3) How to read a defined term in a provision

Administrative requirements relating to permit requirements, enforcement by the Commission, locally adopted energy standards, interpretations, claims of exemption, approved calculation methods, rights of appeal, and certification and labeling requirements of fenestration products and roofing products are specified in California Code of Regulations, Title 24, Part 1, Sections 10-101 to 10-114.

    (h) Certification requirements for manufactured equipment, products and devices. Part 6 limits the installation of manufactured equipment, products and devices to those that have been certified as specified by Sections 110.0 and 110.1. Requirements for manufactured equipment, products, and devices, when not specified in Title 24 Part 6, are specified in California Code of Regulations, Title 20, Sections 1601–1609.

    SECTION 202—GENERAL DEFINITIONS

    ACCESSORY DWELLING UNIT. [HCD 1 & HCD 2] An attached or detached residential dwelling unit that provides complete independent living facilities for one or more persons and is located on a lot with a proposed or existing primary residence. Accessory dwelling units shall include permanent provisions for living, sleeping, eating, cooking and sanitation on the same parcel as the single-family or multi- family dwelling is or will be situated. (See Government Code Section 65852.2.)

    [A] ADDITION. An extension or increase in floor area, number of stories, or height of a building or structure.

    [A] ALTERATION. Any construction or renovation to an existing structure other than a repair or addition.

    [BG] AMBULATORY CARE FACILITY. Buildings or portions thereof used to provide medical, surgical, psychiatric, nursing or similar care on a less than 24-hour basis to persons who are rendered incapable of self-preservation by the services provided or staff has accepted responsibility for care recipients already incapable.

    FORMAT OF THE UNIFORM MECHANICAL CODE

    The following is a summary of the scope and intent of the provisions addressed within the chapters and appendices of the Uniform Mechanical Code :

    Chapter 1 Administration. Chapter 1 regulates the application, enforcement, and administration of subsequent requirements of the code. As well as establishing the scope of the code, this chapter is concerned with enforcing the requirements contained in the body of the code. A mechanical code, as with any other code, is intended to be adopted as a legally enforceable document to safeguard health, safety, property, and public welfare. The code cannot be effective without satisfactory provisions for its administration and enforcement. The Authority Having Jurisdiction is to review the proposed and completed work and decide whether a mechanical system conforms to the code requirements. As a public servant, the Authority Having Jurisdiction enforces the code in an unbiased proper manner. The design professional is responsible for the design of a safe mechanical system. The contractor is responsible for installing the system in accordance with the plans.

    Chapter 2 Definitions. To maintain consistency and encourage the use of common terminology, Chapter 2 establishes definitions to provide clarity of terms and promote the use of a common language throughout the code. Understanding definitions within the context of their application enables greater collaboration, efficiency, standardization, and interpretation in applying and enforcing terms used throughout the code. Codes are technical documents, and every term can impact the meaning of the code text. Terms not defined have a normally accepted meaning.

    Chapter 3 General Regulations. Chapter 3 regulates the general requirements, not specific to other chapters, for installing mechanical systems. Many regulations are not specific mechanical requirements but relate to the overall mechanical system. This chapter contains safety requirements for appliance location and installation, appliance and system access, condensate disposal, clearances to combustibles, and return or outside air used in mechanical systems. Listing method of approval, based on applicable nationally recognized standards for the safe and proper installation of mechanical systems, is essential to ensure protection of public health, safety, and welfare. These safety requirements provide protection for piping, tubing, materials, and structures, including provisions for installation practices addressing stress and strain, sleeving, and hanger support.

    CRITICAL FIRE WEATHER. A set of weather conditions (usually a combination of low relative humidity and wind) whose effects on fire behavior make control difficult and threaten firefighter safety.

    DEAD-END ROAD (applicable to CCR, Title 14 provisions only). A road that has only one point of vehicular ingress/egress, including cul-de- sacs and roads that loop back on themselves. [CCR Title 14 §1270.01(e)]

    DEFENSIBLE SPACE. See Sections 403.1.1 and 601.3.

    DRIVEWAY (applicable to CCR, Title 14 provisions only). A vehicular pathway route that serves not more than four (4) Residential Units and any number of noncommercial or nonindustrial Utility or Miscellaneous Group U Buildings. [CCR Title 14 §1270.01(i)]

    [BG] DWELLING. A building that contains one or two dwelling units used, intended or designed to be used, rented, leased, let or hired out to be occupied for living purposes.

    If the PS customer’s primary line is underground and the POS is 500 feet or less from the property line, refer to Figure 1 on Page 12 and Figure 2 on Page 13. The following requirements apply:

    A. The PS customer must provide a PG&E approved pad−mounted switchgear enclosure for PG&E’s revenue−metering equipment. See Section 12 on Page 13 for detailed revenue− metering requirements.

