Sec. 90-706. - Duties of traffic division.¶
It shall be the duty of the traffic division of the police department, in conjunction with the duties described within this chapter, with such aid as may be rendered by other members of the police department, to:
(1) Enforce this article and all of the Vehicle Code sections applicable to bicycle traffic in the city;
(2) Make arrests for traffic violations;
(3) Investigate bicycle accidents; and
(4) Cooperate with the city traffic engineer and other city officers in the administration of this article and in developing ways and means to improve traffic conditions and bicycle safety.

Sec. 90-707. - Police authorized to number bicycle frames.¶
All bicycles sold as of the effective date of the ordinance from which this article derives shall have, as a means of identification, serial numbers stamped on the bicycle in a manner determined by the director of motor vehicles. The police department or licensing agency may stamp numbers on the left rear fork end of any such bicycle not bearing a manufacturer's serial number.

Sec. 90-708. - Impoundment for violation of law.¶
The licensing agency or any officer of the police department shall have the right to impound and retain possession of any bicycle in violation of this article and may retain possession of such bicycle until there is compliance with this article.

Sec. 90-709. - Impounding fee; violations.¶
(a) Impounding fee. Any person wishing to regain rightful possession of a bicycle impounded by the licensing agency shall pay $5.00 to the licensing agency.
(b) Violation. Any person who violates or wilfully fails to comply with any section of division 3 or 4 of this article shall be guilty of an infraction.
