2.12.010 - Office created.

In accordance with the Government Code, state of California, Section 37209 and 40805.5, the office of director of finance is created.

2.12.020 - Appointment.

The city council, by resolution, upon recommendation of the city manager, shall appoint the director of finance and establish the salary for the office.

2.12.030 - Qualifications.

The director of finance shall be qualified by sufficient technical accounting training, skill, experience and executive ability to be proficient. Residence in the city shall not be a prerequisite for appointment to this office.

2.12.040 - Responsibilities and duties.

The director of finance shall be the chief accounting officer for the city. He shall be responsible for the efficient administration of all accounting functions for the city. All of the duties, responsibilities and authority imposed upon the city clerk as chief accounting officer for the city are transferred to and imposed upon the director of finance. He shall be responsible for the efficient performance of the duties and responsibilities, namely, he shall:

A. Supervise and control all appointed personnel in the city's general accounting office;

B. Be responsible for all accounting functions of the city, and collections from consumers' accounts;

C. Have authority to reassign employees under his supervision temporarily or permanently to meet emergencies and volume growth requirements;

D. Administer laws and ordinances pertaining to taxes, licenses and permits;

E. Cause current accounts to be kept of all funds, revenue, receipts, expenditures and financial commitments of the city;

F. Collect, receive and deposit all moneys of the city and keep proper records therefor;

G. Cause the performance of accounting control of storage and issuance of materials and supplies;

H. Be custodian of the city's permanent accounting records;

I. Prescribe and control forms and procedures of all other departments which pertain to revenues or receipts;

J. Prepare and issue all warrants;

K. Prepare financial statements and statistical reports;

L. Have the right to audit the accounting functions performed by all other departments and divisions of the city;

M. Perform such other functions as may be prescribed by the city council.

2.12.050 - Bond.

The director of finance shall execute the bond required of the city clerk by the Government Code of the state of California, Section 36518.
