A concise guide to CPC rules requiring plumbing inspections, tests witnessed by the AHJ, corrections/retesting, and a certificate of approval before covering or connecting systems.

Overview

This area of the California Plumbing Code (CPC) sets the rules for required inspections, acceptance testing, and final approval of plumbing work so systems are safe before being covered, used, or connected to utilities. Key requirements include that no plumbing or drainage system may be covered or put into use until it has been tested, inspected, and accepted (§105.2.1.2) and that service connections may not be made until approved by the Authority Having Jurisdiction (§105.4) .

The CPC also establishes the inspection process: the permit holder must request inspections and provide access and test apparatus; the AHJ may require advance notice, reinspections and assess reinspection fees when work is not ready (§105.2.3–§105.2.6). Tests must generally be performed in the presence of the AHJ (or their representative); if tests and inspections pass, the AHJ issues a certificate of approval (§105.3, §105.3.3) .

    The equipment, material, and labor necessary for inspection or tests shall be furnished by the person to whom the permit is issued or by whom inspection is requested. 105.2.6 Reinspections. A reinspection fee shall be permitted to be assessed for each inspection or reinspection where such portion of work for which inspection is called is not complete or where required corrections have not been made.

    This provision shall not be interpreted as requiring reinspection fees the first time a job is rejected for failure to be in accordance with the requirements of this code, but as controlling the practice of calling for inspections before the job is ready for inspection or reinspection.

    Reinspection fees shall be permitted to be assessed where the approved plans are not readily available to the inspector, for failure to provide access on the date for which the inspection is requested, or for deviating from plans requiring the approval of the Authority Having Jurisdiction.

    To obtain reinspection, the applicant shall file an application therefore in writing upon a form furnished for that purpose and pay the reinspection fee in accordance with Table 104.5.

    In instances where reinspection fees have been assessed, no additional inspection of the work will be performed until the required fees have been paid. 105.3 Testing of Systems. Plumbing systems shall be tested and approved in accordance with this code or the Authority Having Jurisdiction. Tests shall be conducted in the presence of the Authority Having Jurisdiction or the Authority Having Jurisdiction’s duly appointed representative.

    No test or inspection shall be required where a plumbing system, or part thereof, is set up for exhibition purposes and has no connection with a water or drainage system. In cases where it would be impractical to provide the required water or air tests, or for minor installations and repairs, the Authority Having Jurisdiction shall be permitted to make such inspection as deemed advisable in order to be assured that the work has been performed in accordance with the intent of this code. Joints and connections in the plumbing system shall be gastight and watertight for the pressures required by the test. 105.3.1 Defective Systems. An air test shall be used in testing the sanitary condition of the drainage or plumbing system of building premises where there is reason to believe that it has become defective. In buildings or premises condemned by the Authority Having Jurisdiction because of an insanitary condition of the plumbing system, or part thereof, the alterations in such system shall be in accordance with the requirements of this code. 105.3.2 Retesting. Where the Authority Having Jurisdiction finds that the work will not pass the test, necessary corrections shall be made, and the work shall be resubmitted for test or inspection. 105.3.3 Approval. Where prescribed tests and inspections indicate that the work is in accordance with this code, a certificate of approval shall be issued by the Authority Having Jurisdiction to the permittee on demand. 105.4 Connection to Service Utilities. No person shall make connections from a source of energy or fuel to a plumbing system or equipment regulated by this code and for which a permit is required until approved by the Authority Having Jurisdiction. No person shall make connection from a watersupply line nor shall connect to a sewer system regulated by this code and for which a permit is required until approved by the Authority Having Jurisdiction. The Authority Having Jurisdiction shall be permitted to authorize temporary connection of the plumbing equipment to the source of energy or fuel for the purpose of testing the equipment.

    106.0 Violations and Penalties.

    105.2.1.2 Covering or Using. No plumbing or drainage system, building sewer, private sewer disposal system, or part thereof, shall be covered, concealed, or put into use until it has been tested, inspected, and accepted as prescribed in this code. 105.2.2 Other Inspections. In addition to the inspections required by this code, the Authority Having Jurisdiction shall be permitted to require other inspections to ascertain compliance with the provisions of this code and other laws that are enforced by the Authority Having Jurisdiction.

