2.45.010 - Authorization.

The board of supervisors of the county is hereby enabled to authorize the expenditure of county funds for the training and orientation of supervisors-elect of the county for such training and orientation as is approved by the board of supervisors prior to the participation by the supervisor-elect in such training and orientation.

2.45.020 - Expenditures.

A. The funds so expended shall be limited to the payment by reimbursement of course fees, course materials, consultant services, and participation in seminars and other meetings sponsored, in whole or in part, by the County Supervisors Association of California, as may be approved by the board of supervisors prior to the supervisor-elect's participation in the course, consulting activity, seminar, or meeting, and such travel and per diem expenses reasonable and necessary to the participation in the course, consulting activity, seminar, or meeting.

B. Travel and per diem expenses incurred by the supervisor-elect shall be deemed to be reasonable and necessary to the extent the same would be reimbursed to the supervisor-elect had she or he assumed office prior to the time the approved travel took place.

2.45.030 - Submission of request to attend.

Each supervisor-elect who wishes to attend or otherwise participate in a course, consulting activity, seminar, or meeting shall submit a request in writing, to the board of supervisors describing the course, consulting activity, seminar, or meeting which he or she desires to attend, together with the inclusive dates thereof and proposed means of travel, if any, reasonable and necessary for the supervisor-elect to participate.

2.45.040 - Consideration of request.

A. The board of supervisors shall consider each such request and may approve in whole, or in part, said request.

B. The board may consider any such request as may be made subsequent to the date of adoption, but prior to the effective date, of the ordinance codified in this chapter and conditionally approve said request with reimbursement to be conditioned upon the ordinance codified in this chapter ultimately becoming effective.

2.45.050 - Claims for reimbursement.

A. Any person who as a supervisor-elect participated in a course, consulting activity, seminar, or meeting with the prior approval or conditional approval of the board of supervisors may, subsequent to such participation and the effective date of the ordinance codified in this chapter, claim reimbursement for the herein approved costs incurred.

B. A claim for reimbursement submitted pursuant to the provisions of the ordinance codified in this chapter shall be made in the same manner, form, and process, as if the supervisor-elect making the claim had been at the time approved costs were incurred, a supervisor who had assumed office.
