Required tests and approval before covering or using systems
Before any water, plumbing, or drainage pipe is covered or put into use in California, it must be tested, inspected, and approved by the local building authority (the Authority Having Jurisdiction). The permit holder must schedule and provide the means for those inspections; failed tests require repair and retest, and the AHJ issues a certificate of approval when the work complies. **§ 105.2.1.1** and **§ 105.3** set these requirements.

What the code requires — 2-4 sentences
In plain English: no part of a water supply system may be covered or concealed until it has been tested, inspected, and approved — § 105.2.1.1 . More generally, no plumbing or drainage system (or part of one) may be covered, concealed, or put into use until tested, inspected, and accepted — § 105.2.1.2 and § 105.3 . Who is responsible
- The permittee (or their authorized agent) is responsible for scheduling inspections, providing access, and furnishing the equipment, materials, and labor to perform tests and inspections — § 105.2 / § 105.2.3 / § 105.2.5 .

Exceptions & special cases
- Replacement of plumbing that serves an occupied portion of a building may be operated temporarily if a request for inspection was filed with the AHJ within 72 hours after replacement and before permanent concealment — see the exception in § 105.2.1 .
- Where testing with standard water or air tests is impractical, or for minor installations and repairs, the AHJ may elect alternate inspection methods to be reasonably assured the work complies with the code — § 105.3 .

Common mistakes
- Assuming “rough-in” approval allows permanent covering. The code requires specific tests before covering or using; rough-in inspection occurs prior to membranes but does not replace required tests and final acceptance — § 105.2 .
- Covering water piping before it has been tested/approved — water supply systems have an explicit prohibition against concealment prior to testing and approval — § 105.2.1.1 .
- Scheduling inspections without providing required access or equipment — the permittee must furnish equipment, materials, labor, and access or reinspection fees may apply — § 105.2.5 / § 105.2.6 .

Worked example — concrete scenario
Scenario: Contractor installs a new domestic water service run under a concrete slab for a single-family house.
- Install piping in trench and connect to service according to approved plans. Before backfill, the contractor must schedule the underground inspection (underground inspection is required after trenches are excavated and piping installed, before backfill) — see § 105.2(1) .
- The contractor requests the inspection per the AHJ’s timing rules (e.g., at least 1 working day before or 24 hours as the AHJ requires) — § 105.2.3 / § 105.2.4 .
- The AHJ or representative witnesses the required pressure/water tests in accordance with the code or as directed by the AHJ — tests must be conducted in the AHJ’s presence — § 105.3 .

105.2 Required Inspections. New plumbing work and such portions of existing systems as affected by new work, or changes, shall be inspected by the Authority Having Jurisdiction to ensure compliance with the requirements of this code and to ensure that the installation and construction of the plumbing system are in accordance with approved plans. The Authority Having Jurisdiction shall make the following inspections and other such inspections as necessary. The permittee or the permittee’s authorized agent shall be responsible for the scheduling of such inspections as follows:
(1) The underground inspection shall be made after trenches or ditches are excavated and bedded, piping installed, and before backfill is put in place.
(2) Rough-in inspection shall be made prior to the installation of wall or ceiling membranes.
(3) Final inspection shall be made upon completion of the installation.
105.2.1 Uncovering. Where a drainage or plumbing system, building sewer, private sewage disposal system, or part thereof, which is installed, altered, or repaired, is covered or concealed before being inspected, tested, and approved as prescribed in this code, it shall be uncovered for inspection after notice to uncover the work has been issued to the responsible person by the Authority Having Jurisdiction.
The requirements of this section shall not be considered to prohibit the operation of plumbing installed to replace existing equipment or fixtures serving an occupied portion of the building in the event a request for inspection of such equipment or fixture has been filed with the Authority Having Jurisdiction not more than 72 hours after such replacement work is completed, and before a portion of such plumbing system is concealed by a permanent portion of the building.