    B. The PS customer must install primary protection at the POS. This protection may consist of a circuit breaker with phase and ground relays or, depending on the customer’s load, fuses may suffice. If PG&E determines that fuses will not coordinate with PG&E’s source−side protection, then the customer must use a circuit breaker. See Section 8A on Page 6 and Section 8C on Page 7 for circuit breaker and fuse requirements.

    C. The PS customer must install conduit from the POS to PG&E’s primary distribution equipment location.

    D. PG&E will pull one continuous run of cable and connect to the customer’s POS termination facility, not to exceed 500 feet (subject to an acceptable number of bends in the conduit).

    1. OH Conductor

    If the PS customer’s primary line is overhead, then the first pole at the customer’s property line is the POS. Refer to Figure 3. The following requirements apply:

    A. PG&E will install pole−top revenue−metering on the first pole on the PS customer’s property. See Engineering Standard 058779 Pole−Top Primary Metering Installation, (12 or 21 kV Line) for pole−top revenue− metering requirements.

    B. The PS customer must install primary protection on the second pole on their property, not to exceed 50 feet from the revenue metering pole. This protection may consist of a recloser or, depending on the customer’s load, fuses may suffice. If PG&E determines that fuses will not coordinate with PG&E’s source−side protection, then the customer must use a recloser. See Section 8C on Page 7 for recloser requirements.

    C. The PS customer second pole and the equipment installed on it, must maintain a minimum clearance of 10 feet from the PG&E revenue metering pole and any equipment, crossarms, and wires installed on it.

    D. PG&E will interconnect its system with the customer’s system at the revenue−metering pole.

    Section 4 Non−Preferred PS Arrangement Proposals

    PS customers may propose a non−preferred PS arrangement. This typically occurs when the PS customer’s primary distribution line is UG and the proposed location for the primary switchgear is greater than 500 feet from the property line. PG&E will consider such proposals; however, non−preferred service arrangement proposals may take longer to

    3301.2 Purpose. This chapter prescribes minimum safeguards for construction, alteration and demolition operations to provide reasonable safety to life and property from fire during such operations.

    SECTION 3302—DEFINITIONS

    3302.1 Terms defined in Chapter 2. Words and terms used in this chapter and defined in Chapter 2 shall have the meanings ascribed to them as defined therein.

    SECTION 3303—ADMINISTRATIVE SAFETY CONTROLS

    3303.1 Program development and maintenance. The owner or owner’s authorized agent shall be responsible for the development, implementation and maintenance of an approved, written site safety plan establishing a fire prevention program at the project site applicable throughout all phases of the construction, repair, alteration or demolition work. The plan addresses the requirements of this chapter and other applicable portions of this code, the duties of staff and staff training requirements. The plan shall be submitted and approved before a building permit is issued. Any changes to the plan shall be submitted for approval.

    3303.1.1 Components of site safety plans. Site safety plans shall include the following as applicable:

    1. Name and contact information of site safety director.

    2. Documentation of the training of the site safety director and fire watch personnel.

    3. Procedures for reporting emergencies.

    4. Fire department vehicle access routes.

    5. Location of fire protection equipment, including portable fire extinguishers, standpipes, fire department connections and fire hydrants.

    6. Smoking and cooking policies, designated areas to be used where approved, and signage locations in accordance with Section 3305.7.

    7. Location and safety considerations for temporary heating equipment.

    8. Hot work permit plan.

    9. Plans for control of combustible waste material.

    10. Locations and methods for storage and use of flammable and combustible liquids and other hazardous materials.

    11. Provisions for site security and where required, for a fire watch.

    12. Changes that affect this plan.

    13. Other site-specific information required by the fire code official.

    3303.2 Site safety director. The owner shall designate a person to be the site safety director. The site safety director shall be responsible for ensuring compliance with the site safety plan. The site safety director shall have the authority to enforce the provisions of this chapter and other provisions as necessary to secure the intent of this chapter. Where guard service is provided in accordance with NFPA 241, the site safety director shall be responsible for the guard service.

    3303.2.1 Training. Training of fire watch and other responsible personnel in the use of fire protection equipment shall be the responsibility of the site safety director. Records of training shall be kept and made a part of the written plan for the site safety plan.

    3303.3 Daily fire safety inspection. The site safety director shall be responsible for completion of a daily fire safety inspection at the project site. Each day, all building and outdoor areas shall be inspected to ensure compliance with the inspection list in this section.

