[HCD 1] “Limited-density owner-built rural dwelling” shall mean any structure consisting of one or more habitable rooms intended or designed to be occupied by one family with facilities for living or sleeping, with use restricted to rural areas desig- nated by local jurisdiction in compliance with the require- ments of Health and Safety Code Section 17958.2. Liquefied Petroleum Gas (LP-Gas) Facilities. Liquefied petroleum gas (LP-Gas) facilities include tanks, containers, container valves, regulating equipment, meters, appurtenances, or any combination thereof for the storage and supply of liquefied petroleum gas for a building, structure, or premises. Liquid Waste. The discharge from a fixture, appliance, or appurtenance in connection with a plumbing system that does not receive fecal matter.

  Listed. [HCD 1 & HCD 2] “Listed” means all products that appear in a list published by an approved testing or listing agency. For additional information, see Health and Safety Code Section 17920(h). Listed (Third-Party Certified). Equipment or materials included in a list published by a listing agency (accredited conformity assessment body) that maintains periodic inspection of current production of listed equipment or materials and whose listing states either that the equipment or material complies with approved standards or has been tested and found suitable for use in a specified manner. Listing Agency. An agency accredited by an independent and authoritative conformity assessment body to operate a material and product listing and labeling (certification) system and that are accepted by the Authority Having Jurisdiction, which is in the business of listing or labeling.

  301.2 Minimum Standards. Pipe, pipe fittings, traps, fixtures, material, and devices used in a plumbing system shall be listed (third-party certified) by a listing agency (accredited conformity assessment body) as complying with the approved applicable recognized standards referenced in this code, and shall be free from defects. Unless otherwise provided for in this code, materials, fixtures, or devices used or entering into the construction of plumbing systems, or parts thereof shall be submitted to the Authority Having Jurisdiction for approval prior to being installed. 301.2.1 Marking. Each length of pipe and each pipe fitting, trap, fixture, material, and device used in a plumbing system shall have cast, stamped, or indelibly marked on it any markings required by the applicable referenced standards and listing agency, and the manufacturer’s mark or name, which shall readily identify the manufacturer to the end user of the product. Where required by the approved standard that applies, the product shall be marked with the weight and the quality of the product. Materials and devices used or entering into the construction of plumbing and drainage systems, or parts thereof shall be marked and identified in a manner satisfactory to the Authority Having Jurisdiction. Such marking shall be done by the manufacturer. Field markings shall not be acceptable.

  Exception: Markings shall not be required on nipples created from cutting and threading of approved pipe.

  301.2.2 Standards. Standards listed or referred to in this chapter or other chapters cover materials that will conform to the requirements of this code, where used in accordance with the limitations imposed in this or other chapters thereof and their listing. Where a standard covers materials of various grades, weights, quality, or configurations, the portion of the listed standard that is applicable shall be used. Design and materials for special conditions or materials not provided for herein shall be permitted to be used by special permission of the Authority Having Jurisdiction after the Authority Having Jurisdiction has been satisfied as to their adequacy. A list of plumbing standards that appear in specific sections of this code is referenced in Table 1701.1. Standards referenced in Table 1701.1 shall be applied as indicated in the applicable referenced section. A list of additional approved standards, publications, practices, and guides that are not referenced in specific sections of this code appear in Table 1701.2. An IAPMO Installation Standard is referenced in Appendix I for the convenience of the users of this code. It is not considered as a part of this code unless formally adopted as such by the Authority Having Jurisdiction.

  301.2.3 Plastic Pipe, Plastic Pipe Fittings, and Components. Plastic pipe, plastic pipe fittings, and components other than those for gas shall comply with NSF/ANSI 14.

  301.2.4 Cast-Iron Soil Pipe, Fittings, and Hubless Couplings. Cast-iron soil pipe, fittings, and hubless couplings shall be third party certified in accordance with ASTM C1277 and CISPI 310 for couplings and ASTM A888, ASTM A74, and CISPI 301 for pipes and fittings. 301.2.5 Existing Buildings. In existing buildings or premises in which plumbing installations are to be altered, repaired, or renovated, the Authority Having Jurisdiction has discretionary powers to permit deviation from the provisions of this code, provided that such proposal to deviate is first submitted for proper determination in order that health and safety requirements, as they pertain to plumbing, shall be observed.

• CPC § 12-7 High relevance — show source text

  (a) Builders hardware, exit doors. These design requirements and testing procedures apply to builders hardware, single-point latches and locks, intended for use on required means of egress doors in other than Group R and M Occupancies with an occupant load of 10 or less. It is the intent that devices designed and tested in accordance with these procedures will develop data to enable the State Fire Marshal to determine the suitability of latches and locks on means of egress doors. Alternate designs and materials may be submitted with substantiating test data. If, after evaluation, devices are found to comply with the intent of these procedures, they may also be recognized for approval and listing by the State Fire Marshal.