    105.2.3 Inspection Requests. It shall be the duty of the person doing the work authorized by a permit to notify the Authority Having Jurisdiction that such work is ready for inspection. The Authority Having Jurisdiction shall be permitted to require that a request for inspection be filed not less than 1 working day before such inspection is desired. Such request shall be permitted to be made in writing or by telephone, at the option of the Authority Having Jurisdiction.

    It shall be the duty of the person requesting inspections in accordance with this code to provide access to and means for inspection of such work. 105.2.4 Advance Notice. It shall be the duty of the person doing the work authorized by the permit to notify the Authority Having Jurisdiction, orally or in writing that said work is ready for inspection. Such notification shall be given not less than 24 hours before the work is to be inspected. 105.2.5 Responsibility. It shall be the duty of the holder of a permit to make sure that the work will stand the test prescribed before giving the notification.

    106.0 Violations and Penalties.

    106.1 General. It shall be unlawful for a person, firm, or corporation to erect, construct, enlarge, alter, repair, move, improve, remove, convert, demolish, equip, use, or maintain plumbing or permit the same to be done in violation of this code.

    106.2 Notices of Correction or Violation. Notices of correction or violation shall be written by the Authority Having Jurisdiction and shall be permitted to be posted at the site of the work or mailed or delivered to the permittee or their authorized representative.

    Refusal, failure, or neglect to comply with such notice or order within 10 days of receipt thereof, shall be considered a violation of this code and shall be subject to the penalties set forth by the governing laws of the jurisdiction.

    106.3 Penalties. A person, firm, or corporation violating a provision of this code shall be deemed guilty of a misdemeanor, and upon conviction thereof, shall be punishable by a fine, imprisonment, or both set forth by the governing laws of the jurisdiction. Each separate day or portion thereof, during which a violation of this code occurs or continues, shall be deemed to constitute a separate offense.

    106.4 Stop Orders. Where work is being done contrary to the provisions of this code, the Authority Having Jurisdiction shall be permitted to order the work stopped by notice in writing served on persons engaged in the doing or causing such work to be done, and such persons shall forthwith stop work until authorized by the Authority Having Jurisdiction to proceed with the work.

    Considerations are soil density; clearance from obstacles, utilities, and structures; location of bends, and water service locations. Excavations and shoring shall be in accordance with jurisdictional safety requirements. (c) Set Up Fuse the proper length of polyethylene pipe in accordance with ASTM F2620, or ASTM D3261 and fuse the end to a small length that is attached to the pulling head. A rod pusher cable is pushed through the damaged host pipe and attached to the pulling cable, which is then drawn through the pipe. The clevis end of the cable is attached to the pulling head. The pulling equipment is then set up according to the manufacturer’s instructions.

    (d) Pulling Pull the pulling head through. Once the pull is done, complete the connection to the existing piping.

    4.6 Cleanouts

    4.6.1 Plug Each cleanout fitting for cast-iron pipe shall consist of a cast-iron or brass body and an approved plug. Each cleanout for galvanized wrought-iron, galvanized steel, copper, or brass pipe shall consist of a brass plug as specified in Table 1, or a standard weight brass cap, or an approved ABS or PVC plastic plug, or an approved stainless-steel cleanout or plug. Plugs shall have raised square heads or approved countersunk rectangular slots. 4.6.2 Approved Each cleanout fitting and each cleanout plug, or cap shall be of an approved type.

    4.6.3 Watertight and Gastight

    Cleanouts shall be designed to be watertight and gastight.

    5 Testing and Inspection Requirements

    5.1 Media

    The piping of the building sewer shall be tested with water. The Authority Having Jurisdiction shall be permitted to require the removal of cleanouts, etc., to ascertain whether the pressure has reached all parts of the system.

    5.2 Water Test

    The system shall be tested by plugging the end of the building sewer at its points of connection to the public sewer or private sewage disposal system and completely filling the building sewer with water from the lowest to the highest point thereof.

    5.3 Inspections

    The completed piping shall be internally inspected by camera unless waived by the Administrative Authority.