    FIRE SAFETY DURING CONSTRUCTION AND DEMOLITION

    The results of each inspection shall be documented and maintained on-site until a certificate of occupancy has been issued. Documentation shall be immediately available on-site for presentation to the fire code official upon request.

    1. Any contractors entering the site to perform hot work each day have been instructed in the hot work safety requirements in Chapter 35, and hot work is performed only in areas approved by the site safety director.
    2. Temporary heating equipment is maintained away from combustible materials in accordance with the equipment manufacturer’s instructions.

    SECTION 201—GENERAL

    201.1 Scope. Unless otherwise expressly stated, the following words and terms shall, for the purposes of this code, have the meanings shown in this chapter.

    201.2 Interchangeability. Words used in the present tense include the future; words stated in the masculine gender include the feminine and neuter; the singular number includes the plural and the plural, the singular.

    201.3 Terms defined in other codes. Where terms are not defined in this code and are defined in the California Building Code, Cali- fornia Mechanical Code or California Plumbing Code, such terms shall have the meanings ascribed to them as in those codes.

    201.4 Terms not defined. Where terms are not defined through the methods authorized by this section, such terms shall have ordinarily accepted meanings such as the context implies. Merriam Webster’s Collegiate Dictionary, 11th Edition, shall be considered as providing ordinarily accepted meanings.

    SECTION 202—GENERAL DEFINITIONS

    [BG] 24-HOUR BASIS. The actual time that a person is an occupant within a facility for the purpose of receiving care. It shall not include a facility that is open for 24 hours and is capable of providing care to someone visiting the facility during any segment of the 24 hours.

    3D PRINTER. A machine used in the additive manufacturing process for fabricating objects through the deposition of a material using a print head, nozzle or other printer technology.

    [M] ACCESS (TO). That which enables a device, appliance or equipment to be reached by ready access or by a means that first requires the removal or movement of a panel or similar obstruction [see also “Ready access (to)”].

    [BE] ACCESSIBLE MEANS OF EGRESS. A continuous and unobstructed way of egress travel from any accessible point in a building or facility to a public way.

    [BE] ACCESSIBLE ROUTE. A continuous, unobstructed path that complies with Chapter 11 of the California Building Code .

    ACTIVE RF EMITTING DEVICE. Any type of circuit component that requires an AC or DC power source with the ability to electrically control electron flow and/or amplification of RF signal, including but not limited to signal boosters, repeaters, bidirectional amplifiers and fiber-distributed antenna systems.

    ADDITIVE MANUFACTURING. A process of joining materials to make objects from 3D model data, usually layer upon layer, sometimes referred to as 3D printing. This code recognizes two types of additive manufacturing:

    Industrial additive manufacturing. 3D printing operations that typically utilize combustible powders or metals, an inert gas supply, a combustible dust collection system, or that create a hazardous (classified) location area or zone outside the equipment.

    CALIFORNIA ADMINISTRATION

    1.1.0 General.

    1.1.1 Title. These regulations shall be known as the Califor- nia Plumbing Code, may be cited as such and will be referred to herein as “this code.” The California Plumbing Code is Part 5 of thirteen parts of the official compilation and publi- cation of the adoption, amendment, and repeal of plumbing regulations to the California Code of Regulations, Title 24, also referred to as the California Building Standards Code. This part incorporates by adoption the 2024 Uniform Plumb- ing Code of the International Association of Plumbing and Mechanical Officials with necessary California amendments.

    1.1.2 Purpose. The purpose of this code is to establish the minimum requirements to safeguard the public health, safety and general welfare through structural strength, means of egress facilities, stability, access to persons with disabilities, sanitation, adequate lighting and ventilation, and energy con- servation; safety to life and property from fire and other haz- ards attributed to the built environment; and to provide safety to fire fighters and emergency responders during emergency operations.

    1.1.3 Scope. The provisions of this code shall apply to the construction, alteration, movement, enlargement, replace- ment, repair, equipment, use and occupancy, location, main- tenance, removal, and demolition of every building or structure or any appurtenances connected or attached to such buildings or structures throughout the State of California.

    2 DEFINITIONS

    SECTION 201—GENERAL

    201.1 Scope. Unless otherwise stated, the following words and terms shall, for the purposes of this code, have the meanings shown in this chapter.

    201.2 Interchangeability. Words used in the present tense include the future; words stated in the masculine gender include the feminine and neuter; the singular number includes the plural and the plural, the singular.

    201.3 Terms defined in other documents. Where terms are not defined in this code and are defined in the California Building Stan- dards Code or other referenced documents, such terms shall have the meanings ascribed to them as in those publications.

    201.4 Terms not defined. Where terms are not defined as specified in this section, such terms shall have ordinarily accepted meanings such as the context implies.
