Sec. 90-776. - Rights and duties.¶
Every person operating a bicycle on a roadway, any paved shoulder, or a bicycle lane has all the rights and is subject to all the duties applicable to the driver of a motor vehicle by state laws or by city ordinances, except those provisions of law and ordinance which by their nature can have no application and except as otherwise provided in this division.

Sec. 90-777. - Operation upon sidewalks.¶
No person shall ride a bicycle upon a sidewalk within the central business district, nor shall any person ride upon any other sidewalk within this city that has been posted with signs prohibiting such riding.

Sec. 90-778. - Parking.¶
No person shall park a bicycle at any location that has been posted with signs prohibiting such parking.

Sec. 90-779. - Equipment.¶
Any person operating a bicycle within the city limits shall equip the bicycle in accordance with the requirements of Vehicle Code §§ 21201 and 21201.5.

Sec. 90-780. - Traffic control devices.¶
(a) Authority to install. The city traffic engineer shall have the authority, power and duty to place and maintain or to cause to be placed and maintained any official traffic control devices for the direct or incidental regulation of bicycle traffic. In so acting, the city traffic engineer shall conform to the provisions of the Vehicle Code, the state traffic manual and this chapter.
(b) Obedience to devices. The operator of any bicycle shall obey the instructions of any traffic control device placed in accordance with this division, with the exceptions granted in this article or unless otherwise directed by a police officer or authorized person.
(c) Authority to remove, relocate or discontinue devices. The city traffic engineer is authorized to remove, relocate or discontinue the operation of any bicycle facility or bicycle-related traffic control device not specifically required by the Vehicle Code or by this division whenever he shall determine in any particular case that the conditions which normally warrant or require the installation no longer exist.

Sec. 90-781. - Lane markings.¶
(a) The city traffic engineer is authorized to mark and designate bicycle lanes upon the surface of a roadway to designate that portion of the roadway to be traveled by bicycles and may place signs or may cause signs to be placed to prohibit or restrict parking, standing or stopping of motor vehicles to maintain the effectiveness of such lanes.
(b) If the city traffic engineer shall establish any bicycle lane, path or route which comes within the meaning of the term "bikeway," as that term is defined in Streets and Highways Code § 890.4, the city traffic engineer shall then comply with all the requirements of Streets and Highways Code § 890 et seq. (the California Bicycle Transportation Act) in designing, establishing or maintaining any such bicycle lane, path or route.

Sec. 90-782. - Obedience to police or authorized officers.¶
No person operating a bicycle shall fail or refuse to comply with or shall fail or refuse to perform any act forbidden by any lawful order, signal or direction of a traffic or police officer or a member of the fire department or a person authorized by the chief of police or by law.

Sec. 90-783. - Report of accident.¶
(a) In addition to any other requirements imposed by this division or by Vehicle Code division 10, the operator of a bicycle involved in any accident at whatever location within this city, which accident results in injury to any person, other than complaint of pain only, or in property damage in excess of $100.00 shall, within 24 hours after such accident, make a written report of such accident to the police.
(b) Every such report shall state the date and time when and the place where the accident took place, the names and addresses of the person owning and of the person operating such bicycle, the registration number of the bicycle, and shall briefly describe the circumstances of the accident.
(c) The operator of any bicycle involved in an accident shall not be subject to the requirements of this section during any time of physical incapability, but such a report shall be made as required in subsection (a) of this section within 24 hours after regaining the ability to make such report.

Sec. 90-784. - Compliance with Vehicle Code.¶
In addition to all other requirements regarding the operation of bicycles set forth in this division, every person operating a bicycle within the city limits shall comply with the requirements and provisions of Vehicle Code division 11, chapter 1, article 4 (Vehicle Code § 21200 et seq.).