    The test shall be ruled successful by the Authority Having Jurisdiction before final approval is granted. S 101.13 Commissioning. Onsite stormwater treatment systems shall be commissioned in accordance with the requirements of Section S 101.13.1 through Section S 101.13.4.

    S 101.13.1 Commissioning Requirements. Commissioning for stormwater treatment systems shall be included in the design and construction processes of the project. Commissioning shall be performed by a person who demonstrates competency in commissioning stormwater treatment systems as required by the Authority Having Jurisdiction. S 101.13.2 Commissioning Plan. The construction documents shall include the commissioning plan for the stormwater treatment system. The commissioning plan shall be approved by the Authority Having Jurisdiction prior to commissioning the stormwater treatment system. The commissioning plan shall include the following:

    (1) General project information.

    (2) Equipment to be tested, including the test methodology.

    (3) Processes to be tested.

    (4) Criteria or process for testing.

    (5) Criteria or process for acceptance.

    (6) Commissioning team contact information.

    (7) Commissioning process activities, schedules, and responsibilities.

    (8) Plans for the completion of functional performance testing, post construction documentation and training, and the commissioning report. S 101.13.3 Performance Testing. Performance tests shall verify that the installation and operation of the

    APPENDIX S

    equipment of the stormwater treatment system is in accordance with the approved plans and specifications. The performance test report shall include the equipment tested, the testing methods utilized, and proof of proper calibration of the equipment. S 101.13.4 Commissioning Report. The commissioning report shall be submitted to the Authority Having Jurisdiction.

    S 101.14 Operation and Maintenance Manual. An operation and maintenance manual shall be provided in accordance with Section 1501.6 and shall also include the following:

    (1) Instructions on operating and maintaining the system, including treatment process operations, instrumentation and alarms, and chemicals storage and handling.

    (2) Site equipment inventory and maintenance notes.

    (3) Equipment/system warranty documentation and information.

    (4) As-built design drawings.

    (5) Details on training requirements and qualifications of personnel responsible for operating the system.

    (6) Maintenance schedule. S 101.15 Inspection. Field inspections shall take place during and after construction while the contractor is on-site to verify that the stormwater treatment system components have been properly supplied and installed according to the plans and specifications used for installation. Record drawings shall be maintained with changes to the approved plans by the contractor and available for periodic inspection as needed.

    S 102.0 Definitions.

    S 102.1 General. For the purpose of this appendix, the following definitions shall apply: Challenge Test. The evaluation of a unit treatment process for pathogen log 10 reduction performance using selected surrogate or indigenous constituents. This includes a detailed technology evaluation study conducted to challenge the treatment technology over a wide range of operational conditions. Commissioning.     Inspections shall be conducted in accordance with Health and Safety Code_ Section 17973(a) through (f) and (m). Weather-exposed balconies and walking surfaces found to be in need of repair or replace- ment shall be corrected in accordance with Section 17973(g) through (i). Continued and ongoing maintenance of weather-exposed balconies and walking surfaces shall be the responsibility of the building owner in accordance with Section 17973(k). See defini- tion of “exterior elevated element” in Health and Safety Code Section 17973(b)(2) for additional details. See Civil Code Section 5551 for inspections of condominium projects.

    [A] 109.3.7 Fire- and smoke-resistant penetrations. Protection of joints and penetrations in fire-resistance-rated assemblies, smoke barriers and smoke partitions shall not be concealed from view until inspected and approved.

    [A] 109.3.8 Other inspections. In addition to the inspections specified in Sections 109.2 through 109.3.7, the code official is authorized to make or require other inspections of any construction work to ascertain compliance with the provisions of this code and other laws that are enforced by the department of building safety.

    Note: All noncompliant plumbing fixtures in any residential real property shall be replaced with water-conserving plumbing fixtures. Plumbing fixture replacement is required prior to issuance of a certificate of final completion, certificate of occupancy or final permit approval by the local building department.     [A] 109.3.9 Special inspections. Special inspections shall be required in accordance with the California Building Code .

    [A] 109.3.10 Flood hazard documentation. Where a building is located in a flood hazard area, documentation of the elevation of the lowest floor or the elevation of dry floodproofing, if applicable, as required in the California Building Code or the California Residential Code, as applicable, shall be submitted to the code official prior to the final inspection.

