Sec. A6-33. - Establishment.

There is hereby established, in accordance with Sections 500 and 506 of the Charter, a Veterans Commission of the County of Santa Clara.

Sec. A6-34. - Membership.

The Commission shall consist of 15 members, five of whom shall be representatives of the five County supervisorial districts appointed by each Supervisor, two of whom shall be representatives of the County at large; and eight nonvoting, ex officio members who shall be the commanding officers or designees of the principal Air National Guard, Army National Guard, Coast Guard Reserve, Naval Reserve, Army Reserve, and Marine Corps Reserve units that serve Santa Clara County, the Director of the County Office of Veterans Services or designee, and the senior representative of the United States Department of Veterans Affairs serving Santa Clara County or designee. Each voting Commissioner shall have a term of four years, and until his or her respective successor is appointed and qualified. No voting member shall be eligible to serve on such Commission for more than three consecutive terms in addition to any portion of any unexpired term which may have been served. However, such an individual may apply to serve on the Commission one year after leaving their voting membership position on the Commission. A Commissioner's failure to attend three consecutive regular meetings without good cause as determined by the Chairperson will result in notification to the appointing authority, which may result in removal of the member from the Commission.

Sec. A6-35. - Organization; secretary.

The Commission shall organize itself in accordance with Section 506 of the Charter. It shall establish bylaws which shall govern the Commission following approval as to form and legality by County Counsel and approval by the Board of Supervisors. The County Clerk of the Board or his or her designee shall be ex officio secretary of the Commission and shall provide secretarial assistance to the Commission.

Sec. A6-36. - Meetings of Commission.

The Commission shall approve a schedule of regular meetings for each calendar year. Notwithstanding the provisions of Section A6-3 of the Ordinance Code, the Commission shall meet bimonthly on the third Thursday in even-numbered months; or upon the call of the chairperson; or upon the request of three or more members of the Commission to the chairperson. The time and place of each meeting shall be specified in the notice calling the meeting.

Sec. A6-37. - Purpose and duties.

The purpose of the Commission is to enhance communication, cooperation, and collaboration among government agencies, non-profit organizations, and community groups that are honoring military service and working on veterans' community issues and programs.

To effectuate that purpose, the Commission shall, as needed, act in an advisory capacity to the Board of Supervisors in:

(a) Promoting, aiding and encouraging public support and recruitment for military service;

(b) Promoting, aiding and encouraging public support for veterans' affairs;

(c) Reviewing policies and programs affecting veterans; and

(d) Providing appropriate and timely information and recommendations concerning military service and veterans affairs.

Sec. A6-38. - Expenditures and expense reimbursement.

No expenditures or requisitions for services and supplies for Commission business shall be made without the approval of a majority of the members of the Commission. The secretary of the Commission shall be responsible for preparing and processing all expenditures and requisitions in accordance with Board Policy Section 3.3 (Budgets for Commission Business).

Commissioners shall be eligible for actual and necessary expenses incurred in the performance of official duties as allowed by County policies and the County of Santa Clara Ordinance Code.
