Sec. 90-676. - Definitions.

The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Bicycle means any device upon which a person may ride, which is propelled by human power through a system of belts, chains, or gears, having either two or three wheels (one of which is at least 20 inches in diameter) or having a frame size of at least 14 inches, or having four or more wheels.

Bicycle dealer means any person who sells, gives away, buys, or takes in trade, for the purpose of resale, more than five bicycles in any one calendar year, whether or not such bicycles are owned by such person. The term "bicycle dealer" also includes agents or employees of such person.

Bicycle lane means any lane within the roadway designated by signs and markings for the operation of bicycles.

Bicycle license means any license tag, decal or other indicia designated by the state in accordance with Vehicle Code § 39001 to be permanently affixed to the bicycle in a visible location and which bears a unique number permanently assigned to that bicycle by the state.

Bicycle path means any specifically designated area for bicycle travel, physically separated from the roadway.

Bicycle registration certificate means the ownership card issued by the city licensing agency or agent upon receipt of the designated license fee.

Bicycle route means any route recommended for bicycle travel, which may include bicycle paths and public streets for accommodating bicycle riders.

Central business district and/or central traffic district means all streets and portions of streets within the area described as follows: San Fernando Road and Truman Street between Hubbard Street and the east city limits; Maclay Avenue between Coronel Street and Eighth Street; San Fernando Mission Boulevard between O'Melveny Street and Truman Street; and that area bounded by Truman Street, Kalisher Street, Coronel Street and Chatsworth Drive.

Licensing agency means that party designated by the chief of police as official licensing agency for bicycles in the city.

Motorized bicycle means any two-wheeled or three-wheeled device having fully operative pedals for propulsion by human power, or having no pedals if powered solely by electrical energy, and an automatic transmission and a motor which produces less than two gross brake horsepower and which is capable of propelling the device at a maximum speed of not more than 30 miles per hour on level ground.

Sec. 90-677. - Use of fees collected.

There is established a special fund in the city treasury entitled the "bicycle license fund." Fees collected pursuant to this article by the licensing agency shall be deposited into such fund, and the city clerk is authorized to make the necessary disbursements for all costs of administering the bicycle licensing program provided for in this article.

Sec. 90-678. - Records.

The licensing agency shall maintain records of each bicycle registered. Such records shall include but not be limited to the license number, the serial number of the bicycle, the make and type of the bicycle, and the name and address of the licensee. Records shall be maintained during the period of validity of the license or until notification that the bicycle is no longer to be operated.

Sec. 90-679. - Annual safety report.

The city traffic engineer, with the advice of the chief of police or chief of the traffic division, and any other city officials having to do with bicycle matters shall prepare an annual bicycle safety report. Such report is to include accident data, enforcement, licensing, registration and educational activities, and any other information deemed pertinent. The report shall be submitted to the city council on or before January 31 of each calendar year.

Sec. 90-680. - Accident studies.

The traffic division of the police department shall cooperate with the city traffic engineer in conducting studies of bicycle accidents and in determining remedial measures.
