Sec. A6-247. - Established; purpose.

There is hereby established, in accordance with Sections 500 and 506 of the Charter, the San Martin Planning Advisory Committee, the general purpose of which is to serve as an advisory body to the Board of Supervisors and Planning Commission.

Sec. A6-248. - Membership.

(a) The Committee shall consist of seven members. Members shall be residents of the unincorporated area of the County defined within the General Plan as the San Martin Planning Area, or residents of the unincorporated area of the County within the ZIP Code 95046. Members shall be nominated on a rotating basis by the District 1 Supervisor and appointed by the full Board of Supervisors.

(b) The term of office of the members shall be four years and until the appointment of their successor. Members may be reappointed to serve a total of two terms. No member shall be eligible to serve on the Committee for more than two consecutive four-year terms. An individual may apply to serve on the Committee one year after completing two full terms and leaving the Committee.

(c) Any member may be removed by the Board of Supervisors for willful or corrupt misconduct in office. Any vacancy in the membership of the Committee shall be filled for the unexpired term by appointment by the Board of Supervisors.

(d) A member's failure to attend three consecutive regular meetings of the Committee, without good cause as determined by the Committee chairperson will result in notification to the appointing authority, which may result in removal of the member from the Committee for cause.

Sec. A6-249. - Organization.

The Committee shall organize itself in accordance with Section 506 of the Charter, and the Department of Planning and Development shall provide staff support to the Committee. Following the first day of July of every year, the Committee will organize by electing one of its members as chairperson and another as vice chairperson to serve at the pleasure of the Committee. A majority of the Committee shall consist of four members of the Committee and shall constitute a quorum for the transaction of business.

Sec. A6-250. - Meetings.

Notwithstanding the provisions of Section A6-3, the Committee shall meet monthly on the Wednesday immediately before the Planning Commission meeting. The meetings will be held at the County of Santa Clara Animal Services Building, 12425 Monterey Road, San Martin, CA.

Sec. A6-251. - Powers and duties.

(a) The Committee shall serve as an advisory body to the Board of Supervisors and Planning Commission and shall have the following functions and duties:

(1) Provide advisory recommendations on land use projects within the San Martin Planning Area that require Planning Commission or Board of Supervisors approval.

(2) Review and make advisory recommendations to the Planning Commission and Board of Supervisors on proposed amendments to the Ordinance Code and General Plan that will impact the San Martin Planning Area.

(3) Provide review and comment on major County capital projects or plans for public facilities within the San Martin Planning Area.

Sec. A6-252. - Expenditures.

No expenditures or requisitions for services and supplies for the Committee shall be made and no claims for reimbursement shall be submitted for payment, unless necessary to the conduct of the Committee's business. All expenditures and approvals must be approved by the Clerk of the Board, who shall be responsible for preparing and processing all expenditures, requisitions and claims.