    [A] 109.3.11 Final inspection. The final inspection shall be made after work required by the building permit is completed.

    [A] 109.4 Inspection agencies. The code official is authorized to accept reports of approved inspection agencies, provided that such agencies satisfy the requirements as to qualifications and reliability.

    SECTION 110—CERTIFICATE OF OCCUPANCY

  • CPC § 101.3.2 Medium relevance — show source text

    ** No permit for a rainwater catchment system requiring a permit shall be issued until complete plumbing plans, with data satisfactory to the Authority Having Jurisdiction, have been submitted and approved. No changes or connections shall be made to either the rainfall catchment or the potable water system within a site containing a rainwater catchment water system without approval by the Authority Having Jurisdiction. K 101.3.2 System Changes. No changes or connections shall be made to either the rainwater catchment system or the potable water system within a site containing a rainwater catchment system requiring a permit without approval by the Authority Having Jurisdiction. K 101.4 Product and Material Approval. System components shall be properly identified as to the manufacturer. K 101.4.1 Plumbing Materials and Systems. Pipe, pipe fittings, traps, fixtures, material, and devices used in a potable rainwater system shall be listed or labeled (thirdparty certified) by a listing agency (accredited conformity assessment body) and shall be in accordance with approved applicable recognized standards referenced within this code, and shall be free from defects. Unless otherwise provided for in this appendix, materials, fixtures, or devices used or entering into the construction of plumbing systems, or parts thereof shall be submitted to the Authority Having Jurisdiction for approval.

    K 101.5 Maintenance and Inspection. Potable rainwater catchment systems and components shall be inspected and maintained in accordance with Section K 101.5.1 through Section K 101.5.3.

    K 101.5.1 Frequency. Potable rainwater catchment systems and components shall be inspected and maintained in accordance with Table K 101.5.1 unless more

    frequent inspection and maintenance are required by the manufacturer.

    K 101.5.2 Maintenance Log. A maintenance log for potable rainwater catchment systems shall be maintained by the property owner and be available for inspection. The property owner or designated appointee shall ensure that a record of testing, inspection, and maintenance in accordance with Table K 101.5.1 is maintained in the log. The log will indicate the frequency of inspection, and maintenance of each system. A record of the required water quality tests shall be retained for not less than 2 years.

    K 101.5.3 Maintenance Responsibility. The required maintenance and inspection of potable rainwater catchment systems shall be the responsibility of the property owner unless otherwise required by the Authority Having Jurisdiction.

    K 101.6 Operation and Maintenance Manual. An operation and maintenance manual for potable rainwater catchment systems shall be supplied to the building owner by the system designer. The operating and maintenance manual shall include the following:

    (1) Detailed diagram of the entire system and the location of system components.

    (2) Instructions for operating and maintaining the system.

    (3) Details on maintaining the required water quality as determined by the Authority Having Jurisdiction.

    (4) Details on deactivating the system for maintenance, repair, or other purposes.

    (5) Applicable testing, inspection, and maintenance frequencies in accordance with Table K 101.5.1.

  • CPC § 1405.2 Medium relevance — show source text

    Excavations required for the installation of underground piping shall be kept open until such time as the piping has been inspected and approved. Where such piping is covered or concealed before such approval, it shall be exposed upon the direction of the Authority Having Jurisdiction.

    1405.2 Required Inspections. The Authority Having Jurisdiction shall make the following inspections and shall either approve that portion of the work as completed or shall notify the permit holder wherein the same fails to be in accordance with this code.

    1405.2.1 Rough Piping Inspection. This inspection shall be made after process piping authorized by the permit has been installed and before piping has been cov

    ered or concealed. This inspection shall include a determination that the piping size, material, and installation are in accordance with the requirements of this code.

