2.72.010 - Need.¶
The city council has determined that there is a community need for a redevelopment agency in the city and declares that there is a need for a redevelopment agency to function within the city pursuant to Health and Safety Code Section 33000 et seq.

2.72.020 - Designation.¶
The redevelopment agency created in this chapter is designated as "the community development agency of the city of Willits."

2.72.030 - City council declared agency.¶
The city council declares itself to be the redevelopment agency of the city pursuant to Section 33200 of the Health and Safety Code and finds that such action will serve the public interest and promote the public safety and welfare in an effective manner. The city council further declares that all of the rights, powers, duties, privileges, and immunities of the Community Redevelopment Law are vested in the city council.

2.72.040 - Compensation.¶
Inasmuch as the population of the city is less than two hundred thousand, compensation of the members of the redevelopment agency is established pursuant to Section 33114.5 of the Health and Safety Code, as such section may be amended from time to time; provided, however, that no member shall receive compensation for attending more than four meetings of the agency during any calendar month. In addition, members shall receive their actual and necessary expenses incurred in the discharge of their duties.

2.72.050 - Program to acquire real property by eminent domain.¶
The improvement and development plan for the Willits redevelopment project area does not authorize the agency to acquire real property by eminent domain within the project area; and therefore, the agency currently has no program to acquire real property by eminent domain in the city of Willits redevelopment area.
The agency's program to acquire real property by eminent domain may be amended only by amending the improvement and development plan for the Willits redevelopment project area pursuant to Article 12 of the Health and Safety Code or as otherwise authorized by the Health and Safety Code.
