Sec. 2-1. - Removal of appointees.¶
(a) Any person appointed to any position in the city or to any board, committee, or commission, with or without compensation, excluding permanent employees under the personnel (civil service) system, serves at the will of the appointing authority. Any such person, if an employee, may be discharged summarily or, if a member of a board, committee, or a commission, removed summarily by such appointing authority.
(b) The term "appointing authority," as used in this section, means the department head of the department in which any such employee is serving and, for a department head or a member of any board, committee, or commission or other person not serving under a department head, means the city council.
