§ 10.04.010. Definitions.

The following words and phrases when used in this title shall, for the purpose of this title, have the meaning construed as set forth herein, unless it is apparent from the context that a different meaning is intended:

"Police officer" means every officer of the Police Department of the City.

"Standing," for purposes of the Vehicle Code of the State of California and the Code of the City of Vernon, is defined to include stopping.

"Stopping," for purposes of the enforcement of the Vehicle Code of the State of California and the Code of the City of Vernon, is defined to include standing and shall have the same meaning as set forth in Section 587 of the Vehicle Code of the State of California.

"Traffic Engineer" means the City Engineer of the City, or any other person appointed to perform such duties by the City Administrator.

All other words and phrases shall be the same as defined in the Vehicle Code of the State of California.

§ 10.04.020. Authority for title.

This title is hereby enacted pursuant to authority granted to municipalities, in the discretion pursuant to various sections of the Vehicle Code of the State, and other laws, statutes and provisions of the State.

§ 10.04.030. Duties of Police Department.

It shall be the duty of the Police Department with such aid as may be rendered by other members of appropriate departments of the City, including, but not limited to, the Traffic Engineering and Street Department, to enforce the street regulations of this City, and of all of the State vehicle laws applicable to street traffic in this City, to make arrest or issue citations for traffic violations, to investigate accidents and to cooperate with the Traffic Engineer and other officers of the City in the administration of the traffic laws and in developing ways and means to improve traffic conditions, and to carry out those duties specifically imposed upon the Police Department and such other departments of the City as may be appropriate, by this title and any other ordinance of the City.

§ 10.04.040. Duties of Traffic Engineer.

The Traffic Engineer of the City shall exercise the powers and duties with respect to traffic as provided in this title. It shall be the general duty of the Traffic Engineer to determine the installation and proper timing and maintenance of traffic control devices, to conduct engineering analysis of traffic accidents and to devise remedial measures, to conduct engineering investigation of traffic conditions, to plan the operation of traffic on the streets and highways of this City, to cooperate with other City officials in the development of ways and means to improve traffic conditions and to carry out the additional powers and duties imposed by ordinances of this City.

§ 10.04.050. Duties of officers of Police Department—Direction of traffic.

It shall be the duty of the officers of the Police Department, or such officers as are assigned by the Chief of Police, to enforce all street traffic laws of this City, and all of the State vehicle laws applicable to street traffic in the City. Officers of the Police Department, or such officers as are assigned by the Chief of Police, are hereby authorized to direct all traffic by voice or signal in conformance with traffic laws; provided, that in the event of a fire or other emergency, or to expedite traffic or to safeguard pedestrians, officers of the Police Department may direct traffic as conditions may require, notwithstanding the provisions of this title or other traffic laws.
