2.28.010 - Request for state aid.¶
The city declares that it desires to qualify to receive aid from the state under the provisions of Section 13522 of Chapter I of Title 4, Part 4 of the Penal Code of California.

2.28.020 - Adherence to state standards for recruitment and training.¶
Pursuant to Section 13522 of said Chapter I, the city while receiving aid from the state, pursuant to said Chapter I, will adhere to the standards for recruitment and training established by the California Commission on Peace Officers Standards and Training for police officers.
Pursuant to Section 14510(c), Chapter 1, the Willits police department will adhere to standards for recruitment and training established by the California Commission on Peace Officer Standards and Training (POST) for public safety dispatchers.
Pursuant to Section 13512, Chapter 1, the commission and its representatives may make such inquiries as deemed appropriate by the commission to ascertain that the Willits police department public safety dispatch personnel and police officers adhere to standards and training established by the Commission on Peace Officer Standards and Training.

2.28.030 - Aiding those in distress—Required.¶
In addition to the performance of their regular and ordinary duties, it shall be the duty of all police officers, at all times, and under all circumstances, to go to the aid of all persons or animals in distress or danger and render them such help and assistance as lies within their power.

2.28.040 - Aiding those in distress—Injury in line of duty.¶
In case any police officer shall be injured while rendering such additional services as designated in Section 2.28.030, he shall be deemed to be injured in the course of his employment and shall be entitled to workmen's compensation therefor, as provided by law.

2.28.050 - Adoption of fire protection system proposal.¶
There is adopted by the city council for the purposes of providing the maximum fire protection and the most efficient mode of operation at the lowest cost to the combined district the following proposal for the city to become annexed to the Little Lake fire protection district.

2.28.060 - Establishment of the annexed fire protection district.¶
A. In accordance with Section 13948 of the California Health and Safety Code, the city council requests that the city be included in the Little Lake fire protection district.
B. The inclusion of the city in the fire protection district is to be on the following terms and conditions:
The city shall lease to the district the present quarters now housing the city and district fire department for a period of ten years at an annual rate of one dollar.
During the term of said lease, the district shall have an option to purchase the entire parcel of real property on which said fire department is now situated at the present appraised value of said property which is sixty-nine thousand dollars.
In the event of exercise of said option by the district during the term hereof, the city shall have the right to lease back that portion of said property which now houses the police department for a term ending June 30, 1987, or upon relocation of the police department to other premises, whichever occurs first and on the same terms and conditions as specified in subparagraph 1.
In the event of relocation of the police department to some other premises during the term of the lease described in subparagraph 1, the district shall have the option to lease that portion of the real property which now houses said police department on the same terms and conditions as specified in subparagraph 1 for a term ending June 30, 1987.
The fire district, subject to the approval of the board of supervisors of the county of Mendocino, and effective July 1, 1977, shall expand the board of directors of the Little Lake fire protection district from three to five members and shall recommend to said board of supervisors for appointment to said expanded board two residents both of the city, to serve until the next regular election of said fire district board.
All fire suppression equipment presently owned by the city shall be transferred to the district with the district assuming the then outstanding indebtedness due and owing as of July 1, 1977, on equipment presently being purchased by the city.
The existing alarm system shall be maintained at its present level, or a greater level, of efficiency. The district shall have the right to utilize the Willits police dispatching system for the term of this merger free of charge, provided the district provides free fire protection services to all city owned property wherever located. In the event the district does not provide the city with free fire protection services, the district shall pay its pro rata share of the actual cost of operating the Willits police dispatching system including the actual cost of maintenance and operating personnel so long as the district's intention to discontinue utilization of said system shall be in writing and given sixty days prior to the date of discontinuance.
The effective date of the proposed merger shall be July 1, 1977. The date of transfer of assets, acceptance of responsibility and all other acts contemplated by this section or necessarily implied in said merger shall be July 1, 1977.

2.28.070 - Fire zones.¶
The setting up of fire zones within the boundaries of the city shall be determined by mutual agreement between the city and the district.

2.28.080 - Mutual aid agreements.¶
The fire district board shall make such determinations as are necessary to effectuate agreements which will provide for the maximum safety of the residents of the merged district.

2.28.090 - Public interest and necessity.¶
A. In adopting the ordinance codified in this chapter, the city council specifically declares that the annexation and property transfer to the district is for the common benefit of the citizens of the city and the citizens of the Little Lake fire protection district, in that economically feasible and adequate fire protection will not be lost to the residents of Willits.
B. In adopting the ordinance codified in this chapter, the city has weighed and considered the following economic factors which, while relevant to its decision to merge in the manner specified, cannot be precisely quantified:
That the work of improvement which now houses the fire department was built from tax revenues contributed by the residents of the city;
That the district at the time of this merger owns certain cash reserves generated by tax revenues contributed by residents of the Little Lake fire protection district which exceed the value of the total assets contributed by the city by seventy thousand dollars more or less;
That based upon the respective assessed valuations of the city and the district, it is estimated that after the merger contemplated in this chapter, residents of the city will contribute two-thirds and residents of the district one-third of total district revenues;
That the lease with option to purchase contemplated in Section 2.28.060 represents a contribution of assets by the city to the combined district intended to equalize all the economic considerations mentioned in this section.