The equipment, material, and labor necessary for inspection or tests shall be furnished by the person to whom the permit is issued or by whom inspection is requested. 105.2.6 Reinspections. A reinspection fee shall be permitted to be assessed for each inspection or reinspection where such portion of work for which inspection is called is not complete or where required corrections have not been made.
This provision shall not be interpreted as requiring reinspection fees the first time a job is rejected for failure to be in accordance with the requirements of this code, but as controlling the practice of calling for inspections before the job is ready for inspection or reinspection.
Reinspection fees shall be permitted to be assessed where the approved plans are not readily available to the inspector, for failure to provide access on the date for which the inspection is requested, or for deviating from plans requiring the approval of the Authority Having Jurisdiction.
To obtain reinspection, the applicant shall file an application therefore in writing upon a form furnished for that purpose and pay the reinspection fee in accordance with Table 104.5.

No test or inspection shall be required where a plumbing system, or part thereof, is set up for exhibition purposes and has no connection with a water or drainage system. In cases where it would be impractical to provide the required water or air tests, or for minor installations and repairs, the Authority Having Jurisdiction shall be permitted to make such inspection as deemed advisable in order to be assured that the work has been performed in accordance with the intent of this code. Joints and connections in the plumbing system shall be gastight and watertight for the pressures required by the test. 105.3.1 Defective Systems. An air test shall be used in testing the sanitary condition of the drainage or plumbing system of building premises where there is reason to believe that it has become defective. In buildings or premises condemned by the Authority Having Jurisdiction because of an insanitary condition of the plumbing system, or part thereof, the alterations in such system shall be in accordance with the requirements of this code. 105.3.2 Retesting. Where the Authority Having Jurisdiction finds that the work will not pass the test, necessary corrections shall be made, and the work shall be resubmitted for test or inspection. 105.3.3 Approval. Where prescribed tests and inspections indicate that the work is in accordance with this code, a certificate of approval shall be issued by the Authority Having Jurisdiction to the permittee on demand. 105.4 Connection to Service Utilities. No person shall make connections from a source of energy or fuel to a plumbing system or equipment regulated by this code and for which a permit is required until approved by the Authority Having Jurisdiction. No person shall make connection from a watersupply line nor shall connect to a sewer system regulated by this code and for which a permit is required until approved by the Authority Having Jurisdiction. The Authority Having Jurisdiction shall be permitted to authorize temporary connection of the plumbing equipment to the source of energy or fuel for the purpose of testing the equipment.
106.0 Violations and Penalties.

301.3 Alternate Materials and Methods of Construction Equivalency. Nothing in this code is intended to prevent the use of systems, methods, or devices of equivalent or superior quality, strength, fire resistance, effectiveness, durability, and safety over those prescribed by this code. Technical documentation shall be submitted to the Authority Having Jurisdiction to demonstrate equivalency prior to installation. The Authority Having Jurisdiction shall have the authority to approve or disapprove the system, method, or device for the intended purpose.

However, the exercise of this discretionary approval by the Authority Having Jurisdiction shall have no effect beyond the jurisdictional boundaries of said Authority Having Jurisdiction. An alternate material or method of construction so approved shall not be considered as in accordance with the requirements, intent, or both of this code for a purpose other than that granted by the Authority Having Jurisdiction where the submitted data does not prove equivalency. 301.3.1 Testing. The Authority Having Jurisdiction shall have the authority to require tests, as proof of equivalency.
301.3.1.1 Tests. Tests shall be made in accordance with approved or applicable standards, by an approved testing agency at the expense of the applicant. In the absence of such standards, the Authority Having Jurisdiction shall have the authority to specify the test procedure. 301.3.1.2 Request by Authority Having Juris- diction. The Authority Having Jurisdiction shall have the authority to require tests to be made or repeated where there is reason to believe that a material or device no longer is in accordance with the requirements on which its approval was based. 301.4 Flood Hazard Areas. Plumbing systems shall be located above the elevation in accordance with the building code for utilities and attendant equipment or the elevation of the lowest floor, whichever is higher.

