CPC · California Plumbing Code
How are referenced standards incorporated into CPC definitions?
The CPC incorporates outside technical standards into the code by listing them in Chapter 17 (Table 1701.1) and then requiring products to be listed (third‑party certified) and marked to those standards; see **§ 301.2** and **§ 1701.1** for the rules and the AHJ‑approval route for unlisted materials.
Last reviewed: July 6, 2026
What the code requires — 2-4 sentences
I could not locate § 220.0 or § 221.0 in the provided California Plumbing Code (CPC) files. The CPC provisions that actually govern how referenced standards are made part of the CPC (and how products and definitions rely on those standards) appear at § 301.2 (minimum standards, marking, listing) and Chapter 17 § 1701.1 (referenced standards list / Table 1701.1). See § 301.2 and § 1701.1 for the controlling text.
The single most important rule: standards listed in Chapter 17 (Table 1701.1) are considered part of the CPC requirements where the code references them; manufacturers must supply products that are third‑party listed and marked consistent with the applicable referenced standard and § 301.2.
Requirements in detail
Which standards become “part of the code”
- Standards listed or referred to in Chapter 17 (Table 1701.1) are to be considered part of the requirements of the CPC where those standards are referenced. That means the CPC text + the referenced standard together define the requirement in that instance (§ 1701.1).
Listing, third‑party certification, and marking
- Products used in plumbing systems must be listed (third‑party certified) by an accredited listing agency as complying with the applicable recognized referenced standard (§ 301.2).
- Each length of pipe, fitting, trap, fixture, material, and device must be marked per the applicable referenced standard and with the manufacturer’s mark/name so the product is identifiable to the end user (§ 301.2.1). An exception exists for field‑cut nipples.
Partial application of a standard (when a standard covers multiple grades)
- When a referenced standard covers multiple grades / weights / qualities / configurations, the CPC requires using the portion of the referenced standard that is applicable to the code requirement (the applicable portion is the one that matches the limitation in the CPC provision) (§ 301.2.2). If a standard contains many options, select only the portion required by the CPC text.
Authority Having Jurisdiction (AHJ) discretion / special permissions
- Materials or designs not specifically provided for in the CPC may be permitted by special permission of the Authority Having Jurisdiction after the AHJ is satisfied of adequacy. That is the pathway for novel materials or unlisted assemblies (§ 301.2.2).
Where the standards are listed and how to read them
- Table 1701.1 identifies the standard number, effective date, title, application, and the CPC section(s) that reference it. Apply the referenced standard as specified by the CPC section that cites it; do not assume all standards in the table apply everywhere (§ 1701.1).
Decision‑relevant summary table
| Decision dimension | What to check / value | Code reference |
|---|---|---|
| Is a referenced standard part of the code? | Yes — only when listed/referred in Chapter 17 or when a CPC section references it. | § 1701.1 |
| Is third‑party listing required? | Yes — pipe/fittings/fixtures/devices must be listed (third‑party certified) to an applicable referenced standard (unless code allows otherwise). | § 301.2 |
| Product marking requirements | Products must be marked per the referenced standard and with manufacturer ID; field markings not acceptable (exception for cut nipples). | § 301.2.1 |
| If a standard covers multiple grades | Use only the portion applicable to the CPC requirement (grade/weight/configuration). | § 301.2.2 |
| If product not covered by the code/standards | Seek AHJ approval (special permission) with documentation of adequacy. | § 301.2.2 |
| Where to find the list of referenced standards | See Table 1701.1 in Chapter 17 — it lists standard number, effective date, title, application, and referenced CPC sections. | § 1701.1 (Table 1701.1) |
Exceptions & special cases
- Exception to marking: nipples created from cutting and threading approved pipe need not be marked (§ 301.2.1).
- When a referenced standard contains multiple options, only the applicable portion applies; you must identify which part of the standard is required by the CPC provision (§ 301.2.2).
- For special materials or devices not covered in the CPC or referenced standards, the AHJ may permit their use after review and demonstration of adequacy (§ 301.2.2).
Common mistakes
- Treating every standard in Chapter 17 as universally applicable — only the standard cited by the specific CPC section applies (§ 1701.1).
- Installing products that meet a manufacturer’s in‑house specification but lack third‑party listing to the referenced standard — § 301.2 requires listing/certification.
- Failing to verify the effective date / edition of a referenced standard listed in Table 1701.1 — the table identifies the standard number and effective date.
- Assuming field markings are acceptable — the code requires manufacturer marking per the referenced standard; field markings are not acceptable except where the code explicitly allows (nipples).
Worked example — concrete scenario
Scenario: You plan to install Schedule 40 PVC pressure pipe, 2‑inch diameter, for a water supply branch in a commercial restroom.
Step 1 — Identify the CPC section that governs the piping you are using (for example, tables in Chapter 6 reference pipe materials and tables such as Table 604.1). Find the referenced standard in Table 1701.1 — e.g., ASTM D1785 for PVC pipe schedules is listed as a referenced standard for Table 604.1. Confirm the edition/effective date shown in Table 1701.1.
Step 2 — Confirm product certification: the pipe must be listed (third‑party certified) to the applicable referenced standard per § 301.2. Verify the manufacturer’s listing/certification report shows compliance to the ASTM D1785 edition named in Table 1701.1.
Step 3 — Marking: each length of pipe must be marked as required by the referenced standard and with the manufacturer’s mark/name so it can be identified on site, per § 301.2.1. If you are supplying cut nipples made from approved pipe, recall the marking exception for field‑cut nipples.
Step 4 — Use only the applicable portion: if ASTM D1785 covers multiple pressure schedules and colors, use the portion of that standard corresponding to Schedule 40 (the code requires selecting the applicable grade/portion) per § 301.2.2.
If the product is not third‑party listed or is a new material not covered by the CPC/standards, submit documentation to the AHJ for possible special permission per § 301.2.2.

