When are terms from other California codes used?
If a plumbing plan uses a word that the CPC Chapter 2 does not define, the CPC process is to take the meaning from the California code that does define it (for example the California Building Code or Existing Building Code); if a conflict between codes appears, CPC’s Chapter 1 supplies order‑of‑precedence rules. Check Chapter 2 first, then the other California code, and confirm any agency‑specific exceptions.

What the code requires — plain English (controlling §)
- Under § 201.1 the code limits the scope and says Chapter 2 supplies the meanings of words used in the code; Chapter 2 is the starting place for definitions. See the CPC Chapter‑2 introduction for that structure.
- When a term is not defined in this code, the usual California approach is to adopt the definition given in the other California codes — i.e., use the definition from the other Title 24/California code where that term is defined. That cross‑reference rule appears throughout the California code family (see the California Building/Existing Building Code language reproducing the cross‑reference rule).
The single most important rule: If a word is not defined in the CPC Chapter 2, use the meaning assigned to that word in the other California code where it is defined (unless a specific CPC provision says otherwise).
Requirements in detail
What “look here first” means
- Primary source: CPC Chapter 2 (Definitions) — start here. Chapter 2 exists to supply the code’s definitions and to keep terminology consistent; Chapter 2 guidance is stated in the CPC text.
- If the term is not in CPC Chapter 2: the cross‑reference rule in California practice directs you to the other California code that defines the term (for example the California Building Code, California Fire Code, California Mechanical Code, California Residential Code, etc.). The Building/Existing Building Code text gives the explicit wording of that rule.
Which “other code” applies
- The applicable other California code is the one that actually contains a definition for the term (e.g., a term used in plumbing that’s defined in the California Building Code or the California Existing Building Code). The codes name each other as the sources for undefined terms.
What to do when definitions conflict
- Order of precedence: the CPC includes an administrative order‑of‑precedence rule in Chapter 1 — where a specific provision of this code conflicts with a referenced standard, the text of the California building standard governs; where different parts of Title 24 conflict, the most restrictive requirement normally applies. Exceptions & special cases
- Agency‑specific definitions: some agencies (e.g., DSA, OSHPD) have unique rules. Where a special agency (DSA, OSHPD, OSHPD 1/1R/2/4/5) has adopted its own definitional authority or references (for example, Chapters 6 & 7 of the California Administrative Code or specified sections of the California Administrative Code), those agency definitions may govern instead of the generic § 202 definitions. The Existing Building Code notes these agency exceptions explicitly; treat agency‑specific notes as controlling for that agency’s projects.
- Nonbuilding standards and referenced standards: the CPC distinguishes building standards from nonbuilding standards or referenced standards adopted by reference; nonbuilding standards may not become part of the enforceable Title 24 text — check CPC Chapter 1 (referenced codes / nonbuilding standards) before treating a nonbuilding standard’s terminology as authoritative.
Common mistakes
- Mistake: assuming every term used in the UPC/IAPMO text is the CPC definition. Reality: the CPC is Title 24; if CPC defines a term, that definition controls. If it doesn’t, use the California code that does — do not default to the UPC/ANSI/industry standard without checking CPC Chapter 1/Chapter 2.
- Mistake: failing to check agency adoption/amendment matrices. CALIFORNIA ADMINISTRATION
1.1.0 General.
1.1.1 Title. These regulations shall be known as the Califor- nia Plumbing Code, may be cited as such and will be referred to herein as “this code.” The California Plumbing Code is Part 5 of thirteen parts of the official compilation and publi- cation of the adoption, amendment, and repeal of plumbing regulations to the California Code of Regulations, Title 24, also referred to as the California Building Standards Code. This part incorporates by adoption the 2024 Uniform Plumb- ing Code of the International Association of Plumbing and Mechanical Officials with necessary California amendments.
1.1.2 Purpose. The purpose of this code is to establish the minimum requirements to safeguard the public health, safety and general welfare through structural strength, means of egress facilities, stability, access to persons with disabilities, sanitation, adequate lighting and ventilation, and energy con- servation; safety to life and property from fire and other haz- ards attributed to the built environment; and to provide safety to fire fighters and emergency responders during emergency operations.
1.1.3 Scope. The provisions of this code shall apply to the construction, alteration, movement, enlargement, replace- ment, repair, equipment, use and occupancy, location, main- tenance, removal, and demolition of every building or structure or any appurtenances connected or attached to such buildings or structures throughout the State of California.