GENERAL REGULATIONS
Exception: Plumbing systems shall be permitted to be located below the elevation in accordance with the building code for utilities and attendant equipment or the elevation of the lowest floor, whichever is higher, provided that the systems are designed and installed to prevent water from entering or accumulating within their components, and the systems are constructed to resist hydrostatic and hydrodynamic loads and stresses, including the effects of buoyancy, during the occurrence of flooding to such elevation. 301.4.1 Coastal High Hazard Areas. Plumbing systems in buildings located in coastal high hazard areas shall be in accordance with the requirements of Section 301.4, and plumbing systems, pipes, and fixtures shall not be mounted on or penetrate through walls that are intended to breakaway under flood loads in accordance with the California Building Code or California Resi- dential Code .
301.5 Alternative Engineered Design. An alternative engineered design shall comply with the intent of the provisions of this code and shall provide an equivalent level of quality, strength, effectiveness, fire resistance, durability, and safety. Material, equipment, or components shall be designed and installed in accordance with the manufacturer’s installa tion instructions.
301.5.1 Permit Application. The registered design professional shall indicate on the design documents that the plumbing system, or parts thereof, is an alternative engineered design so that it is noted on the construction permit application.
CPC § 318.3 High relevance — show source text
318.3 Pressure Tests (greater than 10 psi to 100 psi). Required pressure tests exceeding 10 psi (69 kPa) but less than or equal to 100 psi (689 kPa) shall be performed with gauges of 1 psi (7 kPa) incrementation or less. 318.4 Pressure Tests (exceeding 100 psi). Required pressure tests exceeding 100 psi (689 kPa) shall be performed with gauges incremented for 2 percent or less of the required test pressure. 318.5 Pressure Range. Test gauges shall have a pressure range not exceeding twice the test pressure applied.
319.0 Medical Gas and Vacuum Systems. 319.1 General. Such piping shall be in accordance with the requirements of Chapter 13. The Authority Having Jurisdiction shall require evidence of the competency of the installers and verifiers.
320.0 Rehabilitation of Piping Systems. 320.1 General. Where pressure piping systems are rehabilitated using an epoxy lining system, it shall be in accordance with ASTM F2831.
321.0 Essential Plumbing Provisions. [OSHPD 1, 2, 3 (Surgical Clinics), 4 & 5] During periods of power out- ages essential electrical power shall be provided for the fol- lowing equipment:
(1) Domestic water booster pumps.
(2) Domestic hot water circulating pumps.
(3) Sewage ejector pumps.
(4) Sump pumps and drainage pumps.
(5) Domestic water heating equipment and their controls.
(6) Fuel pumps.
(7) Grease removal devices requiring electrical power.
(8) Domestic hot water high temperature alarm.
322.0 Psychiatric Services. [OSHPD 1, 2, 4 & 5] For projects associated with provision of psychiatric services in acute psychiatric hospitals, general acute care hospitals, and special treatment program service units in skilled nursing facilities, special design considerations for injury and suicide prevention shall be given to shower, bath, toilet, and sink plumbing fixtures. Shower heads shall be of flush-mounted design to minimize anchor points.