    1405.2.2 Final Piping Inspection. This inspection shall be made after piping authorized by the permit has been installed and after portions thereof that are to be covered or concealed are so concealed. This inspection shall include a pressure test, at which time the piping shall stand a pressure of not less than one-and-one-half times the maximum designed operating pressure where hydraulic testing is conducted or 110 percent where testing is conducted pneumatically. Test pressures shall be held for a length of time satisfactory to the Authority Having Jurisdiction, but in no case for less than 30 minutes with no perceptible drop in pressure. HPM drain, waste, and vent piping shall be tested in accordance with the plumbing code. Tests shall be made in the presence of the Authority Having Jurisdiction. Necessary apparatus for conducting tests shall be furnished by the permit holder.

    1405.3 Other Inspections. In addition to the inspections required by this section, the Authority Having Jurisdiction shall be permitted to require a special inspector, as specified in the building code, during installation of piping systems. In cases where the work authorized was installed in accordance with plans and specifications prepared by a registered design professional, the Authority Having Jurisdiction shall be permitted to require a final signed report stating that the work was installed in accordance with approved plans and specifications and the applicable provisions of this chapter.

    1406.0 Pipe, Tubing, and Fittings.

    1406.1 General. Process pipe, tubing, and fittings shall comply with ASME B31.3 and shall be installed in accordance with the manufacturer’s installation instructions. Materials shall be rated for the operating temperatures and pressures of the system, and shall be compatible with the type of liquid.

    1406.2 Hazardous Process Piping (HPP). HPP supply piping or tubing in service corridors shall be exposed to view. HPP piping shall be identified in accordance with nationally recognized standards to indicate the material being transported. Liquid HPP piping shall have an approved means for directing spilled materials to an approved containment or drainage system.

    Liquid HPP waste or drainage systems shall be installed in accordance with the plumbing code.

    1406.2.1 Installation in Exit Corridors and Above Other Occupancies. Hazardous process supply pipe shall not be located within exit corridors, within a portion of a means of egress required to be enclosed in fire-resistive construction, or in concealed spaces in or above

    [A] 109.1.2.2 Inspection requests. It shall be the duty of the holder of the permit or their duly authorized agent to notify the code official when work is ready for inspection. It shall be the duty of the permit holder to provide access to and means for inspections of such work that are required by this code.

    [A] 109.1.2.3 Approval required. Work shall not be done beyond the point indicated in each successive inspection without first obtaining the approval of the code official. The code official, upon notification, shall make the requested inspections and shall either indicate the portion of the construction that is satisfactory as completed, or notify the permit holder or his or her agent wherein the same fails to comply with this code. Any portions that do not comply shall be corrected and such portion shall not be covered or concealed until authorized by the code official.

    [A] 109.1.3 Reinspections. To determine compliance with this code, the code official can cause a structure to be reinspected. A fee can be assessed for each inspection or reinspection where work for which inspection is called is not complete or where corrections called for are not made.

    Reinspection fees can be assessed where the approved plans are not readily available to the inspector, for failure to provide access on the date for which inspection is requested or for deviating from plans requiring the approval of the code official.

    To obtain a reinspection, the applicant shall pay the reinspection fee as set forth in the fee schedule adopted by the jurisdiction. Where reinspection fees have been assessed, additional inspection of the work will not be performed until the required fees have been paid.

    [A] 109.1.4 Testing. Installations shall be tested as required in this code and in accordance with Sections 109.1.4.1 through 109.1.4.3. Tests shall be made by the permit holder or authorized agent and observed by the code official.

    [A] 109.1.4.1 New, altered, extended or repaired installations. New installations and parts of existing installations that have been altered, extended, renovated or repaired, shall be tested as prescribed herein to disclose defects.

    [A] 109.1.4.2 Apparatus, instruments, material and labor for tests. Apparatus, instruments, material and labor required for testing an installation or part thereof shall be furnished by the permit holder or authorized agent.

    [A] 109.1.4.3 Reinspection and testing. Where any work or installation does not pass an initial test or inspection, the necessary corrections shall be made so as to achieve compliance with this code. The work or installation shall then be resubmitted to the code official for inspection and testing.

    [A] 109.2 Enforcement. Enforcement shall be in accordance with Sections 109.2.1 and 109.2.2.

    [A] 109.2.1 Authorization to issue corrective orders and notices. Where the code official finds any building or premises that are in violation of this code, the code official is authorized to issue corrective orders and notices.