(c) Waste oil tanks shall have a 2 inch (50 mm) minimum pump-out connection at grade and an 1 [1] ⁄ 2 inch (40 mm) minimum vent to atmosphere at an approved location not less than 10 feet (3048 mm) above grade. 1017.4 Design of Interceptors. Each manufactured interceptor that is rated shall be stamped or labeled by the manufacturer with an indication of its full discharge rate in gpm (L/s). The following shall apply:
(1) The full discharge rate to such an interceptor shall be determined at full flow. Each interceptor shall be rated equal to or greater than the incoming flow and shall be provided with an overflow line to an underground tank.
(2) Interceptors not rated by the manufacturer shall have a depth of not less than 2 feet (610 mm) below the invert of the discharge drain. The outlet opening shall have not

(c) Where vehicles are serviced and not stored, interceptor capacity shall be based on a net capacity of 1 cubic foot (0.03 m [3] ) for each 100 square feet (9.29 m [2] ) of the surface to be drained into the interceptor, with a minimum of 6 cubic feet (0.2 m [3] ).

SECTION 201—GENERAL
201.1 Scope. Unless otherwise expressly stated, the following words and terms shall, for the purposes of this code, have the meanings shown in this chapter.

201.3 Terms defined in other codes. Where terms are not defined in this code and are defined in the other California Codes, such terms shall have the meanings ascribed to them in those codes. [OSHPD 1, 1R, 2, 4 & 5] For terms not defined in this chapter, refer to Chapters 6 and 7 of the California Administrative Code, and Chapter 2 of the California Building Code. [DSA-SS & DSA-SS/CC] Definitions of terms given in Section 4-207 or 4-314 of the California Administrative Code govern over those in Section 202.
201.4 Terms not defined. Where terms are not defined through the methods authorized by this chapter, such terms shall have ordinarily accepted meanings such as the context implies.
SECTION 202—GENERAL DEFINITIONS
ACCESSORY DWELLING UNIT. [HCD 1 & HCD 2] An attached or detached residential dwelling unit that provides complete independent living facilities for one or more persons and is located on a lot with a proposed or existing primary residence. Accessory dwelling units shall include permanent provisions for living, sleeping, eating, cooking and sanitation on the same parcel as the single-family or multi- family dwelling is or will be situated. (See Government Code Section 65852.2.)
[A] ADDITION. An extension or increase in floor area, number of stories, or height of a building or structure.
[A] ALTERATION. Any construction or renovation to an existing structure other than a repair or addition.
[BG] AMBULATORY CARE FACILITY. Buildings or portions thereof used to provide medical, surgical, psychiatric, nursing or similar care on a less than 24-hour basis to persons who are rendered incapable of self-preservation by the services provided or staff has accepted responsibility for care recipients already incapable.
[A] APPROVED. Acceptable to the code official.
Exception: [HCD 1 & HCD 2] “Approved” means meeting the approval of the Enforcing Agency, except as otherwise provided by law, when used in connection with any system, material, type of construction, fixture or appliance as the result of investigations and tests conducted by the agency, or by reason of accepted principles or tests by national authorities, or technical, health, or scientific organi- zations or agencies.

[BG] 24-HOUR BASIS. The actual time that a person is an occupant within a facility for the purpose of receiving care. It shall not include a facility that is open for 24 hours and is capable of providing care to someone visiting the facility during any segment of the 24 hours.
[BS] AAC MASONRY. Masonry made of autoclaved aerated concrete (AAC) units, manufactured without internal reinforcement and bonded together using thin- or thick-bed mortar.
ACCESS AISLE. [DSA-AC] An accessible space adjacent to or between vehicle spaces that provides clearances in compliance with this code.
ACCESSIBILITY. [DSA-AC & HCD 1-AC] The combination of various elements in a building, facility, site or area, or portion thereof which allows access, circulation and the full use of the building and facilities by persons with disabilities in compliance with this code.
ACCESSIBILITY FUNCTION BUTTON. [DSA-AC] A button on an elevator hall call console in a destination-oriented elevator system that when pressed will activate a series of visual and verbal prompts and announcements providing instruction regarding hall call console operation and direction to an assigned elevator.
ACCESSIBLE. [DSA-AC & HCD 1-AC] A site, building, facility, or portion thereof that is approachable and usable by persons with disabili- ties in compliance with this code.
ACCESSIBLE ELEMENT. [DSA-AC] An element specified by the regulations adopted by the Division of the State Architect—Access Compliance.
[BE] ACCESSIBLE MEANS OF EGRESS. A continuous and unobstructed way of egress travel from any accessible point in a building or facility to a public way.