1327.7.2 Source Valve. The source valve shall be closed during this test. [NFPA 99:15.4.7.4.6.3] 1327.7.3 Piping Systems. The piping systems shall be subjected to 24-hour standing pressure tests using oilfree, dry nitrogen NF. [NFPA 99:15.4.7.4.6.4] 1327.7.4 Test Pressure. Test pressures shall be 20 percent above the normal system operating line pressure.
[NFPA 99:15.4.7.4.6.5] 1327.7.5 Change in Test Pressure. At the conclusion of the tests, there shall be no change in the test pressure except that attributed to specific changes in ambient temperature. [NFPA 99:15.4.7.4.6.6] 1327.7.6 Leaks. Any leaks shall be located, repaired (if permitted), or replaced (if required) by the installer, and retested. [NFPA 99:15.4.7.4.6.7] 1327.8 Verifier Operational Pressure Test. Operational pressure tests shall be performed at each station outlet or terminal where the user makes connections and disconnections.
CPC § 1701.1. Medium relevance — show source text
Design and materials for special conditions or materials not provided for herein shall be permitted to be used by special permission of the Authority Having Jurisdiction after the Authority Having Jurisdiction has been satisfied as to their adequacy. A list of plumbing standards that appear in specific sections of this code is referenced in Table 1701.1. Standards referenced in Table 1701.1 shall be applied as indicated in the applicable referenced section. A list of additional approved standards, publications, practices, and guides that are not referenced in specific sections of this code appear in Table 1701.2. An IAPMO Installation Standard is referenced in Appendix I for the convenience of the users of this code. It is not considered as a part of this code unless formally adopted as such by the Authority Having Jurisdiction.
301.2.3 Plastic Pipe, Plastic Pipe Fittings, and Components. Plastic pipe, plastic pipe fittings, and components other than those for gas shall comply with NSF/ANSI 14.
301.2.4 Cast-Iron Soil Pipe, Fittings, and Hubless Couplings. Cast-iron soil pipe, fittings, and hubless couplings shall be third party certified in accordance with ASTM C1277 and CISPI 310 for couplings and ASTM A888, ASTM A74, and CISPI 301 for pipes and fittings. 301.2.5 Existing Buildings. In existing buildings or premises in which plumbing installations are to be altered, repaired, or renovated, the Authority Having Jurisdiction has discretionary powers to permit deviation from the provisions of this code, provided that such proposal to deviate is first submitted for proper determination in order that health and safety requirements, as they pertain to plumbing, shall be observed.
301.3 Alternate Materials and Methods of Construction Equivalency. Nothing in this code is intended to prevent the use of systems, methods, or devices of equivalent or superior quality, strength, fire resistance, effectiveness, durability, and safety over those prescribed by this code. Technical documentation shall be submitted to the Authority Having Jurisdiction to demonstrate equivalency prior to installation. The Authority Having Jurisdiction shall have the authority to approve or disapprove the system, method, or device for the intended purpose.

However, the exercise of this discretionary approval by the Authority Having Jurisdiction shall have no effect beyond the jurisdictional boundaries of said Authority Having Jurisdiction. An alternate material or method of construction so approved shall not be considered as in accordance with the requirements, intent, or both of this code for a purpose other than that granted by the Authority Having Jurisdiction where the submitted data does not prove equivalency. 301.3.1 Testing. The Authority Having Jurisdiction shall have the authority to require tests, as proof of equivalency.
301.3.1.1 Tests. Tests shall be made in accordance with approved or applicable standards, by an approved testing agency at the expense of the applicant. In the absence of such standards, the Authority Having Jurisdiction shall have the authority to specify the test procedure. 301.3.1.2 Request by Authority Having Juris- diction. The Authority Having Jurisdiction shall have the authority to require tests to be made or repeated where there is reason to believe that a material or device no longer is in accordance with the requirements on which its approval was based. **301.4 Flood Hazard Areas.

Considerations are soil density; clearance from obstacles, utilities, and structures; location of bends, and water service locations. Excavations and shoring shall be in accordance with jurisdictional safety requirements. (c) Set Up Fuse the proper length of polyethylene pipe in accordance with ASTM F2620, or ASTM D3261 and fuse the end to a small length that is attached to the pulling head. A rod pusher cable is pushed through the damaged host pipe and attached to the pulling cable, which is then drawn through the pipe. The clevis end of the cable is attached to the pulling head. The pulling equipment is then set up according to the manufacturer’s instructions.
(d) Pulling Pull the pulling head through. Once the pull is done, complete the connection to the existing piping.
4.6 Cleanouts
4.6.1 Plug Each cleanout fitting for cast-iron pipe shall consist of a cast-iron or brass body and an approved plug. Each cleanout for galvanized wrought-iron, galvanized steel, copper, or brass pipe shall consist of a brass plug as specified in Table 1, or a standard weight brass cap, or an approved ABS or PVC plastic plug, or an approved stainless-steel cleanout or plug. Plugs shall have raised square heads or approved countersunk rectangular slots. 4.6.2 Approved Each cleanout fitting and each cleanout plug, or cap shall be of an approved type.