where:
M CO and M A = the molar flow rates of carbon dioxide in the duct and of the air into the system including that flowing into the room and that entering the exhaust duct directly.

CALCULATION OF THE TOTAL RATE OF HEAT AND CARBON MONOXIDE OR CARBON DIOXIDE PRODUCTION
The ratio of the CO and O 2 concentration in the duct are the same as in the analyzer so that
M ------- co - = ------- X co M o 2 X o 2
(16)
When CO is present in the sampling line, Equation 5 becomes
0 M o 2 = M 0 o 2 -----------------------------------------------1 –( XX oo 22 X ⁄ – o X 2 co ) – 2 X – o 2 X co -
(17)
Equation 14 is obtained by combining equations 15, 16 and 17, letting
0 1 – X o 2 = 0.79, and letting
V A = -------------------------1 – 0.084 V s φ
When CO is not measured, but is removed from the sample line and CO is measured, φ and Q - are calculated as follows
0 φ = ------------------------------------------------- X o 2 0 – ( X o 2 1⁄ – X co )
X o 2 ( X o 2 1 – X co )
Q
= [φ - (( E ″ - E ′ )/ E ′ )((1 - φ)/2)( X co X o 2 )]
(18)
(19)
(20)
E ′ X o 2 V A MW ( )
where:
E ″ = 23.4 MJ/m [3]
E ′ = 17.4 MJ/m [3]
V A = m [3] /sec. referred to a 68°F base. Thus, Q - becomes
_Q_ = [φ - 0.345((1 - φ)2)/( _X_ _co_ / _X_ _o_ 2 )]Q
Q
0 17.4 X o V 2 A MW ( )
When Equations 18 through 20 are used to calculate the rate of heat release, Q -, the carbon dioxide must be removed from the sample streams flowing through the oxygen and carbon monoxide analyzers. The removal of carbon dioxide can be accomplished by passing the sample stream through a filter of either ascarite or an aqueous solution of sodium hydroxide.

Frequently asked questions
Why didn’t you cite § 220.0 and § 221.0?
I could not find § 220.0 or § 221.0 in the provided CPC files. The governing text about referenced standards appears in § 301.2 and § 1701.1 (Chapter 17).
If a standard is updated, which edition controls?
Use the edition/effective date shown in Table 1701.1 for the specific referenced standard cited by the CPC section — always confirm the edition listed in Chapter 17.
Can I field‑mark a product if it lacks the required marking?
No — § 301.2.1 requires manufacturer marking per the referenced standard; field markings are generally not acceptable (the pipe nipple exception is narrow).
What if a standard lists many product options?
Select and apply only the portion of the referenced standard that the CPC section requires — do not assume all options in a standard are adopted. § 301.2.2 requires using the portion applicable to the CPC limitation.
Who can approve an unlisted product or alternate material?
The Authority Having Jurisdiction (AHJ) can permit deviations or accept materials not otherwise provided for in the CPC after review and demonstration of adequacy (§ 301.2.2).
