10.56.010 Certain vehicles prohibited in central traffic district.

A. No person shall operate any of the following vehicles in the central traffic district between the hours of 7:00 a.m. and 6:00 p.m. of any day:

  1. Any freight vehicle more than eight and one-half feet in width, with load, or any freight vehicle so loaded that any part of its load extends more than 20 feet to the front or rear of the vehicle;

  2. Any vehicle carrying building material that has not been loaded, or is not to be unloaded, at some point within the central traffic district;

  3. Any vehicle conveying refuse, rubbish, garbage or dirt.

B. Provided, that the city traffic engineer may, by written permit, authorize the operation of any such vehicle for the purpose of making necessary emergency deliveries to or from points within the central traffic district. (Ord. 99-9 § 1, 1999).

10.56.020 Advertising vehicles.

No person shall operate or drive any vehicle used for advertising purposes or any advertising vehicle equipped with a sound-amplifying or loudspeaking device upon any street or alley at any time within the central traffic district without a permit therefor issued by the city traffic engineer. (Ord. 99-9 § 1, 1999).

10.56.030 Animal-drawn vehicles – Permit required.

No person shall drive, move or operate any animal-drawn vehicle on any public city street or within the Plaza Horseshoe except by written permit of the city. Such vehicles utilized during special events held under city permit such as parades are exempted from this section. Permit authority and regulations for animal-drawn vehicles shall be established by the city council by resolution. In cases of immediate threat to public health, safety and welfare, the police chief may revoke permits for animal-drawn vehicles. Any animal-drawn vehicle permitted to enter the plaza or other city park shall be exempted from Sections 8.12.070 and 9.12.180. No person shall drive any animal-drawn vehicle into or within the central traffic district between the hours of 4:30 p.m. and 6:00 p.m. of any day. (Ord. 08.5-2009 § 1, 2009; Ord. 99-9 § 1, 1999).

10.56.050 Commercial vehicles prohibited from using certain streets.

A. Whenever any resolution of this city designates and describes any street or portion thereof as a street, the use of which is prohibited by any commercial vehicle, the city traffic engineer shall erect and maintain appropriate signs on those streets affected by such ordinance.

B. Those streets and parts of streets established by resolution of the council are declared to be streets, the use of which is prohibited by any commercial vehicle. The provisions of this section shall not apply to passenger buses under the jurisdiction of the public utilities commission. (Ord. 99-9 § 1, 1999).

10.56.051 Commercial vehicles prohibited from parking in residential districts.

It is unlawful to park or stand on any street in a residential district any commercial vehicle having a manufacturer’s gross vehicle weight rating of 10,000 pounds or more, except commercial vehicles when actually in use to deliver or pick up goods, wares or merchandise from or to any building or structure in the vicinity, or when actually in use to deliver materials to be used in the bona fide repair, alteration, remodeling or construction of any building or structure in the near vicinity for which a building permit has been obtained. This section does not apply to recreational vehicles or other vehicles kept for purely personal use. Violation of this section is an infraction. (Ord. 99-9 § 1, 1999).

10.56.060 Movement of heavy vehicles and equipment – Permit required.

No person shall move or operate upon any of the city streets any vehicle with a load or loads in excess of those permitted by the Vehicle Code without an encroachment permit from the city engineer. (Ord. 99-9 § 1, 1999).