4.6.3 Watertight and Gastight
Cleanouts shall be designed to be watertight and gastight.
5 Testing and Inspection Requirements
5.1 Media
The piping of the building sewer shall be tested with water. The Authority Having Jurisdiction shall be permitted to require the removal of cleanouts, etc., to ascertain whether the pressure has reached all parts of the system.
5.2 Water Test
The system shall be tested by plugging the end of the building sewer at its points of connection to the public sewer or private sewage disposal system and completely filling the building sewer with water from the lowest to the highest point thereof.
5.3 Inspections
The completed piping shall be internally inspected by camera unless waived by the Administrative Authority.

1.8.7.2 Local Building Departments. The building depart- ment of any city, county, or city and county may approve alternates for use in the erection, construction, recon- struction, movement, enlargement, conversion, alteration, repair, removal, demolition, or arrangement of apartments, condominiums, hotels, motels, lodging houses, dwellings, or accessory structures, except for the following:
1. Structures located in mobilehome parks as defined in California Health and Safety Code Section 18214.
2. Structures located in special occupancy parks as defined in California Health and Safety Code Sec- tion 18862.43.
3. Factory-built housing as defined in California Health and Safety Code Section 19971.
1.8.7.2.1 Approval of Alternates. The consideration and approval of alternates by a local building department shall comply with the following proce- dures and limitations:
1. The approval shall be granted on a case-by- case basis.
2. Evidence shall be submitted to substantiate claims that the proposed alternate, in perform- ance, safety, and protection of life and health, conforms to, or is at least equivalent to, the standards contained in this code and other rules and regulations promulgated by the Department of Housing and Community Development.
3. The local building department may require tests performed by an approved testing agency at the expense of the owner or owner’s agent as proof of compliance.
4. If the proposed alternate is related to accessi bil- ity in covered multifamily dwellings or facilities serving covered multifamily dwellings, as defined in Chapter 2 of the California Building Code, the proposed alternate must also meet the threshold set for equivalent facilitation as defined in Chapter 2 of the California Building Code.
For additional information regarding approval of alternates by a local building department pur- suant to the State Housing Law, see California Health and Safety Code Section 17951(e) and Cali- fornia Code of Regulations, Title 25, Division 1, Chapter 1, Subchapter 1.
1.8.7.3 Department of Housing and Community Devel- opment. The Department of Housing and Community Development may approve alternates for use in the erec- tion, construction, reconstruction, movement, enlarge- ment, conversion, alteration, repair, removal, or demolition of apartments, condominiums, hotels, motels, lodging houses, dwellings, or accessory structures thereto, and permanent buildings in mobilehome parks and special occupancy parks. 1327.7.2 Source Valve. The source valve shall be closed during this test. [NFPA 99:15.4.7.4.6.3] 1327.7.3 Piping Systems. The piping systems shall be subjected to 24-hour standing pressure tests using oilfree, dry nitrogen NF. [NFPA 99:15.4.7.4.6.4] 1327.7.4 Test Pressure. Test pressures shall be 20 percent above the normal system operating line pressure.
[NFPA 99:15.4.7.4.6.5] 1327.7.5 Change in Test Pressure. At the conclusion of the tests, there shall be no change in the test pressure except that attributed to specific changes in ambient temperature. [NFPA 99:15.4.7.4.6.6] 1327.7.6 Leaks. Any leaks shall be located, repaired (if permitted), or replaced (if required) by the installer, and retested. [NFPA 99:15.4.7.4.6.7] 1327.8 Verifier Operational Pressure Test. Operational pressure tests shall be performed at each station outlet or terminal where the user makes connections and disconnections.