[BE] ACCESSIBLE MEANS OF EGRESS. A continuous and unobstructed way of egress travel from any accessible point in a building or facility to a public way.
[BE] ACCESSIBLE ROUTE. A continuous, unobstructed path that complies with Chapter 11 of the California Building Code .
ACTIVE RF EMITTING DEVICE. Any type of circuit component that requires an AC or DC power source with the ability to electrically control electron flow and/or amplification of RF signal, including but not limited to signal boosters, repeaters, bidirectional amplifiers and fiber-distributed antenna systems.
ADDITIVE MANUFACTURING. A process of joining materials to make objects from 3D model data, usually layer upon layer, sometimes referred to as 3D printing. This code recognizes two types of additive manufacturing:
Industrial additive manufacturing. 3D printing operations that typically utilize combustible powders or metals, an inert gas supply, a combustible dust collection system, or that create a hazardous (classified) location area or zone outside the equipment.

[HCD 1 & HCD 2] An attached or detached residential dwelling unit that provides complete independent living facilities for one or more persons and is located on a lot with a proposed or existing primary residence. Accessory dwelling units shall include permanent provisions for living, sleeping, eating, cooking and sanitation on the same parcel as the single-family or multifamily dwelling is or will be situated. (See Government Code Section 65852.2)
[RB] ACCESSORY STRUCTURE. A structure that is accessory to and incidental to that of the dwelling(s) or townhouse(s) and that is located on the same lot.
[RB] ADDITION. An extension or increase in floor area, number of stories or height of a building or structure.
[RB] ADHERED STONE OR MASONRY VENEER. Stone or masonry veneer secured and supported through the adhesion of an approved bonding material applied to an approved backing.
AGED HOME OR INSTITUTION. A facility used for the housing of persons 65 years of age or older in need of care and supervision. (See defi- nition of “care and supervision.”)
[MP] AIR, OUTDOOR. Ambient air that enters a building through a ventilation system, through intentional openings for natural ventilation or by infiltration.
[MP] AIR, TRANSFER. Air moved from one indoor space to another.
[MP] AIR ADMITTANCE VALVE. A one-way valve designed to allow air into the plumbing drainage system where a negative pressure develops in the piping. This device shall close by gravity and seal the terminal under conditions of zero differential pressure (no flow conditions) and under positive internal pressure.
[MP] AIR BREAK (DRAINAGE SYSTEM). An arrangement where a discharge pipe from a fixture, appliance or device drains indirectly into a receptor below the flood-level rim of the receptor and above the trap seal.
[MP] AIR CIRCULATION, FORCED. A means of providing space conditioning utilizing movement of air through ducts or plenums by mechanical means.
[MP] AIR GAP, DRAINAGE SYSTEM. The unobstructed vertical distance through free atmosphere between the outlet of a waste pipe and the flood-level rim of the fixture or receptor into which it is discharging.

[RB] ACCESS (TO). That which enables a device, an appliance or equipment to be reached by ready access or by a means that first requires the removal or movement of a panel, door or similar obstruction.

[BG] 24-HOUR BASIS. The actual time that a person is an occupant within a facility for the purpose of receiving care. It shall not include a facility that is open for 24 hours and is capable of providing care to someone visiting the facility during any segment of the 24 hours.
[BS] AAC MASONRY. Masonry made of autoclaved aerated concrete (AAC) units, manufactured without internal reinforcement and bonded together using thin- or thick-bed mortar.

Frequently asked questions
When exactly do I stop searching CPC Chapter 2 and look to other codes?
If the exact term is not present in CPC Chapter 2, stop there — the California practice is then to adopt the definition from the applicable California code that does define the term (see cross‑reference rule reproduced in the CA codes).
What if the other California code’s definition conflicts with a specific CPC provision?
Apply the CPC specific provision first and the order‑of‑precedence rule in Chapter 1 — if a conflict remains between different parts of Title 24, the more restrictive requirement normally prevails.
Are industry standards (ASTM, UPC) acceptable definitions?
Only when those standards are adopted by reference in CPC or when CPC Chapter 1/Referenced Standards makes them part of the enforceable requirements. Otherwise, prefer definitions in Chapter 2 or the other California codes.
Do agency adoptions ever override the “other code” definition?
Yes — specialized agencies (DSA, OSHPD, HCD, etc.) can and do have controlling definitional rules for their jurisdictions; the Existing Building Code and other codes call out those agency exceptions. Always confirm agency‑specific guidance.
Where do I find the fixture counts once a term is defined?
After deciding the occupancy/term meaning, use the CPC fixture tables (for example, Table 422.1) and any local amendments to compute fixture counts.
