2.36.010 - Created—Members appointed.

A. There is created a recreation commission consisting of five members, all of whom shall be residents of the city. Said commissioners shall be appointed by the mayor with the approval of the city council.

B. All members of the recreation commission shall serve at the will of the city council.

2.36.020 - Members—Present.

The terms of all members of the recreation commission now serving shall expire on May 1st of the year in which they are currently due to expire, and their successors shall be appointed as set forth in Section 2.36.040.

2.36.030 - Organization.

Members of the commission shall meet in regular session annually in the month of July and shall elect from their members a chairman, a vice-chairman, and shall appoint a secretary. Their duties shall respectively be such as are usually carried by such officers.

2.36.040 - Members—Terms.

Members of the commission shall serve for a term of three years or until their successors are appointed. Members of the commission first appointed shall determine their respective terms of office by lot so that one member thereof shall serve for a term of one year; two members thereof for a term of two years; two members thereof for a term of three years. All vacancies shall be filled for the unexpired terms of the members whose office is vacant in the same manner as such member received original appointment.

2.36.045 - Attendance of meetings.

A. Notwithstanding any of the other provisions of this chapter, any commissioner who absents himself from any three consecutive regular meetings of the recreation commission, unless excused from such attendance by consent of the commission, expressed by action of record in its minutes or who is absent for a total of five regular meetings of the commission in any six-month period without such consent of the commission so expressed of record, shall thereby automatically forfeit his or her position or office as a member of the recreation commission, and the name of such person shall be automatically removed from the membership of the commission immediately after the adjournment of any such third consecutive meeting or of any such fifth meeting in any such six-month period, as the case may be, at which the commissioner has not appeared.

B. The chairman or the secretary of the commission shall thereupon promptly notify the city council, and any such person so ceasing to be such commissioner of fact; whereupon the vacancy so created shall be filled by appointment as contemplated under the provisions of Section 2.36.040.

2.36.050 - Duties and responsibilities.

The duties of the recreation commission shall be to:

A. Act in an advisory capacity to the city council and the director of parks and recreation in all matters pertaining to public recreation and to cooperate with other governmental agencies and civic groups in the advancement of sound parks and recreation planning and programming;

B. Formulate policies on recreation services and submit to the chief administrative officer of the city for approval by the city council including:

  1. Provide agreements with the board of trustees of the Willits school district and the city council for the best possible joint use of park and recreation facilities,

  2. Make recommendations on the advisability of purchasing various parcels of land within the city limits, with a view to the most advantageous use of properties to be acquired by the city for park and recreation purposes;

C. Advise with the director of parks and recreation on development of recreation areas, facilities, programs and improved recreation services;

D. Recommend the adoption of standards on organizations, areas and facilities, program and financial support of park and recreation activities;

E. Make periodic inventories of recreation services that exist or may be needed and interpret the needs of the public to the director of parks and recreation;

F. Aid in coordinating the park and recreation services with the programs of other governmental agencies and voluntary organizations;

G. Advise the chief administrative officer of the city in the preparation of the annual budget request and a long-range parks and recreation capital improvement program;

H. Consider all outside requests for permanent facilities to be erected on park areas;

I. All recommendations, reports, requests specified in this section, shall be submitted to the chief administrative officer.
