Sec. 2-711. - Claims for money or damages.¶
(a) The presenting and processing of claims and demands to which Government Code § 900 et seq. is applicable shall be governed by the provisions therein contained. All other claims and demands for money due from the city shall be presented in writing and shall be filed with the division of finance at the times and in accordance with the procedures established in the city's purchasing manual. The claim or demand shall be approved by the endorsement of the officer or employee certifying receipt of the claim or demand.
(b) Pursuant to Government Code § 935, claims against the city for money or damages which are excepted from the California Tort Claims Act by Government Code § 905 and which are not governed by any other statute or regulation expressly relating thereto shall be governed by the procedures contained in Government Code §§ 900 et seq., and 910 et seq. as a prerequisite to bringing any lawsuit or action for money or damages against the city or any city officer, department, board, or council.

Sec. 2-712. - Approval of demand register by council; issuance and signing of warrants.¶
The finance director shall present the claims or demands against the city, after the procedure established by section 2-711 is carried out, to the city council in the form of a demand register, attaching thereto an affidavit by the finance director or the director's deputy, certifying to the accuracy thereof and availability of funds for the payment thereof, all in accordance with Government Code § 37202 and other laws pertaining thereto. Upon approval of the register by the city council, warrants or checks in payment of demands allowed shall be drawn in accordance with a method prescribed by resolution of the city council. Any method for drawing warrants or checks shall require the manual or mechanical signature of at least one city officer who has executed an official bond to the city, covering the faithful performance by such officer of the duties of his office, as provided by the state Government Code.

Sec. 2-713. - Exceptions to presentation of claims or demands to council for approval.¶
Notwithstanding sections 2-711 and 2-712, the following claims or demands need not be presented to the city council for approval prior to payment, provided that all such claims or demands are presented in accordance with section 2-711 and are approved by the finance director, that all checks and warrants drawn for payment of such claims or demands are drawn in accordance with the procedure set forth in section 2-712, and that all such demands and claims are presented to the city council for ratification and approval at the first city council meeting after payment of the following:
(1) Payroll warrants or checks.
(2) Warrants or checks drawn in payment of demands certified by the finance director as conforming to a budget approved by ordinance or resolution of the city council, including but not limited to the following:
a. Claims or demands from an approved budget when the finance director determines that delay in payment of any such claim or demand would cause an undue hardship on the claimant.
b. Claims or demands for payment of moneys due under a written contract between the city and the claimant, which contract was previously approved by the city council.
c. Claims or demands for payment of moneys due for expenditures of an emergency nature or which are necessary to the normal functioning of the city.

Sec. 2-714. - Pay period for officers and employees.¶
(a) The pay period for all city officers and employees, excepting members of commissions, shall be biweekly, ending on every other Friday, and the pay, wages or salary earned during such biweekly period shall become due and payable on the next succeeding Friday.
(b) Salaries of members of commissions shall be paid monthly and shall become due and payable not later than the tenth day of the next succeeding month.
