§ 2.20.010. Title and citation.¶
This chapter shall be known and cited as the "Wheatland Planning Commission Ordinance."

§ 2.20.020. Created.¶
A planning commission for the city is established to promote and insure the comprehensive and adequate planning of the city.

§ 2.20.030. Membership.¶
The planning commission shall be composed of five members each of whom shall be appointed by majority vote of the city council, and one ex officio, nonvoting member, who shall be a member of the city council. The members may be from the city at large and are not required to be from specified areas of the city; however, it is the intent that the planning commission be composed of members who represent various areas of the city.

§ 2.20.040. Term of office.¶
Of the members first appointed, three shall be for a term expiring on the second Tuesday following the first Monday in January, 1977 and two for the term expiring on the second Tuesday, following the first Monday in January, 1979. Thereafter, on the first regular city council meeting, in January of the year in which the member's term expires, their successors shall be appointed for a term of four years. If vacancies occur, otherwise than by expiration of term, they shall be filled by appointment for the unexpired portion of the term.

§ 2.20.050. Removal from office.¶
Notwithstanding the provisions of this chapter, all members of the planning commission serve at the pleasure of the city council and may be removed from office without cause at any time by a majority vote of the city council. The office of any members failing to attend three consecutive regular meetings of the commission shall become vacant upon the third regular meeting missed. Any member of the commission unable to attend the meeting shall give notice to the secretary of the planning commission at least one business day prior to the date of the meeting. The secretary of the planning commission shall immediately notify the city clerk whenever a member of the planning commission fails to attend three or more consecutive regular meetings of the commission. Any member of the planning commission removed from office by reason of his or her failure to attend three consecutive regular meetings of the commission, shall be eligible for reappointment to the commission.

§ 2.20.060. Powers and duties.¶
The planning commission shall have and exercise all the powers and duties which are now or may hereafter be granted to or imposed upon the commission by state law, and such additional powers and duties as may be granted or imposed by ordinances of the city and the rules and regulations adopted by the commission for the transaction of its business, pursuant to Section 2.20.070 of this chapter.

§ 2.20.070. Meetings.¶
The planning commission shall hold at least one regular meeting each month, keep public record of its resolutions, findings and determinations, and adopt rules and regulations pertaining to its meetings and the transactions of its business. Three voting members of the planning commission shall constitute a quorum for the transaction of business except as is otherwise provided in state law or ordinances of the city. The secretary of the planning commission shall regularly transmit to each member of the city council and to the city clerk, copies of the minutes of all meetings of the planning commission together with a copy of the agenda for the next succeeding regular meeting.

§ 2.20.080. Officers.¶
The planning commission shall elect a chairperson, vice chairperson, and secretary for a term of one year at the first regular meeting in January of each year. The chairperson and vice chairperson shall be elected from among the appointed members of the commission.

§ 2.20.090. Compensation.¶
Each member of the Planning Commission shall be paid a salary in the amount of fifty dollars per month.