[NFPA 99:15.4.7.5.8.1] 1327.8.1 Test Gas. Tests shall be performed with the gas of system designation. [NFPA 99:15.4.7.5.8.2] 1327.8.2 Medical Gas Outlets. All medical gas outlets with a gauge pressure of 50 psi (345 kPa), including oxygen and nitrous oxide, shall deliver 1.8 standard cubic feet per minute (SCFM) (50 SLPM) with a pressure drop of not more than 5 psi (34 kPa) and static pressure of 50 psi (345 kPa) to 55 psi (379 kPa). 1408.10.4 Full-scale tests. The HPL system shall be tested in accordance with, and comply with, the acceptance criteria of NFPA 285. Such testing shall be performed on the HPL system with the HPL in the minimum and maximum thicknesses intended for use.
1408.11 Alternate conditions. HPL and HPL systems shall not be required to comply with Sections 1408.10.1 through 1408.10.4 provided that such systems comply with Section 1408.11.1.
1408.11.1 Installations up to 40 feet in height. HPL shall be permitted to be installed up to 40 feet (12 190 mm) in height above grade plane where installed in accordance with Section 1408.11.1.1 or 1408.11.1.2.
1408.11.1.1 Fire separation distance of 5 feet or less. Where the fire separation distance is 5 feet (1524 mm) or less, the area of HPL shall not exceed 10 percent of the exterior wall surface.
1408.11.1.2 Fire separation distance greater than 5 feet. Where the fire separation distance is greater than 5 feet (1524 mm), the area of exterior wall surface coverage using HPL shall not be limited.
1408.12 Type V construction. HPL shall be permitted to be installed on buildings of Type V construction.
1408.13 Foam plastic insulation. HPL systems containing foam plastic insulation shall comply with the requirements of Section 2603.
1408.14 Labeling. HPL shall be labeled in accordance with Section 1703.5.
SECTION 1409—INSULATED METAL PANEL (IMP)
1409.1 General. The provisions of this section, in addition to the other applicable requirements of this chapter and Chapter 16, shall govern the materials, construction and quality of insulated metal panels (IMP) for use as exterior walls and exterior wall coverings.
1409.2 Structural design. Structural design of IMP systems shall be in accordance with this section.
1409.2.1 IMP systems used as exterior walls. IMP systems used as exterior walls shall be designed and constructed to resist design loads in accordance with applicable provisions of Chapter 16.
1409.2.2 IMP systems used as exterior wall coverings. IMP systems used as exterior wall covering systems shall be designed and constructed to resist wind loads as required by Section 1609.
1409.2.3 Approval. Results of approved tests or engineering analyses shall be submitted to the building official to verify compliance with the applicable requirements of Chapter 16.
1409.3 Weather resistance. IMP systems shall comply with Section 1402 and shall be designed and constructed to resist wind and rain in accordance with this section and the manufacturer’s installation instructions.
1409.4 Durability. IMP systems shall be constructed of approved materials that maintain the performance characteristics required in Section 1402 for the duration of use.
1409.5 Fire-resistance rating. Evidence of the required fire-resistance rating of IMP systems shall be in accordance with this section.

Frequently asked questions
Who must witness the test?
The test must be conducted in the presence of the Authority Having Jurisdiction or the AHJ’s appointed representative — § 105.3 .
Can I cover a water pipe after a contractor’s self-test but before AHJ inspection?
No. § 105.2.1.1 requires the water supply system be tested, inspected, and approved by the AHJ before it is covered or concealed — § 105.2.1.1 .
What if the AHJ can’t perform the test the same day?
You must follow the AHJ’s scheduling rules (often 1 working day or 24 hours advance notice). If the AHJ permits alternate inspection due to impracticality, follow their direction — § 105.2.3 / § 105.2.4 / § 105.3 .
If a test fails, can we proceed with covering after repairs without re-testing?
No. If the AHJ finds the work will not pass, corrections must be made and the work must be resubmitted for test or inspection — § 105.3.2 .
Is temporary use of replacement fixtures allowed?
Yes — replacement plumbing serving an occupied portion may be operated temporarily if an inspection request was filed with the AHJ within 72 hours of replacement and before concealment — § 105.2.1 .
