The meeting place of the city council shall be at council chambers of the community center building, located at the southeast corner of the intersection of Commercial and Humboldt Streets in the city.

The meetings of the city council shall be held on the second and fourth Wednesdays of each month, beginning on the second Wednesday of January, 1975.

The provisions contained in Sections 2.04.030 through 2.04.080 shall be referred to as the no smoking ordinance of the city.

The terms contained in this section shall apply to Sections 2.04.030 through 2.04.080.

A. "Council chamber" refers to the council chambers of the city, located in the city hall, presently existing or as hereafter established.

B. "Tobacco smoke" refers to that smoke produced by the combustion of tobacco by any means, including, but not limited to, cigarettes, cigars and pipes.

It is unlawful for any person to smoke or to cause the production of tobacco smoke in the council chambers as defined in Section 2.04.040 while said room is being occupied and used as a meeting place for the purpose of holding meetings which are open to the public.

Notice of the provisions contained in Sections 2.04.040 through 2.04.080 shall be conspicuously posted so as to notify the public of the prohibition contained in Sections 2.04.040 through 2.04.080.

The provisions of Sections 2.04.040 through 2.04.080 shall be published as required by law in the Willits News, a newspaper of general circulation published in the city.

Any person found guilty of violating Section 2.04.050 is guilty of an infraction and shall be fined not less than ten dollars.

All of the duties and responsibilities previously performed by the planning commission shall be assumed and performed by the city council of the city sitting as the Willits planning commission.

The city council sitting as the Willits planning commission may consider any planning matters at any regular or special meeting of the Willits city council called for that purpose.

All decisions of the city council sitting as the planning commission shall be final and nonappealable. Section 17.84.030 of this code not withstanding, or any other provision of this code which are in conflict or inconsistent with this section, this section shall govern.