  (b) Fire doors. Builders hardware single-point latches and locks intended for use on doors bearing a fire-retardant classification shall also conform to the construction standards and performance tests specified in Fire Door Assembly Tests, SFM 12-7-4, Section 12-7-400.

  (c) Listing by approved listing agency. Listing by an approved listing agency shall not be construed as necessarily indicating compliance in all respects with the requirements of these design requirements and test procedures for single-point latching or locking devices. The test report of the approved listing agency may be filed for review and after evaluation, if it is found to provide evidence of conformance, the single-point latching or locking device may be recognized for approval and listing.

  (d) Definitions.

  1. Inside knob. Inside knob means the knob, lever, bar or paddle on the side of the door which must be turned or depressed to unlatch or unlock the door to permit egress.
  2. Outside knob. Outside knob means the knob on the corridor side of room to corridor doors, or the knob on the exterior side of a door leading to the exterior.

  INSTRUCTIONS

  Sec. 12-10-201. Approved installation instructions shall be provided by the manufacturer. Instructions shall be illustrated and shall include directions and information adequate to ensure proper and safe installation of the device.

  DESIGN

  Sec. 12-10-202.

  (a) Finish. Builders hardware shall have a smooth finish with no sharp or burred edges. Knobs may be knurled or have an abrasive finish for ease of turning or identification as may be required. Strikes shall be plain with curved lip. Strike and lip extending beyond jamb have rounded corners.

  (b) Knob, lever or “T” handle actuated. Single-point latch bolts and/or dead bolts shall be retracted from the strike to release the door by a knob, lever or “T” handle with not to exceed [1] / 4 turn. A thumb piece or thumb turn is not acceptable for this purpose.

  (b) Definitions. For the purpose of this standard, the following definitions shall apply:

  1. Fire alarm device, multiple station. Two or more gas-operated single station units interconnected by metal tubing to one or more remote alarm-sounding devices.

  2. Fire alarm device, single station. A self-contained fire alarm system comprising a heat detector, an alarm- sounding device and a stored energy source incorporated in one integral package. The basic types are gas- operated units and springwound units.

  3. Gas-operated type. A device having a temperature-sensitive eutectic element; compressed gas, usually in a liquid state in a cylinder; and a sounding means, such as a horn or whistle. When the eutectic element melts, the compressed gas is released in a gaseous state through the alarm-sounding device.

  4. Spring-wound type. A device having a temperature-sensitive bimetal or eutectic element and a spring-wound type mechanism with clapper mounted within a bell housing. The snap action of the bimetal or melting of the eutectic element releases the spring mechanism resulting in a bell-type sound.

  TEST REPORTS

  Sec. 12-72-201.

  (a) Test Report contents. The report shall include engineering data, and an analysis comparing the design against Sections 1272-201(b) through 12-72-202(g); it shall include operating manuals and photographs. The report shall set forth the tests performed in accordance with this standard and the results thereof.

  (b) Instructions and drawings. A copy of the operating and installation instructions and any related drawings is to be furnished with the sample submitted for investigation to be used as a guide in the examination and test of the unit and for this purpose they need not be in final printed form.

  The instructions and drawings shall include such directions and information as deemed by the manufacturer to be adequate for attaining proper and safe installation, operation and maintenance.

  (c) Rejection for cause. Compliance with these standards will not necessarily mean approval and listing, if, when examined and tested, it is found to have other features which may impair the result intended by these regulations. Unusual constructions may require application of additional performance tests. The State Fire Marshal may refuse to approve any item for cause. (See the Cali- fornia Electrical Code. )

  (d) Devices covered. This standard does not cover electrically operated single- or multiple-station fire alarm devices actuated by heat, smoke or combustion products.

  (e) Temperature classification. The temperature sensitive elements of single- and multiple-station fire alarm devices are to be identified as to their temperature of operation as follows:

  The maximum rating of a fire alarm device is to be not more than 225°F (107°C).

  (f) Differing constructions. A control unit having materials or forms of construction differing from this standard may be investigated and tested according to the intent of this standard, and if found to be substantially equivalent may be given recognition for approval and listing. The office of the State Fire Marshal shall be consulted for general requirements and performance standards.

