CPC points to another referenced document that defines it. § 201.1.
Are definitions in Chapter 2 sometimes different from common trade usage?
Yes. If Chapter 2 defines a term, that definition supersedes trade or dictionary usage for CPC compliance. Always use the Chapter 2 wording where present. § 201.1.
Where are definitions listed within Chapter 2?
Definitions are arranged alphabetically by the first word of the defined term to make lookup straightforward. § 202.1.
