Sec. 2-741. - Imposed.¶
There shall be charged in connection with the provision by the city of enumerated public safety services, regulation and products a fee or charge sufficient to recover some or all of the costs reasonably borne by the city in providing such public safety services, regulation and products. Public safety services, regulation and products provided by the city subject to a fee or charge under this division shall be set by resolution of the city council and shall include only public safety services, regulation or products which the city council finds are provided to small segments of the city's citizens or to nonresidents of the city. The amount of any such fee or charge shall be set by resolution of the city council, and no such fee or charge shall exceed the costs reasonably borne by the city in providing such public safety services, regulation or products.

Sec. 2-742. - Determination of costs reasonably borne.¶
The costs reasonably borne by the city in providing public safety services, regulation and products as provided in this division shall be determined by reference to the following elements:
(1) All applicable direct costs, including but not limited to salaries, wages, fringe benefits, services and supplies, operating expenses, contracted services, special supplies, and any other direct expense incurred.
(2) All applicable indirect costs, including but not restricted to building maintenance and operations, equipment maintenance, communication, printing and reproduction, and like indirect expenses.
(3) General overhead, expressed as a percentage, distributing and charging the expenses of the city council, city administrative officer, finance department, city treasurer, city clerk, city attorney's office, police department, and all other staff and support services.
(4) Departmental overhead, expressed as a percentage, distributing and charging the cost of each department head and each department head's supporting expenses.
