Sec. 2-866. - Sale authorized.

Any city-owned personal property, including vehicles, which no longer can be used or which is inoperative or which is irreparable or not economically repairable shall be sold by the city administrative officer in the manner set forth in this division.

Sec. 2-867. - Exceptions.

This division shall not apply to any items of city-owned personal property used or to be used in trade or exchange for new replacement property of a similar nature pursuant to subdivision II of division 6 of this article.

Sec. 2-868. - Council approval for disposal.

Prior to disposing of any salvageable personal property or any nonsalvageable personal property that has been assigned an inventory number, the city administrative officer shall inform the council of the condition of the item proposed for disposition and obtain the determination of the council that such item is obsolete or surplus before proceeding with disposition.

Sec. 2-869. - Bids; sales; exchanges.

Under this division, requests for bids shall be issued, and sales shall be made to the highest bidder. However, if the city administrative officer deems it to be to the best interests of the city, he shall, subject to council approval for items over $500.00, make such sales by public auction or private sale or exchange.

Sec. 2-870. - Cash transactions.

All sales of salvageable city-owned items shall be paid for by cash, certified check or money order payable to the city.

Sec. 2-871. - Documents.

The city administrative officer shall be authorized to sign bills of sale and any other papers or documents evidencing such sales for and on behalf of the city of any such salvageable items.

Sec. 2-872. - Disposition of nonsalvageable property.

If the city administrative officer determines that any city-owned personal property items have no salvage value and the nonsalvageable personal property was not assigned an inventory number, the city administrative officer may dispose of them as deemed appropriate.