  (3) Not less than two drains shall be installed in roof areas of 10 000 square feet (929 m [2] ) or less, and not less than one additional drain shall be installed for each 10 000 square feet (929 m [2] ) of roof area exceeding 10 000 square feet (929 m [2] ). (4) Each roof drain shall have a precalibrated, fixed (nonadjustable), and proportional weir (notched) in a standing water collar inside the strainer. No mechanical devices or valves shall be permitted. (5) Pipe sizing shall be based on the pre-calibrated rate of flow (gpm) (L/s) of the pre-calibrated weir for the maximum allowable water depth, and Table 1103.1 and Table 1103.2.

  (6) The height of stones or other granular material above the waterproofed surface shall not be considered in water depth measurement, and the roof surface in the vicinity of the drain shall not be recessed to create a reservoir.

  (7) Roof design, where controlled-flow roof drainage is used, shall be such that the design roof live load is not less than 30 lb/ft [2] (146 kg/m [2] ) to provide a safety factor exceeding the 15 lb/ft [2] (73 kg/m [2] ) represented by the depth of water stored on the roof in accordance with Table 1105.1(1). (8) Scuppers shall be provided in parapet walls. The distance of scupper bottoms above the roof level at the drains shall not exceed the maximum distances specified in Table 1105.1(2).

  (9) Scupper openings shall be not less than 4 inches (102 mm) high and have a width equal to the circumference of

  STORM DRAINAGE

  the roof drain required for the area served, sized in accordance with Table 1103.1.

  (10)Flashings shall extend above the top of the scuppers.

  (11)At a wall or parapet, 45 degree (0.79 rad) cants shall be installed.

  (12)Separate storm and sanitary drainage systems shall be provided within the building.

  (13)Calculations for the roof drainage system shall be submitted along with the plans to the Authority Having Jurisdiction for approval.

  Chapter 1 regulates the application, enforcement, and administration of subsequent requirements of the code. As well as establishing the scope of the code, this chapter is concerned with enforcing the requirements contained in the body of the code. A plumbing code, as with any other code, is intended to be adopted as a legally enforceable document to safeguard health, safety, property, and public welfare. The code cannot be effective without satisfactory provisions for its administration and enforcement. The Authority Having Jurisdiction is to review the proposed and completed work and to decide whether a plumbing system conforms to the code requirements. As a public servant, the Authority Having Jurisdiction enforces the code in an unbiased, proper manner. The design professional is responsible for the design of a safe plumbing system. The contractor is responsible for installing the system in accordance with the plans.

  Chapter 2 Definitions.

  To maintain consistency and encourage the use of common terminology, Chapter 2 establishes definitions to provide clarity of terms and promote the use of a common language throughout the code. Understanding definitions within the context of their application enables greater collaboration, efficiency, standardization, and interpretation in applying and enforcing terms used throughout the code. Codes are technical documents, and every term can impact the meaning of the code text. Terms not defined have a normally accepted meaning.

  Chapter 3 General Regulations.

  Chapter 3 regulates the general requirements, not specific to other chapters, for installing plumbing systems. Many regulations are not specific plumbing requirements but relate to the overall plumbing system. This chapter contains safety requirements for installing plumbing and also contains nonplumbing requirements for identifying pipes, pipe fittings, traps, fixtures, materials, and devices used in plumbing systems. Listing method of approval, based on applicable nationally recognized standards, for the safe and proper installation of plumbing systems, is essential to ensure the protection of public health, safety, and welfare. The safety requirements provide protection for piping, material, and structures, with provisions for installation practices, removing stress and strain of the pipe, sleeving, and hanger support. The building’s structural stability is protected by the regulations for cutting and notching of structural members.

  Chapter 4 Plumbing Fixtures and Fixture Fittings.

  This chapter regulates the minimum number of plumbing fixtures of a specific type and quality for each building. The fixtures must be properly installed to be usable by the individuals occupying the building. The quality and design of every fixture must conform to the applicable referenced standard. Compliance with this chapter will result in a building or structure having acceptable plumbing fixtures for the sanitary, hygienic, cleaning, washing, and food preparation needs of the occupants. In addition to ensuring resilient fixtures, the chapter also takes into consideration gender-neutral facilities and contains provisions for privacy compartments.

  Chapter 5 Water Heaters.

  Chapter 5 regulates the design, approval, installation, and safety devices of fuel burning and other types of water heaters with the combustion air requirements for ventilation and dilution of flue gases for appliances installed in buildings. This chapter does not apply to direct-vent appliances. In addition, this chapter regulates the design, construction, installation, and maintenance of chimneys, vents, and their connections to fuel-burning appliances. Methods to supply combustion air may be supplied from an indoor air supply, outdoor air supply, a combination of indoor and outdoor air supply, mechanical air supply, or an engineered system. Combustion air provisions are based on the number of openings and the total
